Abstract

ABSTRACT The title of this study is "The Effect of Motivation and Discipline Working on Employee Performance in Government Assisted Environment and Social Welfare Secretariat in Cirebon. Study aims to analyze (1) the effect of work motivation and discipline on employee performance and Welfare Administration Assistant in the Regional Secretariat Cirebon, (2) the effect of motivation on employee performance and Welfare Administration Assistant at Regional Secretariat Cirebon, and (3) the effect of labor discipline on employee performance and Welfare Administration Assistant at Regional Secretariat Cirebon.The research method used is descriptive explanative (explanatory descriptive) and that the sample in this study is the staff of the Assistant Government and Social Welfare Regional Secretariat Cirebon. The collection of primary data obtained through interviews and questionnaires using questionnaires, and secondary data obtained from the agency that has to do with the study. The resulting data were analyzed by descriptive statistics and, using path analysis (Path analysis).The results showed that: (1) motivation and discipline together significantly affect employee performance and Welfare Administration Assistant Regional Secretariat Cirebon. The results obtained hypothesized path coefficients motivation affects employee performance by 13,00%, the coefficient of labor discipline pathways affect the performance of employees at 34,10%, or the influence of motivation and work discipline cumulative effect on employee performance by 47,10%. That is the kind of motivation and discipline of work, the better the performance of employees in performing their duties and functions, (2) significant motivation on employee performance and Welfare Administration Assistant Regional Secretariat Cirebon.The results obtained path coefficients motivation hypothesis directly affect the performance of employees by 6.30% and an indirect relationship of 6,70%, thus determining the total motivation employee performance by 13,00%. This means that the better the motivation, the better the performance of employees in performing their duties and functions, and (3) labor discipline significantly affect employee performance and Welfare Administration Assistant Regional Secretariat Cirebon. The results obtained path coefficients discipline hypothesis directly affect the work performance of employees amounted to 27.40% and indirect relationships by 6.70%, so the total variable labor discipline determines employee performance by 34,10%. That is the kind of employee discipline, the better the performance of the employee in carrying out its duties and functions.

Abstract

Kinerja pegawai menjadi bagian penting untuk melaksanakan program-program kegiatan dengan maksimal. Secara mendasar, Manajemen kinerja merupakan rangkaian kegiatan yang dimulai dan perencanaan kinerja, pemantauan/peninjauan kinerja, penilaian kinerja dan tindak lanjut berupa pemberian penghargaan dan hukuman. Tentu dalam Keberhasilan dan bidang Perencanaan dan Pengendalian tergantung dari cara kerja pegawainya. Penelitian ini dilakukan dengan tujuan untuk mengetahui analisis kinerja aparatur sipil negara di Sekretariat dewan perwakilan rakyat daerah kota cirebon. Metode penelitian yang digunakan adalah metode penelitian kualitatif. Dalam penelitian ini, penulis mencoba untuk mendiskripsikan mengenai kinerja aparatur sipil negara di Sekretariat dewan perwakilan rakyat daerah kota cirebon. Hasil penelitian mengenai analisis kinerja aparatur sipil negara di Sekretariat dewan perwakilan rakyat daerah kota cirebon dilihat dari dimensi kualitas, kuantitas, ketepatan waktu, efektifitas biaya, perlu untuk pengawasan yang belum sepenuhnya optimal, dikarenakan kurangnya Sumber Daya Manusia (PNS); kurangnya Produktivitas kerja pegawai; kurangnya disiplin pegawai; tidak sesuainya jurusan pendidikan terakhir dengan posisi jabatan yang di dudukinya; masih banyak pegawai (non PNS) yang pendidikannya lulusan SMA; masih kelompok-kelompok di dalam satu ruang lingkup tempat pekerjaan.Kata Kunci: Kinerja, ASN, Sekretariat DPRD Kota Cirebon

Abstract

ABSTRACT Title of writing in research Optimization of Staff Enhancement Secretariat DPRD Cirebon. This research is a descriptive research type using qualitative research method. This research is based on the existence of a phenomenon where still found some obstacles in the Optimization of Staff Enhancement Secretariat DPRD Kabupaten Cirebon  Mangkunegara states that in general the performance is divided into two, namely individual performance and organizational performance, individual performance is the work of employees both in terms of quality and quantity based on work standards that have been determined, while organizational performance is a combination of individual performance with group performance (Mangkunegara , 2005).  Problems in research in Performance of staff Secretariat DPRD Kab. Cirebon is an element of service to the Regional House of Representatives. The DPRD Secretariat is headed directly by a Secretary of the DPRD who is technically operational under and directly responsible to the Chairman or Speaker of the DPRD, and is Administratively accountable to the Regent through the Regional Secretary. As stated in Article 20 Paragraph (1) of the 1945 Constitution, the Regional People's Legislative Assembly has duties consisting of the functions of legislation, supervisory function and budget function, therefore the service must be able to accommodate all the basic functions of the Regional People's Legislative Assembly of Kab. Cirebon with a way of achieving good performance by the Secretariat DPRD Kab. Cirebon so that the services provided can give a significant impact on the fulfillment of the people's mandate through the implementation of duties and functions of the DPRD of Cirebon But at the Secretariat of Parliament Cirebon Regency we found some problems that cause not yet Optimal Employee Performance are: Job Performance: Work Achievement is defined as the work achieved by an employee in performing his duties in accordance with the responsibilities given to him in quality of work, Expertise: Expertise is the level of technical ability possessed by employees in carrying out tasks assigned to him, Behavior: Behavior is an attitude and employee behavior attached to him and carried in carrying out his duties
