Abstract

Abstract Walking is an important transportation mode in people daily commute. Pedestrian perspective and walking distance assessment are necessary on aiding the design the public transportation system for better system coverage and the pedestrian facility on the corresponding area. This research aims to asses the perspective of people when they willing to walk instead of taking other modes corresponding toward the recent pedestrian facility improvement around Universitas Indonesia. Data were colected by asking samples of pedestrains about their walking preference over using the campus buses and later processed using the theory of discrete choice model and utility function. Data analysis shows people naturally choose walking as their mode for last mile trip instead of other modes. The distance of walking distance add the constrain for people to walk while the time saving from other modes will encourage people to walk instead of taking other modes. In addition, facility improvement futher helped the encouragement. Keywords: walking distance, pedestrian perspective, pedestrian facility, discrete choice  Abstrak Berjalan merupakan moda transportasi yang penting dalam keseharian seseorang. Perspektif pejalan kaki dan analisis jarak berjalan kaki diperlukan dalam membantu perencanaan sistem transportasi umum dalam pembuatan cakupan sistem serta dalam pengembangan fasilitas pejalan kaki pada lokasi tersebut. Penelitian ini bertujuan untuk perspektif seseorang ketika orang tersebut lebih memilih untuk berjalan kaki dibandingkan dengan mengambil moda lainnya terkait dengan pengembangan fasilitas pejalan kaki di sekitar Universitas Indonesia. Data diambil dengan memberikan rangkaian pertanyaan terhadap sampel pejalan kaki mengenai pilihan berjalan kaki dibadingkan dengan penggunaan bus kampus untuk kemudian diproses dengan teori discrete choice model dan utility function. Analisis data menunjukkan secara alami bahwa orang lebih memilih untuk berjalan kaki dibandingkan memilih moda lain dalam bagian akhir perjalanan harian. Jarak untuk berjalan memberikan hambatan bagi orang untuk berjalan, sementara penghematan waktu dibandingkan moda lainnya akan mendorong orang untuk berjalan dibandingkan dengan memilih moda lainnya. Lebih lanjut pengembangan fasilitas pejalan kaki akan mendorong orang untuk berjalan kaki. Kata-kata kunci: jarak berjalan, perspektif pejalan kaki, fasilitas pejalan kaki, pilihan diskrit

Abstract

Indonesian Police attempt to reduce the fatality rate of traffic accidents by enforcing the law on speed restrictions using speed cameras. The National Police Traffic Corps (Korlantas), from 2017 to 2018, had installed 75 units of speed cameras along Jakarta Toll Roads including Cikampek, Jagorawi, Bitung, and many others. By the end of 2020, Korlantas is expected to install 75 more units on the arterial roads of Jakarta. This study aims to analyze the implementation of vehicle speed deceleration through signs and speed cameras in the control zone. The data analyzed by comparing the speed of vehicles when crossing the control zone using the normal distribution Z test, with a 5% margin of error. The research shows that speed deceleration policy using signs and speed cameras in the control zone reduces the speed by 9% or equal to an average speed of 8 km/hour. Drivers who obeyed the speed limit reach 76.6% or 230 vehicles from 302 vehicle samples, where most of them are buses, followed by passenger cars and freight cars, respectively. The application of speed deceleration using signs and speed cameras in the toll toad meets the planning target and is recommended to be implemented across the country.

Abstract

Traffic accident cost analysis is needed to predict potential losses of nation due to the emergence of traffic accident victims. The cost of traffic accidents in Indonesia is based on the characteristics of the City of Bandung in 2003, and it is shown that the cost of traffic accidents can vary according to regional characteristics. This study tries to compare the analytical approach in Bandung in 2003 with the Consumer Price Index and Human Development Index approaches for an area with medium accessibility, namely East Lombok, West Nusa Tenggara Province. The location of traffic accidents greatly influences the cost of traffic accidents, because the costs on inter-city roads are relatively higher compared to those on roads in the city. This study shows that the cost of traffic accidents is related to accessibility of health facilities. This analysis can be developed for all regions in Indonesia, so that it can be used as a reference for traffic stakeholders in assessing the performance of the traffic safety programs implemented. Analisis biaya kecelakaan lalu lintas diperlukan untuk memprediksi potensi kerugian negara akibat timbulnya korban kecelakaan lalu lintas. Biaya kecelakaan lalu lintas di Indonesia dibangun berdasarkan karakteristik kota Bandung tahun 2003, dan diperlihatkan bahwa biaya kecelakaan lalu lintas dapat bervariasi sesuai dengan karakteristik wilayah. Penelitian ini mencoba membandingkan pendekatan analisis di Bandung tahun 2003 dengan pendekatan Indeks Harga Konsumen dan Indeks Pembangunan Manusia untuk suatu wilayah dengan aksesibilitas menengah, yakni Lombok Timur, Provinsi Nusa Tenggara Barat. Lokasi kecelakaan lalu lintas sangat mempengaruhi biaya kecelakaan lalu lintas, karena biaya di jalan antar kota relatif lebih tinggi dibandingkan dengan biaya di jalan dalam kota. Penelitian ini meperlihatkan bahwa biaya kecelakaan lalu lintas terkait dengan aksesibilitas fasilitas kesehatan. Analisis ini dapat dikembangkan untuk semua wilayah di Indonesia, sehingga dapat dijadikan acuan bagi pemangku kepentingan lalu lintas dalam menilai kinerja program keselamatan lalu lintas yang dijalankan.

Abstract

This study analyses the responses of local residents and international tourist drivers and riders to speed limits on the national road in Bali. A self-reported questionnaire survey was distributed among representative samples of local residents and international tourists in Bali. The questionnaire consisted of variables of demographic factors, riding history, driving/riding experiences on the national road, perceptions on speed sign, involvement in traffic accidents and offenses, attitude, intention, and behavior toward speeding. The results show that demographic factors, involvement in traffic accidents and offenses, experience in driving/riding on national roads, and riding history negatively and significantly influenced perceptions on speed signs for local drivers/riders and on attitudes towards speeding for international tourist driver/riders. Also, attitudes towards speeding have significant and positive influences on intention towards speeding for local drivers/riders. Local residents and international tourists have their own factors that significantly influenced their perceptions of speed limitation on national roads in Bali. Studi ini menganalisis respon pengendara kendaraan bermotor dari penduduk lokal dan wisatawan mancanegara terhadap batas kecepatan di jalan nasional di Bali. Pengumpulan data dilakukan dengan kuisioner yang didistribusikan kepada sampel yang representatif dari penduduk lokal dan wisatawan mancanegara di Bali. Kuisioner berisi pertanyaan terkait faktor demografis, pengalaman berkendara di jalan nasional, persepsi rambu kecepatan, keterlibatan dalam kecelakaan dan pelanggaran lalu lintas, sikap, prilaku dan niat untuk ngebut. Hasil studi menunjukkan bahwa faktor demografis, keterlibatan dalam kecelakaan dan pelanggaran lalu lintas, pengalaman berkendara di jalan nasional secara signifikan dan negatif berpengaruh terhadap persepsi terhadap rambu kecepatan bagi penduduk lokal dan terhadap sikap terkait ngebut bagi wisatawan international. Sikap terkait ngebut berdampak positif dan signifikan terhadap tujuan ngebut bagi pengendara penduduk lokal. Studi ini menunjukkan bahwa penduduk lokal dan wisatawan mancanegara dipengaruhi oleh faktor yang berbeda terkait persepsi tentang batas kecepatan pada jalan nasional di Bali.

Abstract

Increased vehicle speed will affect the increase in reaction time and distance to stop and the increased possibility of errors that can be done by the driver. The most common cause of accidents faced by many countries is a high speed and exceeding permitted limits because they contribute to the problem of the number and number of fatalities of accident victims. Setting the maximum speed limit can reduce the risk of accidents. The higher the speed, the greater the stop distance needed, and the risk of accidents increases. Kecepatan kendaraan yang meningkat akan berpengaruh terhadap peningkatan waktu reaksi dan jarak untuk berhenti serta meningkatnya kemungkinan kesalahan yang dapat dilakukan oleh pengemudi. Faktor penyebab kecelakaan yang paling sering dihadapi oleh banyak negara adalah kecepatan tinggi dan melebihi batas yang diijinkan karena ikut berkontribusi pada permasalahan jumlah dan kefatalan korban kecelakaan. Mengatur batas kecepatan maksimum dapat menurunkan resiko kecelakaan. Semakin tinggi kecepatan, maka semakin besar jarak berhenti yang dibutuhkan dan resiko kecelakaan semakin meningkat.

Abstract

Negara Kesatuan Republik Indonesia merupakan salah satu negara dengan jalur strategis perdagangan dunia, dan hal ini menjadi faktor pendukung yang menguntungkan dalam berbagai sektor di Indonesia. Wilayah Negara Kesatuan Republik Indonesia yang juga sangat luas memiliki implikasi pertahanan negara yang kompleks dan sangat terbuka sehingga mudah dimasuki oleh siapa saja dari berbagai arah. Luas wilayah NKRI terdiri atas 7,7 juta km2, terbentang dari Sabang hingga Merauke, dari P. Miangas sampai P. Rote terdiri atas 17.504 pulau dipersatukan oleh laut dan samudera yang luas. Permasalahan yang timbul sekarang ini adalah dimana alutsista TNI AD khususnya di Batalyon Bekang sudah tua dan kurang efektif dalam mendukung kegiatan logistik, namun secara teknis modernisasi alutsista TNI AD sebelumnya melalui pertimbangan komprehensif, yang utamanya didasarkan kepada efektivitas kegiatan yang dapat mendukung tugas pokok serta penggunaan alutsista dalam suatu kegiatan operasi yang efektif dan efisien. Selain itu dalam artian modernisasi peralatan dan persenjataan militer selain dapat mendukung kegiatan logistik juga harus mampu teruji dalam pertempuran (Combat Proven). Dalam pemenuhan alutsista secara modern sangat diharapkan dalam mendukung tugas pokok TNI AD khususnya dukungan untuk alutsista di Batalyon Bekang, pemenuhan kapal-kapal angkut logistik yang modern. Penelitian ini menganalisis pengaruh modernisasi alutsista Batalyon Bekang terhadap kesiapan dukungan logistik TNI AD dengan sampel penelitian di satuan Batalyon Bekang TNI AD dengan analaisis data menggunakan metode SPSS (Statistical Package for Social Sciences) guna mendapatkan penilaian secara obyektif tentang pengaruh kesiapan dukungan satuan dari analisis data tersebut terhadap tugas pokok TNI AD. Dengan adanya modernisasi alutsista maka diharapkan kesiapan Batalyon dapat lebih maksimal dalam melaksanakan tugasnya di masa depan.Kata Kunci : alutsista, modernisasi, logistik, SPSS (Statistical Package for Social Sciences)

Abstract

The Unitary State of the Republic of Indonesia is one of the countries with a strategic path to world trade, and this has become a favorable supporting factor in various sectors in Indonesia. The territory of the Unitary Republic of Indonesia, which is also very broad, has implications for national defense that is complex and very open so that it is easily entered by anyone from various directions. The territory of the Republic of Indonesia consists of 7.7 million km2, stretching from Sabang to Merauke, from P. Miangas to P. Rote consisting of 17,504 islands united by vast seas and oceans. The problem that arises now is where the Army defense equipment especially in the Bekang Battalion is old and ineffective in supporting logistical activities. However, technically, the modernization of the Army defense equipment prior to comprehensive considerations, mainly based on the effectiveness of activities that can support the main tasks and the use of defense equipment in an effective and efficient operation, besides that in terms of modernizing military equipment and weapons in addition to supporting logistical activities, they must also be able to be tested in Combat Proven. In fulfilling modern defense equipment, it is highly expected to support the main tasks of the Army, especially support for defense equipment in the Bekang Battalion, the fulfillment of modern logistical transport vessels. This study analyzes the effect of modernization of the Bekang Battalion defense system on the readiness of the Army logistical support with a research sample in the Bekang Battalion Unit of the Army with data analysis using the SPSS (Statistical Package for Social Sciences) method to obtain an objective assessment of the effect of the readiness of the support units of the data analysis on the basic tasks of the Army. With the modernization of defense equipment, it is hoped that Battalion's readiness can be maximized in carrying out its duties in the future.Keywords: defense equipment, modernization, logistics, SPSS (Statistical Package for Social Science)

Abstract

This study aims to analyze the accessibility of public transportation in the Cipete Raya transit area which is an active trading area planning area. In this context, smooth mobility is an important factor to maintain a sustainable economic cycle. Therefore, it is important to provide effective public transportation facilities and infrastructure around the area. The method used in this study is space syntax analysis, which is used to identify streets that have integration and connectivity. In addition, this study also uses the PTAL (Public Transport Accessibilty Levels) method to evaluate the level of accessibility of public transportation in an area. The results of the study show that there is a relationship between connectivity and integration of routes in the Cipete Raya area. There are several areas in the eastern part that have better public transportation accessibility compared to the western region. This shows the need for improvements in the provision of public transportation in the area in order to create better accessibility such as adding modes of transportation or increasing the frequency of Transjakarta buses.
