Abstract

Reformation democracy guides Indonesian government in one decade of duration, even a little bit more, and also in that time it brings the autonomy region existent with aims to spread out development. Based on this concept that the justice of development of every region can be achieved no exception, and then Indonesian government is able to be an advanced country. Due to Indonesian wish to be an advanced country, the academic society right now has very critical opinion to discuss on ever any scientifi c meeting about how to measure the achievement of a good government performance. To evaluate government performance, an instrument is needed to measure governmentactivities, which that measurement must be based on the determinant object. In this case that the determinant object is an environment of entrepreneur as indicator of measurement. The output of measurement can be used as well as input to government to make decision, then implication of policy can be made. In order to apply that instrument, so must be taken an sample district ascase i.e “Pemerintah Kota Bekasi”. The conclusion of this assessment are : Public services for permission of trade in Kota Bekasi must be improved. Public services in specifi cally for wealth of intelectual right must be improved(clearly in law). A minimum substance wage of district / region must be improved. Rearrangement to taxation has to soon be done. There is more information about assessments conclusion.Ket words : Model, environment of entrepreneur

Abstract

Globalisation era is surely passed on and to lead the people of the world into social interactive one another and also economical competitiveness. How far is DKI Jakarta Government preparing to be up against the global competitiveness in the frame-work to manifest improving the standard of living like advanced of society. There are some of indicators to be used as well as criterion to measure an achievement level of effort to be advanced of society, i.e infrastructure which needed by entrepreneur like : permission, taxation, laboract, traffic road, customs and harbor, publics infrastructure servicing, landuse, security condition, business financial access, and business environment condition. It was the research analysis be done by using data gathering from entrepreneur opinion at the operational area. The aim of research analysis is to measure how level of each indicator value has DKI Jakarta Government prepared to be up against the global competitiveness ? The research conclusion says that : DKI Jakarta Government has well enough prepared to be up against the global competitiveness. The weakness indicator is just taxation because its category included in bad (goodless) while the other indicators are well enough. The measuring parameters due to weakness taxationare time necessity for servicing to arrange tax, amount and various of region retribution, amount and various of region tax, and clarity of tax arrangement prucedure.

Abstract

Operasional angkutan umum jalan raya di DKI Jakarta dirasakan oleh masyarakat bahwa pelayanannya sudah tidak nyaman lagi. Permasalahan tersebut disebabkan oleh ketidakseimbangan antara pasokan dan permintaan, sehingga pelayanan cenderung seadanya yang penting menghasilkan keuntungan yang cukup. Tindakan antisipasi pemerintah DKI Jakarta dalam menjawab permasalahan tersebut sudah tepat, yaitu menetapkan kebijakan dengan merintis jalur khusus angkutan umum jalan raya, yang dimulai sejak pertengahan Januari 2004 dengan nama Transjakarta. Yang menjadi pertanyaan hingga saat ini apakah kualitas pelayanan Transjakarta sudah dipandang baik oleh masyarakat umum dan apakah pelanggan Transjakarta sudah merasa puas. Untuk menjawab pertanyaan tentang kualitas pelayanan dan kepuasan pelanggan angkutan publik Transjakarta, diperlukan sebuah penelitian. Penelitian dilakukan dengan judul “Kualitas Pelayanan Transjakarta”. Pengambilan data menggunakan metode convenience sampling dengan sampel adalah pelanggan Transjakarta pada jam sibuk dan jam tidak sibuk. Metode analisis menggunakan teori dari Zeithaml dan Bitner(2002:82) untuk mengukur kualitas pelayanan atas dasar 5 (lima) dimensi Tangible (nyata), Responsiveness (ketanggapan), Reliability (keandalan), Assurance (jaminan dan kepastian) dan Emphaty (empati); di sisi lain akan diukur kepuasan pelanggan dengan aplikasi teori dari Fandy Tjiptono (1997:35). Kesimpulan penelitian menunjukkan secara umum bahwa kualitas pelayanan masih dalam kategori sedang untuk setiap dimensi pengukuran dan kepuasan pelanggan juga masih dalam kategori sedang.Masih ada beberapa kesimpulan dan saran secara detail.
