<![CDATA[Abstract:The aim of this study was to determine the effect of the budget determination time, the remaining budget of the previous year, and the budget changes on the budget uptake at local government of districts/cities in Aceh, both simultaneously or partially. The population of this study was all districts/cities in Aceh province, that were 23 districts/cities. The observation in this study was conducted for 3 years, in 2010, 2011 and 2012. The results of the study showed that the budget determination time, the remaining budget of the previous year, and the budget changes simultaneously affected the budget uptake at local government of districts/cities in Aceh. Partially, the budget determination time had a positive effect on budget uptake, the remaining budget of previous had a negative effect on the budget uptake and the budget changes had a positive effect on on the budget uptake at local government of the districts/cities in Aceh. Keywords : Budget determination time, the remaining budget of the previous year, budget changes, and budget uptake.Abstrak:Tujuan penelitian ini adalah untuk mengetahui pengaruh waktu penetapan anggaran, sisa anggaran tahun sebelumnya, dan perubahan anggaran terhadap serapan anggaran secara bersama-sama pada pemerintah daerah kabupaten/kota di Aceh, baik secara bersama-sama maupun parsial. Populasi penelitian ini adalah seluruh kabupaten/kota di Provinsi yang berjumlah 23 kabupaten/kota. Pengamatan dalam penelitian ini dilakukan selama 3 tahun yaitu pada tahun 2010, 2011 dan tahun 2012. Hasil penelitian menunjukkan waktu penetapan anggaran, sisa anggaran tahun sebelumnya dan perubahan anggaran secara bersama-sama berpengaruh terhadap serapan anggaran pada pemerintah daerah kabupaten/kota di Aceh. Secara parsial, waktu penetapan anggaran berpengaruh positif terhadap serapan, sisa anggaran tahun sebelumnya berpengaruh negatif terhadap serapan dan perubahan anggaran berpengaruh positif terhadap serapan anggaran pada pemerintah daerah kabupaten/kota di Aceh.
