Abstract

Penelitian ini membahas hal-hal yang berkaitan dengan Kinerja Bidang Ijin Mendirikan Bangunan di Kecamatan Subang Kabupaten Subang dalam hubungannya dengan teori menurut Dwiyato yaitu Produktivitas, Kualitas Layanan, Responsitas, Responbilitas, dan Akuntabilitas. Dalam Penelitian ini menggunakan metode penelitian deskriptif kualitatif, melalui observasi, wawancara dan studi dokumentasi. Sumber data diperoleh dari informan dan melalui wawancara dan dokumen diperoleh dalam bentuk peraturan-peraturan dan pengolahan data. Hasil penelitian menunjukkan Kinerja Bidang Ijin Mendirikan Bangunan di Kecamatan Subang Kabupaten Subang Belum Optimal diantaranya Produktivitas, Kualitas Layanan, Responsitas, dan Responbilitas. Hal tersebut perlu diperhatikan agar Produktivitas, Kualitas Layanan, Responsitas, dan Responbilitas Optimal. This study discusses matters relating to the Performance of Building Permit in Subang Regency in relation to the theory according to Dwiyato namely Productivity, Service Quality, Responsibility, Responsibility, and Accountability.In this study using descriptive qualitative research methods, through observation, interviews and documentation studies. Sources of data obtained from informants and through interviews and documents obtained in the form of regulations and data processing .The results showed that the Performance of Building Permit in Subang Sub-District, Subang District Not Optimal, including Productivity, Service Quality, Responsibility, and Responsibility. This needs to be considered so that Productivity, Service Quality, Responsibility, and Optimal Responsibility.

Abstract

Abstrak Penulisan ini bertujuan untuk mengetahui evaluasi kebijakan pengujian kendaraan umum dan barang di Dinas Perhubungan Kabupaten Subang. Pendekatan penelitian yang digunakan untuk mengkaji penelitin ini adalah pendekatan kualitatif yaitu prosedur penelitian yang mengeksplorasi bagaimana kenyataan sosial yang terjadi dengan mendeskripsikan hal-hal yang sesuai dengan permasalahan yang diteliti.  Metode analisis dalam penelitian ini dengan melakukan pengumpulan data dan dilakukan secara intensif yakni sesudah meninggalkan lapangan, pekerjaan menganalisis data memerlukan usaha pemusatan perhatian dan pengarahan tenaga fisik dan pikiran dari peneliti, dan selain menganalisis data peneliti juga perlu mendalarni kepustakaan guna mengkonfirmasikan atau menjustifikasikan teori baru yang barangkali ditemukan. Hasil penelitian bahwa 1) berdasarkan dimensi efektivitas pelaksanaan pengujian kendaraan umum dan barang belum efektif, itu terlihat petugas mengalami kesulitan jika volume kendaraan yang diuji mencapai 30 kendaraan/hari. Hal ini dikarenakan petugas yang bersertifikasi lanjutan hanya 2 (dua) orang saja sehingga tidak mampu melayani semua kendaraan untuk diuji dalam waktu cepat. 2) berdasarkan dimensi efisiensi pelaksanaan pengujian kendaraan umum dan barang belum efektif, itu terlihat dari penerapan waktu layanan hanya 25 menit tidak terlaksana sebagaimana mestinya karena untuk mendaftarkan kendaraan sudah memakan waktu yang lama yang menyebabkan lambannya proses pendaftaran. 3) berdasarkan dimensi kecukupan pelaksanaan pengujian kendaraan umum dan barang belum efektif, itu terlihat dari pelaksanaan uji berkala (KIR) Kendaraan Bermotor masih banyak pengguna jasa yang tidak mengetahui prosedur uji berkala serta sehingga membuka celah bagi praktek jasa calo untuk mempermudah pengurusan. 4) berdasarkan dimensi perataan pelaksanaan pengujian kendaraan umum dan barang belum efektif, itu terlihat tidak ada sosialisasi secara khusus kepada masyarakat yang memiliki kendaraan umum dan barang, dengan pertimbangan bahwa para pemiliki kendaraan tersebut sudah mengetahui bahwa kendaraan umum dan barang harus melakukan uji kendaraan bermotor setiap 6 bulan sekali. 5) berdasarkan dimensi responsivitas pelaksanaan pengujian kendaraan umum dan barang belum efektif, itu terlihat dalam memberikan pelayanan kepada masyarakat masih banyak permasalahan yang terjadi tetapi tidak ada akses pengaduan, penyampaian keluhan yang disampaikan pengguna jasa atau wajib uji. 6) berdasarkan dimensi ketepatan pelaksanaan pengujian kendaraan umum dan barang belum efektif, itu terlihat alatalat pengujian yang ada tidak sepenuhnya berjalan dengan optimal, dikarenakan beberapa alat pengujian yang rusak sedang menunggu perbaikan dan hanya menggunakan alat-alat yang yang masih berfungsi. Kata kunci : Evaluasi Kebijakan   Abstract This writing aims to determine the evaluation of the policy of testing public vehicles and goods at the Department of Transportation of Subang Regency. The research approach used to examine this research is a qualitative approach, namely research procedures that explore how social reality occurs by describing things that are in accordance with the problems studied. The method of analysis in this research is to collect data and is carried out intensively, namely after leaving the field, the work of analyzing data requires an effort to concentrate and direct the physical and mental energy of the researcher, and in addition to analyzing the data, the researcher also needs to study the literature to confirm or justify the new theory. maybe found. The results of the study that 1) based on the dimensions of the effectiveness of the implementation of testing public vehicles and goods have not been effective, it can be seen that officers have difficulty if the volume of vehicles tested reaches 30 vehicles/day. This is because there are only 2 (two) advanced certified officers so they are not able to serve all vehicles to be tested in a short time. 2) based on the efficiency dimension, the implementation of testing for public vehicles and goods has not been effective, it can be seen from the application of the service time of only 25 minutes which is not carried out properly because it takes a long time to register a vehicle which causes the registration process to be slow. 3) based on the dimensions of the adequacy of the implementation of testing for public vehicles and goods that have not been effective, it can be seen from the implementation of periodic tests (KIR) for Motorized Vehicles, there are still many service users who do not know the procedures for periodic testing and thus opening up gaps for the practice of brokers' services to facilitate management. 4) based on the dimension of smoothing the implementation of testing for public vehicles and goods has not been effective, it appears that there is no special socialization to people who have public vehicles and goods, with the consideration that the owners of these vehicles already know that public vehicles and goods must test motorized vehicles every time. every 6 months. 5) based on the responsiveness dimension, the implementation of testing for public vehicles and goods has not been effective, it can be seen in providing services to the community that there are still many problems that occur but there is no access to complaints, submission of complaints submitted by service users or mandatory testing. 6) Based on the dimensions of the accuracy of the implementation of testing for public transportation and goods it has not been effective, it can be seen that the existing testing tools are not fully running optimally, because some of the damaged test equipment are waiting for repair and only use tools that are still functioning. Abstract

Abstrak Penulisan ini bertujuan untuk mengetahui peran Struktur Organisasi Balai Latihan Kerja di Kabupaten Subang dalam melaksanakan pelayanan pelatihan kerja. Bahwa Struktur Organisasi Balai Latihan Kerja di Kabupaten Subang dinilai cukup optimal setelah dilakukan analisa hasil wawancara. Namun masyarakat berharap terjadi peningkatan pelayanan terutama dibidang sarana dan prasarana Balai latihan Kerja di Kabupaten Subang serta meningkatkan kualitas instruktur melalui sertifikasi keahlian. Menurut Permenaker No.21 tahun 2015 pasal 2 berbunyi Unit Pelaksana Teknis Bidang Pelatihan Kerja mempunyai tugas melaksanakan pengembangan pelatihan dan pemberdayaan bagi tenaga kerja, dan/atau instruktur dan/atau tenaga pelatihan. Peneliti menggunakan teori Struktur Organisasi yang dikemukakan oleh Stephen P Robbins (2008) yang menyatakan dimensi Spesialisasi Kerja, Depantermentalisasi, Rantai Komando, Rentang Kendali, Sentralisasi, Formalisasi, dan Kompleksitas. Kata kunci: Struktur Organisasi, Pelatihan Kerja, Subang Abstract This paper aims to determine the role of the Organizational Structure of the Job Training Center in Subang Regency in carrying out job training services. That the Organizational Structure of the Job Training Center in Subang Regency is considered quite optimal after analyzing the interview results. However, the community hopes that there will be an increase in services, especially in the field of facilities and infrastructure of the Job Training Center in Subang Regency and improve the quality of instructors through skill certification. According to Permenaker No.21 of 2015 article 2 reads that the Technical Implementation Unit for Job Training has the task of carrying out training development and empowerment for workers, and/or instructors and/or training personnel. Abstract

Abstrak Permasalahan yang dikaji dalam penelitian ini adalah profesionalisme asn yang belum optimal yang ditandai dari kewajiban sosial yang belum sepenuhnya tercapai karena pegawai asn belum bersikap obstruktif dalam profesinya. Hal tersebut disebabkan oleh keahlian pegawai asn yang masih kurang dalam bidangnya, lingkungan dan suasana kerja yang tidak kondusif. Profesionalisme asn yang rendah akan berpengaruh pada kinerja asn. Fenomena tersebut harus segera ditanggulangi agar tidak menganggu pada proses pencapaian tujuan organisasi dengan melalui pengawasan dari tiap-tiap atasan terhadap pegawai asn dan mendapatkan pelatihan-pelatihan guna mengasah keterampilan pegawai sehingga dapat memaksimalkan kinerjanya. Penelitian ini membahas hal-hal yang berkaitan dengan Profesionalisme ASN di Kabupaten Subang dengan teori Konsep profesionalisme yang dikembangkan oleh Hall, James A dan Tommie Singleton (2007:45) pada buku Abdurrozzaq Hasibuan “Etika Profesi-Pofesionalisme Kerja”. Dalam penelitian ini menggunakan pendekatan kualitatif yaitu penelitian yang dilakukan pada kondisi objek yang alami, data yang dihasilkan bersifat deskriptif dan analisis data dilakukan secara induktif melalui pengamatan dan observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber daya diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan perundang-undang dan pengelolaan data. Hasil penelitian menunjukan bahwa Pofesionalisme ASN di Kabupaten Subang sudah bisa cukup dikatakan secara optimal. Kata kunci: Profesionalisme, ASN, Subang Abstract The problem studied in this study is ASN professionalism that is not yet optimal which is characterized by social obligations that have not been fully fulfilled because ASN employees have not been obstructive in their profession. This is caused by the expertise of ASN employees who are still lacking in their fields, the environment and work atmosphere are not conducive. Low ASN professionalism will affect ASN performance. This phenomenon must be addressed immediately so as not to interfere with the process of achieving organizational goals through supervision from each superior over ASN employees and receiving training to hone employee skills so that they can maximize their performance. This study discusses matters related to ASN Professionalism in Subang Regency with the theory of the concept of professionalism developed by Hall, James A and Tommie Singleton (2007:45) in Abdurrozzaq Hasibuan's book "Professional Ethics-Work Professionalism". In this study using a qualitative approach, namely research conducted on natural object conditions, the resulting data is descriptive and data analysis is carried out inductively through observation and observation, interviews, literature studies and documentation.
