Abstract

ABSTRACTFlood is one of natural disasters that often occur in Indonesia. This disaster also occurred in Bima City on December 21, 2016, December 23, 2016, and January 2, 2017 with the affected area were Mpunda, Rasanae Timur, Asakota, Rasanae Barat, and Raba districts. The urban areas become the most affected areas, mainly in the residential areas that located more than 50 meters from the flood plains. The variations of flood heights ranged from 1-4 meters. In addition to the hydrometeorological factors, the flood in Bima was caused by several factors, such as: loss of riparian areas function which turned into settlements nowadays, siltation in the downstream areas, poor management of urban drainage systems, reduced vegetation cover in upstream, and narrowing of river bodies. With the increasing of hydro-meteorological disaster problems and challenges, recommendations of structural and non-structural infrastructure to reduce the risk of flood disaster are needed. Therefore, this research aims to provide recommendations of structural and non-structural as an effort to mitigate flood disaster in Bima City. Analytical methods used in this research were participatory mapping, flood hazards mapping and modeling, and qualitative description. Results showed that the management of Rontu watershed in controlling flood would be effective and efficient by combining the structural and non-structural development. Mapping and modeling the flood-affected areas can become a source in the riparian planning regulation to reduce the risk of flooding.Keywords: flood; structural; and non structural ABSTRAKBanjir merupakan salah satu bencana alam yang sering terjadi di Indonesia. Bencana ini juga terjadi di Kota Bima pada tanggal 21 Desember 2016, 23 Desember 2016, dan 2 Januari 2017. Wilayah terdampak di Kota Bima adalah kecamatan Mpunda, Rasanae Timur, Asakota, Rasanae Barat, dan Raba. Kawasan perkotaan menjadi kawasan yang paling terdampak, terutama kawasan permukiman yang berjarak >50 meter dari sempadan sungai. Genangan banjir dapat mencapai ketinggian yang bervariasi, yaitu berkisar 1-4 meter. Selain faktor hidrometeorologi, banjir di Bima disebabkan oleh berbagai faktor; diantaranya hilangnya fungsi sempadan sungai yang saat ini banyak berubah menjadi kawasan permukiman, pendangkalan pada bagian hilir sungai, sistem drainase perkotaan yang buruk, berkurangnya tutupan vegetasi pada bagian hulu, serta penyempitan badan sungai. Dengan meningkatnya permasalahan dan tantangan bencana hidrometeorologi tersebut, maka diperlukan rekomendasi struktural dan non struktural untuk mengurangi risiko bencana banjir. Oleh karena itu, penelitian ini bertujuan untuk memberikan arahan rekomendasi struktural dan non struktural sebagai upaya mitigasi bencana banjir Kota Bima. Metode analisis yang digunakan dalam penelitian ini adalah pemetaan partisipatif, pemetaan dan pemodelan bahaya banjir, dan juga deskriptif kualitatif. Hasil penelitian menunjukkan upaya pengelolaan DAS Rontu untuk pengendalian banjir dapat efektif dan efisien jika mengkolaborasikan antara pembangunan infrastruktur struktural dan pembangunan nonstruktural. Pemetaan kawasan terdampak banjir dan pemodelan banjir dapat menjadi acuan dalam penataan ruang di kawasan sempadan sungai untuk dapat mengurangi risiko banjir.Kata kunci: banjir; struktural; dan non structural

Abstract

The island of Bali and its surrounding are part of Indonesia's seism tectonic system. The condition has been faced including by Karangasem Regency. Karangasem Regency is prone by seismic and tsunami disaster. The high level of disaster proneness in Karangasem Regency requires disaster preparedness in pre-disaster phase. Rehabilitation and reconstruction responses are not been effective since these steps require expensive funding and investment. Preparedness efforts in pre-disaster phase are carried out through quality enhancement of spatial plans based on Disaster Risk Reduction (DRR). This research is aimed to provide recommendation for spatial plan, including spatial pattern (land use) plan and development of mitigation infrastructure. This research uses qualitative and quantitative research methods. Analysis tools are Geographic Information Systems (GIS), good practices, and literatures, as well as policies from various sources. The output of this study resulted in a spatial assessment according to the level of tsunami disaster prone level.

Abstract

Abstract The island of Bali and its surroundings are part of Indonesia's seismotectonic. This area is traversed by the Mediterranean land line and subduction zone caused by the collision between the Eurasian Plate and the Indo-Australian Plate. Such conditions have been faced by Bali Island as one of the regions that has a high level of seismicity. Hazard potencies in Bali Island especially Karangasem Regency effects disaster prone level. The high level of disaster prone in Karangasem Regency requires disaster preparedness in pre disaster step. Emergency, rehabilitation, and reconstruction responses are not effective responses because these steps need expensive funding and investment. Preparedness efforts in pre-disaster are carried out through enhancement of quality spatial plans based on Disaster Risk Reduction (DRR). Spatial plan contains spatial pattern (land use) plan and development of mitigation infrastructure to reduce disaster risk. Research objectives is resulting a guideline for Karangasem Regency Government to implement spatial planning based on DRR. The research assesses quality spatial plans based on hazard potential and DRR that uses scoring method according to availability and complatility criteria. The result is quality level of Karangasem Spatial Plan and recommendation to improve spatial plan quality based on DRR. Keywords: Disaster, Mitigation, and Spatial

Abstract

One of the Government's National Development Priority agendas in the National Medium-TermDevelopment Plan (RPJMN) 2020-2024 is developing regions to reduce inequality and ensure equity.This effort is carried out through the preparation of a Detailed Spatial Plan (RDTR). RDTR as areference for submitting confirmation/approval of of the Suitability of Spatial Utilization Activities(KKPR) which can be carried out according to the level of risk according to the standards and qualityof space or environment. The Waisai Urban Area, Raja Ampat Regency, West Papua Province is oneof the areas that urgently needs to accelerate the preparation of the RDTR due to the large investmentopportunities there, especially the tourism sector.Preparation of the Detailed Spatial Plan for the Waisai Urban Area by applying the participatoryplanning concept. This is because the community is the beneficiary of the preparation of the DetailedSpatial Plan for the Waisai Urban Area. This research will describe the preparing process that applies the concept of participatory planning. Then in this study will also assess the level of communityparticipation in each activity of discussion forums and public consultations which are carried out usinga combined research approach (mixed method research) and scoring analysis tools. This researchwill assess the level of community involvement in the preparation of the RDTR, as well as the realcontribution of community involvement. This research can be an example of learning for thepreparation of RDTR in Raja Ampat Regency in particular and other regions in Indonesia in generalby applying the concept of community participation.
