Abstract

To Keep Indonesian defense, the TNI has one of the main tasks, namely carrying out War Military Operations (OMP). One form of this operation is the amphibious operation, which is a military operation launched from the sea by the Indonesian Navy's marine units and landing troops loaded on ships and involving air power. In its implementation, amphibious operations exercises contain potential risks that can endanger the safety of personnel and defense equipment materials. Several accidents in amphibious operations have been experienced by the Indonesian Navy. The purpose of this study is to determine the risks that exist in amphibious operation activities and then measure the risk value in amphibious operation activities so that risk control proposals can be made. The method used in this study is HIRARC. The HIRARC method is widely used in the world and is very suitable to be applied in conducting a risk analysis because it is considered complete enough to include the process of risk identification, risk assessment and risk control. Based on the risk analysis using HIRARC, it is known that amphibious operation training activities have 84 potential risks with 19 risks at the extreme level, 27 risks at the high level, 29 risks at the moderate level and 9 risks at the low level. While the highest risk value is in the attack stage with a risk value of 297. With the research results that have been obtained, several proposals for risk control and appropriate risk mitigation can be proposed in order to realize the Navy towards zero accident. Abstract

Indonesia is on the International Sea Lanes of Communication (SLOC) and Sea Lines on Trade (SLOT) shipping lanes. Indonesia's geographical position provides advantages and disadvantages, namely threats to Indonesia's sovereignty and security. Indonesia's strategy to maintain sovereignty at sea is guided by the Archipelago Sea Defense Strategy (SPLN). The SPLN is an operational guideline for the Navy to carry out its main tasks, namely preventing interference with sovereignty and overcoming threats to the sovereignty and territorial integrity of Indonesia. The Republic of Indonesia Fleet Command Organization underwent organizational validation into three fleet commands. The addition of fleet command requires the addition of warships, including submarines. This study aims to formulate the right strategy in the pattern of submarine operations throughout the fleet command. This study carried out data analysis using Analysis of Strengths Weakness Opportunities and Threats (SWOT) combined with the Analytical Hierarchy Process (AHP). The result of the research is that the submarine units in the Fleet II Command Submarine Unit have a strength factor, namely modern submarine units and modern submarines have good combat capabilities. The weakness factor is that Indonesia has not yet operated tender vessels and Search and Rescue vessels. Another weakness is that the location of the submarine base is only in Surabaya. The opportunity factor used is the opportunity to develop a new organization under the Fleet Command. And the threat factor is the pattern of the Navy's title which still focuses on maritime security operations using surface warships as the main means. The new organization will serve as a submarine operations commando under the command of the fleet. This organization will embody the pattern of future submarine operations titles. Abstract

The formation of Koarmada III resulted in a shift and an increase in the number of KRIs in its working area, so that it had to be balanced with the ability of maintenance and repair facilities (fasharkan). Fasharkan XYZ is a fasharkan with class C status so it needs to be upgraded to class A to support KRI improvements. The purpose of this study is to determine an alternative strategy for the development of Fasharkan XYZ with the Delphi approach, TOWS analysis and Interpretative Structural Modeling (ISM). Delphi technique to determine criteria from key factors, TOWS analysis to formulate alternative strategies developed, namely the SO strategy which consists of 7 (seven) strategic steps, the ST strategy consists of 5 (five) strategic steps, the WO strategy consists of 9 (nine) steps strategy and strategy WT consists of 4 (four) strategy steps. From the weighting of the EFE and EFI matrices, the WO strategy is selected. With ISM obtained 5 (five) levels of hierarchical structure from the classification of elements in the WO strategy, namely strategy (WO) 6 at level V. Then sub strategy (WO) 4 is at level IV. At level III it consists of 4 (four) sub strategies, namely (WO) 2; (WO) 3; (WO) 7; (WO) 9. At level II, there are sub strategies (WO) 1 and (WO) 8. At level I sub strategy (WO) 5. Abstract

Designing a fire prevention inspection system in buildings is very necessary, to determine the level of reliability. The fire prevention management system uses the following criteria: precautionary measures and preventive supervision against fire hazards. The assessment of the system design is carried out by means of a questionnaire for respondents who understand / are experts in fire problems, and the application of the system design uses direct surveys and questionnaires to the building manager. The assessment is carried out at the smallest level. Analysis of the building reliability inspection system in fire prevention using the Analytical Hierarchy Process (AHP) method, the criteria used are: prevention, limitation and extinguishing against fire. The fire prevention management system uses the following criteria: precautionary measures and preventive supervision against fire hazards. The results of the reliability inspection of the Ki Hadjar Dewantara Mako Kodiklatal building in Surabaya with a value of 94.06% indicated that the reliability system was in the "Less Reliable" category for fire hazard prevention. Abstract

This thesis describes the application of the Fuzzy Analytical Hierarchy Process (Fuzzy AHP) approach and Benefit Cost Ratio (BCR) analysis in submarine selection. Submarines as Main Defenses System which are highly strategic in their procurement are directed at realizing a deterrence strategy and a strategy of balancing with state actors that have the potential to threaten the sovereignty of the Indonesian state. Apart from threats, the procurement of submarines also considers Indonesia's geographic constellation and the government's wishes, such as the interest of the minister of defense during working visits to countries that offer their submarines. The first step in procurement is to make an analysis in terms of selecting submarine alternatives, both analysis of information and identification of various important and interrelated requirements regarding data from submarine alternatives that will be selected later. Uncertainty from the government is a fuzzy'nes decision, so this condition can be resolved with the Fuzzy AHP approach and strengthened by BCR analysis, so that the results can provide a higher contribution. The results obtained from the Fuzzy AHP method are the priority order of selecting alternative submarines, namely Y-Class (0.398), W-Class (0.220), X-Class (0.191) and Z-Class (0.191). Where the results of the importance of the main criteria are sequential starting from the Strategic Requirement (Strareq) criteria of 0.409, Operation Requirement (Opsreq) of 0.318 and Technical Requirement (Techreq) of 0.273. Meanwhile, based on the BCR analysis, the Y-Class submarine was also selected with a BCR value of 1.512232936. Keywords: Fuzzy AHP method, BCR Analysis, Submarine Selection.

Abstract

KRI XYZ is one of the Ocean tugboats owned by the Indonesian Navy under the Garuda Ship Unit, which has a tactical nature to provide tug assistance for elements that experience damage or accidents at sea. Based on the letter of the Garuda Utama Commander Number B/947/V/2021 dated 19 May 2021, regarding Appreciation for the Replacement of the KRI XYZ Main Engine, a re-engine is required for the KRI XYZ. This study aims to determine the criteria, methods used and choose the appropriate and best Alternative type of MAIN ENGINE. There are four MAIN ENGINE A, B, C, and D Alternative engines. There are ten selection criteria grouped into benefit and risk criteria groups. The Analytical Hierarchy Process (AHP) method is used to support the selection of the best Alternative based on the criteria of benefit and level of risk, and BCR analysis is carried out for benefits and costs. The results of this study indicate that with the AHP method and BCR analysis, the selected Alternative is the best and feasible engine A (BCR>1) and has a low risk meaning that the Alternative is the most profitable if it is chosen as a replacement engine for MAIN ENGINE KRI XYZ. Abstract

Through.Presidential.Regulation No. 5 of 2006 on National.energy.policy.and Esdm.Ministerial Regulation No.32 of 2008, the Government.encourages.the use of biodiesel in all aspects. In KRI, the use of biodiesel is only for KRI with machines that are still conventional or have not used a common rail system. Until 2020 KRI that has migrated to biodiesel is 32.5% of 40 KRI. Switching to biodiesel is not an easy matter, this is due to the complexity of the problems in KRI, both in terms of the limited budget, material components that do not support biodiesel, maintenance, and operations. Therefore, the writing of this journal aims to.formulate a strategy to.accelerate the application of biodiesel in KRI in Koarmada II by using the TOWS method (Threats, Opportunities, Weakness, Strength). The results of the analysis based on TOWS analysis obtained quadrant strategy is in quadrant III which is a Turn-around strategy that means making a strategy by suppressing weaknesses by utilizing existing opportunities. The development of the strategy resulted in 7 relevant sub-strategies to be used as an effort to accelerate the application of biodiesel to KRI in the Koarmada II.
