Abstract

Multilateral liberalization negotiations at the World Trade Organization is currently discussing the issue of protecting domestic producers from import surge through the scheme of Special Safeguard Mechanism (SSM). SSM negotiations currently discussing the method of determining the value of SSM trigger. The results of this study found that the three-month Moving Average Method-by not using pro-rating-is the best method of determining SSM trigger value for Indonesia. However, data limitations led Indonesia to only be able to monitor changes in price for 5.67% of total agricultural products are traded. Therefore, it is necessary to establish institutions that are authorized to analyze the impact of changes in prices and imports, where the results will be used as a determinant when the SSM is implemented.

Abstract

Every country in the free trade era either in the context of multilateral, regional and bilateral is required to improve the competitiveness bacause of the increasing of free trade, tight competition, therefore the policies that have potential to disserve trade and business environment should be minimised. A number of region policy (in the form of tax or Perda of retribution) that burden business environment use the corporate world semejak autonomous region put in place since region autonomy are springing up. Amount of Perda of retribution even tax change quite a lot, which is untill 2006 recorded 9.366 Perda and 962 Reperda. During this time several Perda is still perceived as the main cause of a high cost economy because in the implementation larger than the normal fee and reviewed of several Perda show the  negative impact for the business entire in region. Therefore a review of Perda needs to be done in a comprehensive manner, the evaluation of the implementation also needed to be made in periodically and in addition is giving an award to the region who create a conducive business entire.

Abstract

A mapping on priority products for harmonization is urgently needed in order to prepare Indonesia National Standard (Nasional Indonesia/SNI) for ASEAN standard harmonization. By using five parameters (export value, competitiveness, SNI status, test laboratory, and LSPro) for electronic products and electronic  products  and electric several findings can be described as follow:8 (eight) product standar have better readiness to be listed  as top priority for harmonization , 6 (six) standards should be next in line for harmonization and 50 (fifty)  standars become the las priority for harmonization  are : copper cathodes; sound system equipment part-5 sound system; capacitor for electrical apparatus; floursecent lamp incandescent lamp incandescent starter; ceramic block for terminal; Zinc flat steel wire shielded electric cables; alternating current lamp fitting; and tube shape flourescent lamp for general use. To further encourage Indonesia readiness towards standard harmonization in ASEAN level, several crash programmes need to be initiated, such as: 1. Immediate revision for the top priority standards which fall into the first priority scale according to the latest international standard revision guidelines; 2. To facilitate the development quality test institution and LSPros which hold complete competence and distribute accordingly with their industry distributions.

Abstract

Indonesia is one among three major producers of cocoa beans. Nevertheless, industrial performance of cocoa beans industrial process bearish for the past few years. The purposes of this research are to analyse policies related to development the cocoa processing industry as well as analizing factor which cause low quality of cocoa beans. Factors that caused an uncondusif business climate on cocoa beans industry ar among of hers; high administrative fee in form of tax and entry charges for raw material that caused and increase in production cost structure of the industrial process of the cocoa beans, The low quality of the cocoa benas itself resulted from the un willingness of the farmers to ferment their products, ages of plantswhich more that its productive age and caused small beans producted, mixture between high quality and low quality beans and bugs infection of cocoa plants.
