Abstract

The aim of PKH itself is to improve the standard of living of the community to be designated as KPM and to create a community mindset to be more independent and not dependent on others. The Family Hope Program (PKH) is a program of giving cash to Very Poor Households (RTSM) based on the terms and conditions that have been determined by carrying out its obligations as stated in the Regulation of the Minister of Social Affairs No.1 of 2018 concerning the Family Hope Program (PKH) tested based on the theory of implementation The policies of Edward III. The approach in this research uses qualitative research using natural backgrounds with the intention of interpreting the phenomena that occur and is carried out by involving various existing methods through interviews, observations, and use of documents. In this study, the PKH Facilitators must continue updating so that the community knows who is entitled to receive PKH assistance or who is entitled to receive KPM in accordance with the 7 (seven) criteria for KPM recipients with a Health Component (pregnant women and children aged 0 (zero) to 6 (six years), the Education Component (SD/ equivalent, SMP / equivalent and SMA / equivalent), and the Social Welfare Component (elderly 60 (sixty) years old and persons with disabilities), outside of these criteria are not are entitled to receive assistance from PKH.In addition, PKH Facilitators must have been certified through education and training within the Ministry of Social Affairs to carry out their duties so that the implementation of P2K2 activities, one of which is through the Financial Management and Business Planning modules by changing the mindset whether the money is for needs or wants.

Abstract

The Village Revenue and Expenditure Budget is the village government's annual financial plan which is discussed and agreed upon by the village government and the Village Consultative Body. With the Covid-19 pandemic, various policies were made to accelerate the prevention of the spread of COVID-19 down to the village level. The government issued Ministerial Regulation Number 7 of 2020, the Second Amendment, which regulates changes in village fund priorities for Covid-19 response, Village cash labor-intensive, Direct assistance cash. The purpose of this research is to find out and understand the effectiveness of the program by using the theory of Martani and Lubis (1987) through three approaches, the first is the source approach, the second is the process approach, and the third is the target approach. The method used in this research is qualitative with a descriptive analysis approach. Data were collected by observation, interviews and documentation. In the process of collecting data, the researcher involved several village officials who became the object of research, then the data that had been obtained was processed and analyzed after that it was interpreted. The results of this study indicate that the village has implemented the use of the 2020 budget, namely the prevention and handling of covid-19, cash labor-intensive, and direct cash assistance by changing/shifting the development budget. The effectiveness of budget absorption obtained from the results of this study shows the level of achievement of the Village Government's performance in preventing and handling Covid-19, cash labor-intensive and direct cash assistance. The Village Government has implemented an effectiveness level, although not perfect. Management of the Village Revenue and Expenditure Budget must be more effective, it is necessary to improve the quality of village apparatus human resources, especially the village head, the head of village financial affairs, and the activity implementation team, and convey the aspirations of the village government to the central government.

Abstract

ABSTRACT Development of e-government is an effort to develop governance based on (using) electronics in order to improve the quality of public services effectively and efficiently.  Through  e-government  development,  management  systems  and  work processes are structured within the government by optimizing the use of technology information.  The  utilization  of  information  technology  includes  2  (two)  related activities,  namely:  (1)  data  processing,  information  management,  management systems  and  electronic  work  processes;  (2)  the  use  of  advances  in  information technology so that public services can be accessed easily and cheaply by people in all regions of the country. The use of this technology is aimed at building effective and efficient governance by developing e-government in online administrative services so that in this way it will be easy and fast to the community by implementing services online. Online Population Administration Service, hereinafter referred to as Online Adminduk Service, is the process of managing population documents in which data / file requirements are sent using web-based electronic media by utilizing technology, communication and information facilities. Through the development of e-government in online administration services which is linked to the strategic concept of the SWOT analysis, including: Strengths (strengths), namely what strengths (goals) must be achieved so that technological progress will have an impact on optimal e-government development.  Weaknesses  (weaknesses),  namely  by  avoiding  wasted  budget  by planning and developing service sites so that there is transparency in the service. Opportunities  (opportunities),  which  are  supported  by  4  (four)  pillars  of  the  e- government     architecture     framework,     among     others,     access     (optimal telecommunications   networks),    portals    (integration   with   several    agencies), information management and processing organizations (managing, providing, and processing information and electronic documents), as well as basic infrastructure and applications (supported by all infrastructure through hardware and software). And, the threats  (threats), namely in  the development of e-government in online administration services, it is necessary to consider that the higher the level of the site,    the  need   for   management   system  support,   work  processes,   and   information transactions between agencies which are increasingly complex as well. Keywords: SWOT analysis, E-Government, online administration services ABSTRAK  Pengembangan e-government merupakan upaya untuk mengembangkan penyelenggaraan kepemerintahan yang berbasis (menggunakan) elektronik dalam rangka meningkatkan kualitas layanan publik secara efektif dan efisien. Melalui pengembangan e-government dilakukan penataan sistem manajemen dan proses kerja di   lingkungan   pemerintah   dengan   mengoptimasikan   pemanfaatan   teknologi informasi. Pemanfaatan teknologi informasi tersebut mencakup 2 (dua) aktivitas yang berkaitan yaitu: (1) pengolahan data, pengelolaan informasi, sistem manajemen dan proses kerja secara elektronis; (2) pemanfaatan kemajuan teknologi informasi agar pelayanan publik dapat diakses secara mudah dan murah oleh masyarakat di seluruh wilayah negara. Pemanfataan teknologi tersebut ditujukan untuk membangun tata kelola pemerintahan yangh efektif dan efisian dengan mengembangkan e-government pada pelayanan administrasi secara daring agar dengan caar ini akan dengan mudah dan cepat kepada masyarakat dengan menerapkan pelayanan secara daring. Pelayanan Administrasi Kependudukan Daring yang selanjutnya disebut Pelayanan Adminduk Daring adalah proses pengurusan dokumen kependudukan yang pengiriman data/berkas persyaratannya dilakukan dengan media elektronik yang berbasis web dengan memanfaatkan fasilitas teknologi, komunikasi dan informasi. Dengan melalui pengembangan e-government dalam pelayanan administrasi secara daring yang dikaikan  dengan  konsep  strategi  dari  analisis  SWOT,  antara  lain:     Strenghts (kekuatan) yaitu kekuatan apa (sasaran) apa yang harus dicapai agar kemajuan teknologi akan berdampak pada pengembangan e-government yang optimal. Weaknesses (kelemahan) yaitu dengan menghindari pemborosan anggaran dengan perencanaan dan pengembangan situs pelayanan sehingga terjadi transparansi dalam pelayanan tersebut. Opportunities (peluang) yaitu dengan ditunjang dengan 4 (empat) pilar kerangka arsitektur e-government antara lain, akses (jaringan telekomunikasi yang optimal), portal (integrasi dengan beberapa instansi), organisasi pengelolaan dan pengolahan informasi (mengelola, menyediakan, dan mengolah informasi dan dokumen elektronik), serta Infrastruktur dan aplikasi dasar (didukung dengan semua prasarana melalui perangkat keras dan perangkat lunak). Dan, threats (ancaman) yaitu dalam  Pengembangan  e-government  dalam  pelayanan  administrasi  secara  daring yaitu   perlu   dipertimbangkan   bahwa   semakin   tinggi   tingkatan   situs   tersebut, diperlukan dukungan sistem manajemen, proses kerja, dan transaksi informasi antar instansi yang semakin kompleks pula.     Kata  kunci:  Analisis  SWOT,  E-Government,  Pelayanan  administrasi  secara daring

Abstract

Gender disparity within the political sphere continues to persist. Therefore, the effective implementation of a law regarding the representation of women at a rate of 30% is necessary. The Gerindra’s woman under bow, PIRA (Perempuan Indonesia Raya), serves as a platform for women to enter the political arena and act as representatives of society. Based on this premise, the researcher conducted a study on the political marketing strategies employed by the PIRA to meet the 30% affirmative action quota in the upcoming 2024 general elections. The objective of this research is to determine the extent to which the PIRA achieves 30% female representation in politics. This study adopts a qualitative methodology with a narrative approach. The primary research subjects include party representatives, PIRA members, and PIRA representatives, selected through purposive sampling techniques. The research findings indicate that the Gerindra Party, through the PIRA, employs approaches such as online and offline media engagement, community service, and the influential presence of Prabowo as a means to garner significant support in the upcoming 2024 general elections.

Abstract

Penelitian ini dilatarbelakangi oleh tiga permasalahan utama yang berkaitan dengan penerangan jalan umum (PJU) di Kabupaten Bandung, yaitu: (1) sering terjadinya lampu mati yang disebabkan oleh kondisi cuaca buruk, usia lampu yang sudah tua, dan kabel-kabel yang usang; (2) meningkatnya tindakan kriminal yang disebabkan oleh minimnya penerangan di jalan-jalan yang sepi; dan (3) tingginya angka kecelakaan lalu lintas akibat kurangnya penerangan yang mempengaruhi visibilitas pengendara, terutama pada malam hari. Penelitian ini bertujuan untuk meningkatkan pengetahuan dan wawasan terkait program pemeliharaan PJU yang dilakukan oleh Dinas Perhubungan Kabupaten Bandung. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data yang digunakan meliputi observasi, wawancara, dan dokumentasi, dengan teknik purposive sampling untuk memilih informan. Hasil penelitian menunjukkan bahwa peran Dinas Perhubungan Kabupaten Bandung dalam pemeliharaan PJU masih dinilai kurang efektif dan efisien. Berdasarkan teori peran Jim Ife dan Frank Tesoriero, peran Dinas yang mencakup aspek fasilitatif, edukasional, dan teknis, masih lemah, terutama dalam aspek edukasi dan teknis yang diberikan kepada masyarakat dan pemangku kepentingan lainnya.
