Abstract

Bureaucratic pathology is a picture of the deviations that occur in the process of organizing government. The main problem in this article is to map the forms of pathology that occur Izin Mendirikan Bangunan (IMB) in Makassar City. This studyuses qualitative. Data collection is done through collecting, interviewing and documenting informants who are directly involved in the research. The process of data analysis adds data reduction, data presentation, and completes conclusions. Theresults showed the pathology that occurred in the Izin Mendirikan Bangunan (IMB), namely (1) the inhibition of changes, creativity and innovation in the daily life of the bureaucracy as a result of the lack of budget provided and associated with overlapping relationships, and (2 ) between bureaucracies so that there is importance in work. This is due to poorly coordinated communication between DPMPTSP and Dinas Tata Ruang in Makassar City.

Abstract

The purposeof this study was to analyze the effectiveness of the People Services for Land Certification (Larasita) in Makassar viewed from a process approach, which in cludes: service efficiency (time and cost), service procedures, coordination leader ship of subordinates, employee responsiveness and facilities. This type of researchis descriptive qualitative is give a proper explanation objective lyrelated to the actual state of the objectunder study. Types of data used consists of primary data is interviews and direct observationin the field and secondary data sourced from books, documents/ records/reports and legislation relating to the is suebeing investigated. From the results of research carried out showsthe implementation ofthe People's Service for Land Certification (Larasita) in Makassarless effective. This iscaused because the indicators of service efficiencyin terms of time, where the completion of the certification and implementation Larasita not in accordance with the provisions that have been made previously. This, compounded with the damaged condition of the infrastructure and the limitations that hinder the process of service Larasita. However, indicators of service procedures, coordination leaders of subordinate and responsiveness and employees canbe effective.

Abstract

Improved performance is done so that organizational goals can be achieved on an ongoing basis with both the organization will need to select and sort out appropriate strategies to achieve the desired performance This study aimed to analyze the organization's performance improvement strategy RSUD Baubau City. This study used a qualitative approach. Data collection pursued through observation, interviews and documentation of the informants who are directly involved in the implementation of these activities. The process of data analysis include data reduction, data presentation, and conclusion. The results showed that: Preparation of performance improvement strategy RSUD Baubau City compiled based performance management system, including performance planning, implementation, feedback / monitoring and performance evaluation. In addition, the strategy performance is also still refers to the strategic plan of the hospital. Nevertheless, the strategy was not elaborated RSUD Baubau City with more specific.
