Abstract

The high demands of customers on the reliability of the quality of electric power to the government's efforts to meet electricity needs through the 35,000 MW Program pose a serious challenge to PLN. The crucial condition of the distribution section is the spearhead of PLN in preparing leaders who understand the culture and business challenges. PLN has not used a character approach to place employees according to the Type of Position that has different job demands and characters. The problems faced by PLN in implementing talent management, the difficulty in determining talent in the right position (the right man in the right place) with the target of preparing future leaders 25% of the total 49,100 employees to PLN as an Organizational Leader. The PESTEL Analysis method that considers strategic issues and critical success factors (CSF) generated Talent Profile Data with personality preferences measured by MBTI and DISC test kits. The purpose of this study is to create a Business Unit Character Profile and Talent Personality Profile. The results of the study formed the personal character of talent 140 employees or 68% of the talent pool, Character Model Work units have been classified from external challenges in the work unit and issued a decree mutation promotion of top supervisors and basic managers 33 people who went up and 48 people up the level of the organization. Impacted performance improvement PLN East Java Distribution achieved the best performance (94.1) and NKO Value 95.0 in 2017.

Abstract

Public and government demands for PLN to serve all people to enjoy electricity with a target of 100% Electrification Ratio. To fulfill the Electrification Ratio, of course, it is necessary to increase the capacity of the distribution transformer with the addition of an insert transformer and a new transformer. So that the increasing number of connections to customers' homes or buildings will result in overload or unbalance loading of the distribution transformer. The problem is the number of transformers 3,938 units at PLN UP3 Padang with limited load measuring officers only 70 teams, there is still a transformer failure of 0.41% in 2019. This is because the load measurement is done directly (manually on site) so it requires large human resources and costs. Under these conditions, a realtime online load measurement system is needed. This study uses the Root Couse Problem Solving (RCPS) methodology and system and equipment design by creating a transformer load monitoring system both unbalance and overload online Real Time. With this System and Equipment, the substation load in realtime with a speed of 2 seconds, the condition of the transformer is known. Telemetering function by sending load data so that the risk of damage to the transformer can be reduced because this tool is an early warning against unbalanced loads, single phase outages and so on. So that PLN can maintain life time and recovery time in maintaining the quality of its service.

Abstract

Economic growth of the community encourages the increasing electricity demand. To meet the electricity demand, of course, it is necessary to increase the capacity of the distribution transformer with the addition of an insert transformer and a new transformer. So that the increasing number of installed transformers is not proportional to the number of officers measuring the transformer load. The problem is the number of transformers is 3,938 units at PLN UP3 Padang with only 70 teams of load measuring officers, so load measurement only reaches 68% in 2019. This is because load measurements are carried out manually by mandating substations one by one, thus requiring large human resources and costs. Under these conditions, an easy and fast load measurement monitoring system is needed. This study uses the Root Cause Problem Solving (RCPS) methodology and System and Equipment Design by creating a Visual Transformer Load Monitoring System and SMS Gateway. With this system and equipment, the load of the substation can be easily seen visually with a light indicator installed on the panel box of the substation pole, so that the condition of the transformer can be quickly identified. The telemetering function with SMS sends load data to officers so that the risk of transformer damage can be reduced because this tool is an early warning against unbalanced loads, one phase outages with the Condition Base Maintenance (CBM) principle so that PLN can maintain transformer lifetime and maintain service quality.
