Abstract

This study aims to understand the perspectives of perpetrators in cases of drug abuse by farmers within the jurisdiction of the Rimba Melintang Police, Rokan Hilir Regency. This study uses a descriptive approach with qualitative methods, and data is obtained through interviews with perpetrators, police officers, and community leaders. The results show that drug abuse by perpetrators is driven by economic pressures, environmental influences, and minimal knowledge about the impact of narcotics. Rational Choice Theory is used to analyze the perpetrators' actions, which are based on rational calculations in decision-making. Perpetrators are aware of the legal and social risks they pose, but still choose to use drugs as a form of escape from the realities of life. The conclusions of this study emphasize the importance of community-based preventive interventions and education in agrarian environments as a strategy to prevent drug abuse. Keywords: Drug Abuse, Farmers, Perpetrator Perspective, Rational Choice Theory

Abstract

This study aims to analyze the efforts of the Indonesian Maritime Security Agency (Bakamla) in combating illegal fishing practices in the North Natuna Sea. The research method used is a descriptive qualitative approach with a case study design at the Natuna Bakamla Station. The results of the study indicate that Bakamla carries out efforts to combat illegal fishing through a preventive and participatory approach, and plays an indirect role in the penal aspect. These efforts include routine sea patrols, the use of maritime monitoring technology, cross-agency coordination, and the involvement of coastal communities through the Indonesian Sea Guard Volunteers (RAPALA). However, the effectiveness of Bakamla's task implementation still faces obstacles such as limited human resources, fleet, budget, and overlapping authority between maritime law enforcement agencies. The conclusion of this study shows that Bakamla's role in combating illegal fishing in the North Natuna Sea has been running quite optimally as the vanguard of non-military maritime security, but requires institutional strengthening, increased coordination between agencies, and more comprehensive policy support to realize effective and sustainable maritime surveillance. Keywords: Illegal fishing, Maritime Security Agency, North Natuna Sea.

Abstract

This study aims to analyze the factors influencing glue-sniffing behavior among adolescents in Kandis Kota Village. The indicators examined include educational background, economic conditions, daily activities, and other factors that are presumed to contribute to the emergence of such behavior. This research employs a qualitative descriptive method with a case study approach involving twelve informants, consisting of five adolescent glue sniffers, five parents, one local resident, and one village official. The research was conducted in Kandis Kota Village, Siak Regency. Data collection techniques included observation, interviews, and documentation. Data analysis was carried out through the stages of data reduction, data presentation, and conclusion drawing. In addition, this study applies Differential Association Theory to strengthen the analysis. The results indicate that, based on the perspective of Differential Association, glue-sniffing behavior emerges due to peer influence and incorrect social learning processes. Based on the findings, it is recommended that various parties including families, neighbors, the surrounding community, schools, and the village government—be involved in efforts to guide and rehabilitate adolescents who have fallen into gluesniffing behavior.
