Abstract

This article will build an argument that the appearance of the bureaucratic apparatus which is very easy to practical political involvement, collusion, corruption and nepotism, not just a symptom of mental damage to the individual body but rather a mirror of government bureaucracy cultural mutation traditionalist character of aristocracy, politicians and corporate governance into the modern. First, the aristocratic culture of bureaucracy become the seedbed of power-managed hereditary kinship-based culture. Second, the political culture. Bureaucracy does not become a public servant but a political machine tradisonalnya succession due to the position as a social elite and technocrats modernya position of authority. Third, the corporate culture. Bureaucracy appears as a corporation as a form of political incentives to material interests. Construction of this bureaucratic culture could not be amputated just “oknumisasi” method. Reinstitusionalisasi bureaucracy should be started the Constitutional aspect, institutions, education, operationalization to strengthening public access to and control of the governmental process. This framework will be able to create an effective bureaucracy, responsible and constructive way to democratization.

Abstract

Although trauma and public skepticism toward the military is still quite strong; though the sins of the military during the New Order freely beragai stripped naked in public space during the reform. In fact, military figures rose even more flying in many national level either party until the local level, both old and new parties. To face the new system of political contestation and the military is benefiting from a weakening factor of the consolidation of civilian political forces. Political parties and civic leaders increasingly anti Orba number berjibun be a dilemma. Elections are approaching need fresh energy to be the winner while they are still haunted by the various limitations of the cadre of crisis, financial crisis and the crisis of political networks. To rise, the former general has a genetic modalities required political parties and civic leaders that organizational discipline, a network of territorial and political violence. Political modalities of military culture is that interest civilian politicians because it can be replicated in consolidating the power of the party, although very risky memangun consolidation of democracy in Indonesia in the future. The choices here are to be assessed for reading the direction of the democratization of Indonesia.

Abstract

Triggers weak performance and the morality of our politicians because of the presence of the business logic in the process of rooting kandidasi and political parties. Money seemed to be a single instrument to raise the party and gained a lot of voters. These frames influence the selection of the sources of political candidates and the quality of the bond with voters. It is also exacerbated by the political "hostages" in the election inspectors conducted by politicians for the sake of smooth stride play money in succession. Facts 2004 and 2009 elections show that the amount of money does not guarantee the competitiveness of candidates and political parties. Party is relatively new and limited pendanaanya able to compete and even overtake the party vote and affluent older funds. Because of that political parties and politicians should review the practice of politics in order to avoid the high cost of politics with disappointing results. To get there is important political party finance reform through the political revitalization of the party daily, diversify sources of financing political parties and strengthening the electoral watchdog.
