Abstract

This research is motivated by the problem where many people complain about the consequences of being not empowered in the midst of the covid 19 outbreak and from the outbreak resulting in a decline in people's welfare, some even lose their livelihoods due to large-scale social restrictions or PSBB, therefore the government takes firm steps by empowering the community through direct cash assistance programs using a budget sourced from village funds at the implementation stage there are still many people who complain about the consequences of not receiving the assistance, so the issue arises that the village government is considered not neutral in distributing the assistance. In general, this study aims to determine the process of implementing village government policies in distributing direct cash assistance during the COVID-19 pandemic in Pao Village, West Malangke District, North Luwu Regency. This study uses qualitative research methods with a descriptive approach to data collection techniques in the field using interview, observation and documentation techniques. Based on the results of research in the field using Edward III's policy implementation theory with several indicator approaches, namely communication. , facilities, information and authority and bureaucratic structure. From the results of this study found a conclusion that the direct cash assistance program has been running as it should but has not been able to empower the community as a whole due to the very limited quota of beneficiaries.

Abstract

Penelitian ini bertujuan untuk mengetahui peran Dinas Pariwisata dalam pengelolaan pembangunan objek wisata Kota Palopo. Dinas Pariwisata sebagai pengelola objek wisata berperan sebagai Motivator, Fasilitator, dan Dinamisator. dalam mewujudkan objek wisata yang dapat meningkatkan ketertarikan wisatawan yang berkunjung serta mensejahterakan masyarakat disekitar objek wisata. Jenis penelitian yang kami gunakan adalah jenis penelitian kualitatif dengan pendekatan deskriptif, dimana ada data yang diperoleh melalui observasi, wawancara dan dokumentasi.Adapun informan dalam penelitian ini sebanyak tiga orang  diantaranya Kepala Dinas Pengembangan Destinasi dan Usaha ekonomi kreatif Pariwisata Kota Palopo, Ketua Kelompok sadar wisata, dan pelapak wisata dalam hal ini masyarakat. Hasil penelitian kami menunjukkan bahwa peran Dinas Pariwisata dalam meningkatkan kualitas objek wisata, pemerintah melakukan berbagai pengembangan yaitu dengan melakukan pembaharuan yang unik sesuai dengan visi dan misi dinas terkait. Namun di balik itu semua kami masih mendapatkan fakta yang menjadi penghambat dalam mewujudkan kualitas objek wisata sesuai yang kami maksud dalam hal ini antara lain: fasilitas, infrastruktur, sarana dan prasarana Yang sangat membutuhkan tinjauan ulang agar pemerintah dapat mengetahui kondisional lapangan objek wisata teryata sampai saat ini belum mampu mewujudkan suksesnya program yang ada sesuai visi dan misi dinas pariwisata.

Abstract

This study aims to determine the implementation of Complete Systematic Land Registration (Indonesia: Pendaftaran Tanah Sistematis Lengkap/PTSL) at the Palopo City National Land Agency Office using a descriptive qualitative method where the data collection techniques used are interviews, observation and documentation related to the implementation of the PTSL Program. The data obtained is then analyzed using qualitative analysis techniques through the process of condensing data, presenting data, and drawing conclusions by reviewing all data supported by using the theory put forward by Van Meter and Van Horn (1975) there are 6 indicators that influence the success or failure of policy implementation These include, among others, policy standards and targets, policy resources, inter-organizational communication and enforcement activities, characteristics of implementing agencies, economic, social and political conditions and dispositions of executors. The results of the study show that of the 6 indicators used the implementation of PTSL in Palopo City is still not going well, this can be seen from policy resources related to financial costs that differ in each village, communication between the village administration and the BPN regarding community land certificate files which are not complete yet run efficiently and there are problems with social, economic and political conditions between the community and the kelurahan related to counseling that is not circulated by the BPN regarding implementation points according to the rules based on SKB 3 Minister Number 25 of 2017 so that the active role of the Palopo city government needed to overcome this.
