Abstract

Tujuan dari penelitian ini adalah Untuk mengetahui Komunikasi Pemerintah Kota Pekanbaru dalam City Branding Pekanbaru Sebagai Kota Smart City Madani, dan Untuk mengetahui Penerapan Smart City Madani Sebagai City Branding di Kota Pekanbaru. Dalam penelitian ini penulis menggunakan metode penelitian kualitatif deskriptif. Hasil dari penelitian ini yaitu Pertama Strategi komunikasi pemerintah kota Pekanbaru dalam City Branding Pekanbaru Sebagai Smart City Madani sudah cukup optimal. Dapat dilihat dari komunikasi primer, pembangunan yang dilakukan pemerintah Kota Pekanbaru terkait desain perkotaan, ruang public, ruang hijau, dan infrastruktur sudah memadai. Kemudian dari komunikasi sekunder pemerintah kota pekanbaru mengkomunikasikan Smart City Madani melalui Event kota maupun hari jadi kota Pekanbaru, dan juga melalui tugu pekanbaru kota Madani di Persimpangan Bandara Sultan Syarif Qasyim II. Namun komunikasi tersier belum tercapai disebabkan Smart City Madani belum menjadi pembahasan ditengah masyarakat, karena konsep bagi masyarakat itu tidak penting, ini disebabkan karena kurangnya pemahaman masyarakat terkait Smart City Madani. Kedua Penerapan Smart City Madani sebagai City Branding di Kota Pekanbaru masih belum Optimal. Sebab ada beberapa aspek yang belum tercapai yaitu Well Funded, walaupun RPJMD jadi pedoman yaitu melalui SKPD yang mengajukan usulan anggaran kepada Pemerintah Kota dalam mewujudkan Smart City Madani Namun dalam prakteknya yang menjadi permasalahan yaitu pendanaan ataupun anggaran. Kemudian Care And Discipline In Communicating Brand, karena dalam upaya mengkomunikasikan smart city madani ini, ada beberapa dimensi smart city yang belum tercapai yaitu Smart Environtment dan Smart People.

Abstract

The COVID-19 outbreak has had a very broad impact on the social, economic and health sectors. Therefore, an effective policy model is urgently needed in handling COVID-19. This study seeks to explain how the policy model is in handling COVID-19 in Pekanbaru City. The research method used is a qualitative approach by collecting data through interviews and document searches. The results of this research indicate that there are four basic things in the policy model for handling COVID-19 in Pekanbaru, namely Prevention, Integration, Solidarity and Stimulus. The four approaches in the policy model for handling COVID-19 are carried out simultaneously, not only useful in minimizing the spread of COVID-19 but also useful in dealing with the impact of COVID-19.

Abstract

The problem in this research is the planning and budgeting are not following the needs of the community, in terms of implementation they have not been able to realize the budget and do not prioritize important programs with existing finances, this is also caused by the lack of quality human resources in Teluk Kenidai Village. The purpose of this study is to find out and describe the process of financial governance and the factors that influence financial management in Teluk Kenidai Village, Tambang District, Kampar Regency in 2020. The approach in this research is to use a qualitative approach and the type of research is descriptive. The research location was carried out in Teluk Kenidai Village, Tambang District, Kampar Regency, using data collection techniques through interviews and documentation. The results showed that financial management in Teluk Kenidai Village, Tambang District, Kampar Regency was not optimal. Judging from the planning, it has not set a priority scale, so the people's needs are not met. In terms of implementation, it has not realized all that was planned. Then the reporting and accountability have not been carried out promptly, this is due to the lack of quality human resources.

Abstract

The Imbo Putui Traditional Forest of Kenegerian Petapahan, Tapung District, Kampar Regency, Province has been recognized by the state through a Decree issued by the Ministry of Environment and Forestry Number: 7503/MENLHK PSKL/PKTHA/KUM.1/9/2019 and Kampar Regent Decree Number: : 660-491/X/2018. Which was handed over directly by the President of the Republic of Indonesia, Mr. Joko Widodo, at the Sultan Syarif Hasyim Forest Park, Siak Regency. The purpose of this research is to find out how the sustainability of the Imbo Putui Indigenous Forest is after the issuance of Decree (SK) Number 7503/MENLHK-PSKL/PKTHA/KUM.1/9/2019 issued by the Indonesian Ministry of Environment and Forestry, and the decision Kampar Regent Number: 660-491/X/2018. The method used in this research is qualitative, with a literature review approach, observation and interviews. The results of this study indicate that there have been many changes in both the level of interaction and communication between the village government and traditional institutions for the better, the forest has become a place to increase income for residents, the forest has also become a place for ecotourism, in terms of the economic sector, the historical sector, and the ecotourism sector. Abstract

This research is based on the empirical fact that there is an increase in the status of villages from the majority of Underdeveloped and Very Underdeveloped Villages in 2022 to Developed Villages in 2023. This research focuses on discussing the development of very underdeveloped villages in Kampar Regency in the perspective of the quintuple helix, with the characteristics of wetland areas and conservation areas that have their own challenges in village development. This research is included in the qualitative approach with the type of phenomenology. The results of this study are based on the quintuple helix model which shows the cooperation of 5 (five) important actors, namely the state (government), private sector, academics, media, and the community as well as support from the natural environment in the village. Quintuple Helix, in this study, visualizes collective interaction and knowledge exchange through five subsystems (helix): (1) the education system, (2) the economic system, (3) the natural environment, (4) the media and culture-based society (as well as civil society), (5) and the political system. It can be concluded that the quintuple helix framework in this study has involved many of the previously mentioned actors but has not provided a significant impact on village development, especially villages that were previously very underdeveloped in Kampar Kiri Hulu District, Kampar Regency.
