Abstract

This national policy regarding regional autonomy and regional government has been stated in the form of Law Number 23 of 2014 concerning Regional Government. In principle, the regional autonomy policy is carried out by decentralizing the powers that have been centralized in the hands of the central government. In the decentralization process, the power of the central government was transferred from the central level to the local government as appropriate, resulting in a shift of power from the center to districts and cities throughout Indonesia. If in the original condition the flow of government power moved from the regions to the central level, it would be idealized that since the implementation of the regional autonomy policy, the flow of power dynamics would move the other way around, namely from the center to the regions.Keywords: Relations, Central Government, Local Government.

Abstract

This research was conducted to analyze the role of community empowerment institutions (LPM) as partners for the Nagari Sarilamak government, Harau sub-district, Lima Puluh Kota district. In this study the author uses an empirical juridical approach. The empirical juridical approach means that apart from looking directly at the review of people's understanding of the settlement of traffic accident cases, the author also looks directly at what is happening in the field. The results of this study are the Role of Community Empowerment Institutions (LPM) in the Position of Community Empowerment Institutions (LPM) as partners of the Nagari Government. Community Empowerment Institute (LPM) Is a forum formed on the initiative of the community as a working partner of the Nagari Government in accommodating and realizing the aspirations and needs of the community in the field of development. This role can be seen in Permendagri Number 18 of 2018 to be precise in articles 4 and 5. The lack of participation of the Nagari community in activities planned by the Community Empowerment Institute (LPM) especially in the implementation of Nagari development planning, because Nagari Sarilamak is the center of the strategic area of the Regency Capital (IKK), of course this has an impact on social problems such as poverty, unemployment, slum areas and high population movements, this is where there are obstacles for the Community Empowerment Institution (LPM) in its role as a partner for the Nagari Sarilamak Government to reach out and establish working relationships with community as a whole. Improving Human Resources (HR) for the Board of Community Empowerment Institutions (LPM) namely as training, Technical Guidance on Community Empowerment Institutions) in order to increase the knowledge and experience of the Management of Community Empowerment Institutions (LPM).Keywords: Role, Institution, Community Empowerment, Work Partners, Government.

Abstract

This research was conducted to analyze the role of the Village Consultative Body (BPD) in supervising the use of Village Funds in Kenagarian Gunung Malintang, Pangkalan Koto Baru District, Fifty City District. In this study the author uses an empirical juridical approach. The empirical juridical approach means that apart from looking directly at the review of people's understanding of the settlement of traffic accident cases, the author also looks directly at what is happening in the field. The results of this study are: In Nagari Gunuang Malintang Village Fund supervision is carried out by the village community, the Nagari Deliberation Board (Bamus), Government Internal Supervisory Apparatus (APIP), Camat, Financial Audit Board (BPK). In this thesis, the authors found problems with supervising village funds that occurred in the field, namely when village funds were used for development. In Nagari Gunung Malintang, Pangkalan Koto Baru District, the development that is meant is the construction of a nagari road. In this case the construction of the nagari road is supervised by the village head, village officials and each chief executive of the activity. In supervising village funds in Nagari Gunung Malintang, Pangkalan Koto Baru District, it has been running according to the applicable regulations, but there are several obstacles in its implementation. The inhibiting factors for supervising village funds in Nagari Gunung Malintang, Pangkalan Koto Baru District, are: Poor time management in carrying out supervision of Village Funds jointly by supervisors. Lack of human resources in preparing village fund reports by development implementers. And the lack of a place to inform reports on the use of village funds. Efforts made to overcome the inhibiting factors for supervising village funds are: coordinating with the team in carrying out supervision of village funds jointly by supervisors. Conduct technical guidance for preparing village fund reports. Organizing the creation of Nagari websites and information boards for everyone in Nagari Gunuang Malintang.Keywords: Supervision, Village Fund, Gunung Malintang District.
