Abstract

Penelitian ini bertujuan untuk menganalisis kualitas layanan bimbingan manasik haji dan memberikan saran strategi peningkatan kualitas di kabupaten, kota dan KUA kecamatan se Provinsi Kalimantan Utara. Metode penelitian ini menggunakan pendekatan kualitatif, pengumpulan data menggunakan wawancara mendalam dan dilengkapi dengan dokumentasi dan obeservasi yang kemudian dianalisis menggunakan teori kualitas layanan, selain itu dilakukan analisis SWOT untuk merumuskan strategi peningkatan kualitas. Hasil penelitian ini adalah (1) Kegiatan bimbingan manasik haji yang diselenggarakan di lima kabupaten dan kota se Provinsi Kalimantan Utara masih terdapat beberapa kelemahan sehingga dikategorikan cukup baik. (2) Setelah dilakukan analisis SWOT, maka untuk meningkatkan kualitas layanan bimbingan manasik haji di lima kabupaten dan kota se Provinsi Kalimantan Utara perlu menerapkan dua belas (strategi) yang terdiri dari; a) digitalisasi dan integrasi data haji sistem online; b) sertifikasi pembimbing manasik haji; c) layanan proaktif anywhere-anytime; d) bimbingan mandiri/sekolah haji; e) regulasi wajib lulus bimbingan manasik; f) pemetaan kompetensi, keinginan dan kebutuhan peserta bimbingan; g) pengadaan PNS Pembimbing manasik; h) panduan bimbingan dalam situasi Pandemi Covid-19; i) penguatan keterampilan penggunaan media digital; j) proteksi terhadap layanan haji ilegal dan sumber belajar yang salah; k) inisiasi jaringan kelompok-kelompok belajar mandiri; l) pengembangan pedoman bimbingan manasik haji berbasis kompetensi jamaah. This study aims to analyze the quality of Hajj rituals guidance services and provide advice on quality improvement strategies in districts, cities and KUA sub-districts throughout North Kalimantan Province. This research method uses a qualitative approach, data collection uses in-depth interviews and is equipped with documentation and observations which are then analyzed using service quality theory, besides that a SWOT analysis is carried out to formulate quality improvement strategies. The results of this study are (1) Hajj rituals guidance activities held in five districts and cities throughout North Kalimantan Province still have several weaknesses so that they are categorized as quite good. (2) After a SWOT analysis has been carried out, in order to improve the quality of Hajj rituals guidance services in five regencies and cities throughout North Kalimantan Province, it is necessary to implement twelve (strategies) consisting of; a) digitalization and integration of online hajj data systems; b) certification of Hajj rituals supervisor; c) anywhere-anytime proactive service; d) self-guidance/pilgrimage school; e) regulations must pass the guidance of the ritual; f) mapping of competencies, desires and needs of the guidance participants; g) procurement of PNS Advisors of Manasik; h) guidance guidance in the Covid-19 Pandemic situation; i) strengthening skills in using digital media; j) protection against illegal Hajj services and wrong learning resources; k) initiation of a network of independent study groups; l) development of competency-based Hajj guidance guidelines for pilgrims.

Abstract

This study aims to analyze the effect of service quality, physical work environment and organizational culture on employee performance at the Mentawai Islands District employee performance is not yet high at the Department of Education and Culture of the Mentawai Islands District. This type of research uses a quantitative approach with multiple linear regression method. Data collection techniques with questionnaires. The respondents of this study were 59 employees of the Department of Education and Culture of the Mentawai Islands District. The sampling method used the total sampling method where the entire population in this study was used as the research sample. Hypothesis testing was calculated using the IBM Statistical Package for Social Science (SPSS) version 24.0 program. From the results of this study, it was found that partially service quality had no significant effect on employee performance, physical work environment had a significant effect on employee performance, organizational culture had a significant effect on employee performance and service quality, physical work environment and organizational culture simultaneously had a significant effect on employee performance at Department of Education and Culture of the Mentawai Islands District.
