Abstract

It is necessary to formulate spatial policy and strategy in cross-border area in EastNusa Tenggara, in order to manage resources and capability, to increase the quality of life, to conserve the function of environment, and to achieve security. Until now, there is no comprehensive policy and strategy about spatial planning forcross-border area. Using the growth poles concept, this paper tries to arrange a holistic policy and strategy for East Nusa Tenggara spatial planning which is viewed from many development aspects. This paper also describes about the development programmes and activities for 2006-2010 period.

Abstract

Involving small and medium enterprise (SME) to supply or become partner of big scale industries by outsourcing mechanism can increase both’s performance.It can increase the quality of products since they can focus on their specific activity. It can be realized if both of them located nearby or in the same industrial estate. The main problems are barrier to entry and the difficulty to fulfill the standard. There is barrier to entry for SME to become partner of big scale industries and to move into industrial estate since more expensive cost to operate in there. This paper assessed SME’s possibility to move into industrial estate and also how to optimize the outsourcing area in industrial estate, using SWOT, location theory, BCR, and policy analysis. The results are scenario, policy and strategies to enable SME move into the outsourcing area and how to optimize the outsourcing areadevelopment.

Abstract

Earthquakes happened at 7.6 (February 6th, 2004) and 8.1 (November 26th, 2004) scale of Richter in Nabire Regency had been implicating that risk management of natural disaster are needed to complete the spatial planning arrangement. Thisearthquakes had damaged infrastructures and changed the land use, the spatial structure, and the social activities. This paper describes how the risk management of natural disaster applicated as one of components in spatial planning in order to prevent and minimize the dangerous, and also to minimize the risks and damaged of natural disaster.

Abstract

Penerapan teknologi biorefinery pada Pabrik Kelapa Sawit (PKS) melalui pemanfaatan kembali dan daur ulang limbah atau produk samping, dapat meningkatkan efisiensi proses serta nilai tambah dari diversifikasi produk. Dalam studi ini dilakukan kajian teknoekonomi peluang penerapan teknologi biorefinery pada PKS dengan kapasitas terpasang 45 ton-TBS per jam, yang berlokasi di Riau. Opsi teknologi biorefinery yang dikaji ada 4 skenario, yaitu: (a) Skenario 1: PLT Biogas + Pabrik Pellet, (b) Skenario 2: PLT Biogas + Pabrik Kompos, (c) Skenario 3: Biogas Cofiring dan (d) Skenario 4: Biogas Cofiring + Activated Carbon. Hasil analisa teknoekonomi menunjukkan bahwa keempat opsi teknologi biorefinery di atas, layak untuk diterapkan di PKS. Instalasi PLTBg dapat menghasilkan listrik yang lebih murah daripada PLN, sehingga teknologi pellet maupun kompos memiliki kelayakan finansial yang cukup menarik. Skenario biogas cofiring sangat tergantung pada harga cangkang yang digantikan sebagai bahan bakar. Proyek secara teknoekonomi menjadi tidak layak, ketika harga cangkang di bawah Rp 500/kg. Untuk PKS yang sudah terpasang sistem PLTBg, direkomendasikan untuk mengaplikasikan pabrik pellet ataupun kompos memanfaatkan listrik dari PLTBg. Sedangkan yang belum terpasang sistem PLTBg, dapat dipertimbangkan untuk memanfaatkan biogas sebagai bahan bakar boiler, sehingga dapat menghemat cangkang yang memiliki nilai jual tinggi di pasar.
