Abstract

The purpose of this research is to determine and analyze the extent to which the performance of employees at the Civil Service Police Unit in Berau Regency. The sample used in this study were 63 members of the Satpol PP of Berau Regency with simple random sampling technique (simple random method). Primary data is in the form of a questionnaire. The analytical tools used are: validity test, reliability test, and weighted factor value method.The results of this study conclude that the total value of the weighted factor for the performance of employees at the Civil Service Police Unit (Satpol PP) is 3.8 and is included in the criteria N> 3.Thus, the proposed research hypothesis is rejected, which means that the performance of employees in police units civil service in Berau Regency is good.The results of the respondent's assessment of the questionnaire distributed regarding the performance of employees at the Civil Service Police Unit in Berau District showed a positive response consisting of answers of "Very Good" and "Good" by 71%. The negative response given by respondents consisting of answers "Not good" and "Not good" only amounted to 29%. The existence of this negative response provides a separate note for employees of the Civil Service Police Unit, even though the performance shown is good but still not optimal.

Abstract

Tujuan dari penelitian ini adalah untuk mengetahui bagaimana penerapan elemen-elemen balanced scorecard sebagai tolak ukur pada penilaian kinerja RSUD Dr. Abdul Rivai Kabupaten Berau. Sampel yang digunakan sebanyak 100 orang pasien dan 100 orang karyawan RSUD Dr. Abdul Rivai Kabupaten Berau, serta laporan keuangan RSUD Dr. Abdul Rivai Kabupaten Berau. Analisis data yang dilakukan untuk menilai kinerja RSUD Dr. Abdul Rivai Kabupaten Berau dengan pendekatan Balanced Scorecard yang dinyatakan dalam skor total. Berdasarkan hasil analisis dan pembahasan yang telah dilakukan dapat disimpulkan bahwa kinerja RSUD Dr. Abdul Rivai Kabupaten Berau ditinjau dari perpektif keuangan sudah ekonomis dan efektif namun belum efisien. Kinerja RSUD Dr. Abdul Rivai Kabupaten Berau ditinjau dari perspektif pelanggan sudah baik dalam melayani pasien, namun rumah sakit belum mampu menarik pelanggan baru. Kinerja RSUD Dr. Abdul Rivai Kabupaten Berau ditinjau dari perspektif proses bisnis internal sudah baik berdasarkan nilai BOR, TOI, NDR dan GDR meskipun nilai ALOS dan BTO belum sesuai standar minimum pelayanan Departemen Kesehatan RI. Kinerja RSUD Dr. Abdul Rivai Kabupaten Berau ditinjau dari perspektif pertumbuhan dan pembelajaran sudah baik dalam mempertahankan karyawan-karyawannya, meskipun produktivitas karyawan menurun. Penilaian kinerja RSUD Dr. Abdul Rivai Kabupaten Berau secara keseluruhan cukup baik.
