Abstract

The purpose of this study is to examine the relationship between clean water infrastructure development and income inequality. From a panel dataset year 2011 to 2018, this study uses clean water infrastructure development, Economic growth, and path analysis as independent variables to observe the effect on income equality. Statistically, clean water infrastructure development does not affect income inequality, directly nor indirectly. Economic growth does not affect income inequality. The insignificant result may be caused by the short length of time. The results of this study do not intend to suggest policymakers reduce clean water infrastructure development. Policymakers should apply a distribution policy by considering the needs and potential of the community to make the development more valuable.

Abstract

This paper examines the impacts of institutional reform of the One-Stop Service (OSS) structures on increases in Indonesia’s economic growth. This institutional reform aims to enhance the OSS effectiveness in developing a business regulatory simplification for a better business atmosphere, particularly for investments. According to Steer (2006), among three possible structures, which are units, offices, and departments, the most effective structure simplifying regulation is the department. Therefore, in 2016, there was a regulation in Indonesia, which set the obligation for local government at the district level to change the OSS structure into a department form. The impacts of reforms are then measured using staggered Difference-in-Difference (DID) methods. However, this paper finds that the reform may have significant negative effects on economic performance. There are some plausible underlying arguments to explain the findings. The impacts of institutional changes may have negative impacts in the short run due to the transition period of the reform. However, in the long run, such results may reverse. During this transition period, Indonesia may experience obstacles in implementing the reform. For example, human resources capacity is probably still low, and governance is poor. This, in turn, may hamper the effectiveness of the business regulation simplification. Also, the risk aversion behavior, which may impede entrepreneurship, may still dominate Indonesian people and thus hamper the effectiveness of institutional reforms. Therefore, this can impede the effectiveness of reform on the economic performance in Indonesia.

Abstract

Dalam upaya mencetak SDM di bidang keuangan negara yang dapat menunjang pengelolaan keuangan negara, Kementerian Keuangan telah membentuk Sekolah Tinggi Akuntansi Negara (STAN). Pada penelitian ini obyek penelitian hanya dibatasi pada lulusan Prodip III STAN, dengan pertimbangan bahwa sebagian besar pegawai golongan II berasal dari Prodip III. Menggunakan statistik deskriptif, hasil yang diperoleh pada penelitian ini menunjukkan bahwa tingkat kepuasan responden yang termasuk kategori puas atas kinerja pelaksana lulusan Prodip III STAN mencapai 95,72%, dan yang termasuk kategori tidak puas mencapai 4,28%. Responden menyatakan pentingnya rekrutmen lulusan Prodip III umum (non STAN) dikarenakan kebutuhan SDM dengan konsentrasi teknis khusus seperti komputasi dan administrasi perkantoran. Sementara keluhan yang dirasakan oleh para pejabat eselon IV sebagai atasan langsung pelaksana terutama adalah masalah etika dan tingkah laku. Hasil penelitian ini akan digunakan sebagai salah satu bahan pertimbangan dalam penerimaan pegawai golongan II di lingkungan Kementerian Keuangan.

Abstract

This study explores the impact of the spatial planning policy reforms, which is the promulgation of Detailed Spatial Planning (DSP) by local government on the economic performance of the districts in Indonesia. It is assumed that districts with the DSP enaction may have better opportunities to achieve higher GDP per capita as the policy reform may give the assurance for the permitted use of space for investors, and thus can contribute to the ease of doing business and investment. The study employs the Fix Effect Difference in Difference (FE DID) Method to explore the impacts of the DSP promulgation. The result suggests that the DSP promulgation may have positive impacts on the economic outcomes of districts in Indonesia, but not significant. A plausible argument is that it is a transition period, thus Indonesia still may face challenges in the implementation of the policy reform. However, heterogeneity analysis shows that in the Kabupaten districts, the DSP promulgation has significant positive impacts on economic development, while the impact is insignificant in the Kota subgroups. This may indicate that the Kabupaten districts may have higher marginal impacts than the Kota districts due to some factors such as land availability.
