This research is about innovation or policy of a region in the context of poverty alleviation. This research is relevant and interesting to discuss because with the creation of this innovation, the Prabumulih City Government received a MURI Record certificate for the Poverty Alleviation Program (Development) of 10 livable houses/month without using APBD, APBN, and CSR funds in 2016. This innovation is of course can be a motivation for other regions that have similar problems, so as to minimize the occurrence of poverty.The population in this study is an area that has created innovations in the context of poverty alleviation. While the sample in this study is a livable house as a policy of the Prabumulih City Government to Empower the Participation of Civil Servants and Non Civil Servants in Poverty Alleviation of the Prabumulih City Community. The results of this study indicate that the innovations created by Prabumulih Regency have succeeded in achieving the goals that have been set, where the construction of habitable houses has helped many poor people to have houses that meet health standards so that they become comfortable housing for regional innovation programs with zakat/ infaq of employees within the Prabumulih City Government.

Sektor perikanan memiliki peran dan potensi sebagai penggerak utama perekonomian nasional Indonesia. Inovasi adalah kunci sukses untuk meningkatkan daya saing (Barney, 2002; MolinaCastillo dan Munuera-Aleman 2009; Shapiro, 2002; Rogers, 2003). Penelitian ini bertujuan untuk menganalisis inovasi daerah dalam bidang perikanan sebagai strategi untuk perubahan berkualitas yang dilakukan di tiga kabupaten, yaitu pada Kabupaten Bangka Tengah, Kabupaten Belitung Timur, dan Kabupaten Banggai. Pada penelitian ini, penulis menggunakan metode penelitian kualitatif. Populasi dalam penelitian ini adalah kabupaten yang telah melakukan inovasi di daerahnya, sedangkan sampel dalam penelitian ini adalah inovasi yang dilakukan oleh Kabupaten Bangka Tengah, Kabupaten Belitung Timur, dan Kabupaten Banggai yang memiliki tujuan dalam bidang perikanan sebagai strategi untuk perubahan yang berkualitas. Hasil dari penelitian ini yaitu inovasi POKARI telah nyata memberikan dampak positif terhadap keberlanjutan usaha budidaya ikan. Hasil inovasi tersebut berupa pakan buatan, baik dalam bentuk apung (floating feed) maupun tenggelam (sinking feed). Dengan adanya program Untung dan Aman Bersama Mangrove (UMANG) di desa pesisir Kabupaten Belitung Timur, dapat dilihat bahwa program ini telah membuat terobosan dalam meningkatkan pengetahuan dan keterampilan masyarakat pesisir khususnya istri-istri nelayan yang sebelumnya tidak memiliki kegiatan yang produktif untuk membantu perekonomian keluarga menjadi produktif dengan memanfaatkan sumberdaya potensial. Serta dengan adanya inovasi Banggai Mengekspor yang dilakukan oleh Kabupaten Banggai adalah terlaksananya kegiatan ekspor perdana produk perikanan yang dilakukan secara terintegratif antar sektor (perikanan, perdagangan, perhubungan, tenaga kerja, dan swasta) merupakan momentum penting untuk peningkatan produksi perikanan Kabupaten Banggai yang berkualitas dan berdaya saing sehingga ekspor perikanan Kabupaten Banggai akan terus meningkat.

Peningkatan Kualitas Layanan Publik dengan Inovasi Peta Adi Suhendra

Penelitian ini bertujuan untuk memahami lebih dalam terkait dengan berbagai inovasi yang dilakukan oleh ketiga kota di Indonesia, diantaranya yaitu Kota Sawahlunto dengan inovasi Satu Dalam Satu Peta Kota Sawahlunto, kota Balikpapan dengan inovasi Bernama Penggunaan Peta Dasar Dalam Upaya Penanganan Perumahan dan Permukinan Kumuh, dan juga pada Kota Kebumen dengan inovasi Aplikasi Peta Wisata Online Kebumen yang memanfaatkan media peta sebagai alat untuk mewujudkan inovasi atau perubahan kualitas layanan publik. Jenis penelitian yang digunakan adalah kualitatif. Populasi dalam penelitian ini yaitu daerah yang telah melakukan inovasi dengan menggunakan peta sebagai ide untuk mewujudkan beragam perubahan yang berkualitas. Sedangkan, sampel dalam penelitian ini yaitu terdapat tiga kota, diantaranya adalah Kota Sawahlunto, Kota Balikpapan, dan Kota Kebumen. Hasil dari penelitian ini menunjukkan bahwa dengan beragam inovasi yang dilakukan oleh keitga kota di Indonesia, yakni Kota Sawahluto, Kota Balikpapan, dan juga Kota Kebumen mencerminkan bahwa masyarakat sudah pandai dalam memanfaatkan perkembangan jaman untuk membuat aktivitas menjadi lebih efektif dan efisien. Hasil dari adanya inovasi satu dalam satu peta Kota Sawahlunto adalah terbangunnya data berbasis sistem informasi geospasial. Sedangkan, hasil dari adanya inovasi Penggunaan Peta Dasar Dalam Upaya Penanganan Perumahan Dan Permukiman Kumuh Kota Balikpapan salahsatunya yaitu adanya data yang terintegrasi secara spasial dapat mengefektifkan analisa dalam perencananaan pembangunan yang dalam hal ini adalah dalam hal penanganan perumahan dan permukiman kumuh di Kota Balikpapan. Sedangkan, hasil inovasi dari adanya Aplikasi Peta Wisata Online Kebumen yaitu Teknik Penyajian peta didasari dari peta online Google Maps yang telah dimodifikasi dengan penambahan Database MySQL.

Electronic Licensing as a Solution to Licensing Process Problems in Siak and Karo District Adi Suhendra

This study discusses public service innovations related to public or business licensing. Where, in this study, it will be discussed related to the problems or obstacles faced by the district in terms of licensing, as well as solutions that are carried out by creating innovations. This study discusses public service innovations related to public or business licensing. Where, in this study, it will be discussed related to the problems or obstacles faced by the district in terms of licensing, as well as solutions that are carried out by creating innovations.This study uses a qualitative method.The population in this study is the area that has made innovations in order to overcome the problems that hinder the licensing process in the district community. While the research subjects are Siak Regency with the innovation of Fast Licensing with SINSE (Notification Information System and Electronic Certificate), and Karo Regency with the name of Electronic Licensing Service innovation (E-Perizinan Si-Cantik).This research shows that the local government with the support of the community has succeeded in finding solutions related to the problems that hinder community licensing. With the innovation in the licensing sector, it can improve services to the community, facilitate the search for licensing information, shorten time, and create effective and efficient licensing procedures.

SIPDD Innovation (Regional Development Planning Information System) and ARABIKA CABINET (Arabica Coffee Integrated Economic Development Collaboration) as Development Governance Innovation Programs in South Sulawesi Province and East Java Province Adi Suhendra

This research is about development governance, namely the Regional Development Planning Information System. Of course, to create optimal development, concerning all aspects of the pre-facilities facility to maximize the economic potential in the region. This study used qualitative research methods. The population in this study are areas that have innovative development planning. Meanwhile, the research subjects are in South Sulawesi Province which has the Innovation of the Regional Development Planning Information System (SIPPD) and in East Java Province which has innovation named Arabica cabinet (collaborative collateral for Arabica Coffee Integrated Economic Development). The results of this study indicate that the innovation of the Regional Development Planning Information System (SIPPD) conducted by South Sulawesi Province has succeeded in achieving the designation that has been designed. Likewise the Arabica cabinet innovation (collaboration of the Integrated Economic Development of Arabica Coffee) in East Java Province has succeeded in optimizing land in its area and conducting counseling, education, training, sustainable assistance, and the assistance of coffee processing tools / machines.

This research is about Compilation of reports conducted by local governments in Padang City and North Aceh District. This research is considered important because the implementation of the activities of preparing reports is the result of reports on the implementation of activities and the achievement of the performance of government administrators. The population in this study is an area that has made innovations related to administrative innovation by utilizing technology. Meanwhile, the research subject is the innovation created by the City of Padang called the Report Submission innovation through the Regional Development Management Information System (SIMBANGDA) and the innovation in the Tapem Section of North Aceh Regency called Report Compilation Through "Ledis Go" (Digital Cabinets Based on Google Drive). The results of this study indicate that the innovations created by the city of Padang and also the district of North Aceh have succeeded in facilitating the preparation of reports by utilizing technology and successfully achieving the goals that have been designed. With the innovation of Report Submission through the Regional Development Management Information System (SIMBANGDA) in the City of Padang, it provides several benefits, including the timely submission of development activity reports, accelerating program and activity reports according to targets. Third, program activity reports are timely, accurate, transparent and accountable or can be accounted for, as well as the achievement of Padang City targets. Meanwhile, the innovation of Reporting Through “Ledis Go” (Digital Cabinets Based on Google Drive) in the Tapem Section of North Aceh Regency has succeeded in achieving the main goal, namely the realization of data collection, processing, and storage that is easily accessible anytime and anywhere, so that the preparation of reports in the field of autonomy others can be done quickly. Where, this innovation program has succeeded in producing output in the form of softcopy data that can be accessed directly through the Google Drive application, thus facilitating the preparation of LKPJ.
