Abstract

The purpose of this study is to analyze and explain the Implementation of the Community Empowerment Program from Various Sources of Village Funds in Bagan Melibur, Meranti Islands Regency. The theory used in this study is the Empowerment theory of Aprilia Theresia, et al. (2014) and Team Work Lapera (2001) which emphasizes several limitations of empowered village communities, namely: welfare problems, problems of access to resources, problems of awareness, the ability to understand the problems faced; and participation problems. The nature of this study is qualitative with a descriptive analytical type. The number of informants was 17 people through purposive sampling techniques. Data collection techniques were by interviews and observations. The results of the study showed that the implementation of the community empowerment program from various sources of village funds was not yet effective, because at the preparation stage there was no provision of expert assistants, lack of data and information about the state of village potential related to the productive economic community empowerment program. Community empowerment has not been optimal due to lack of access to capital and mentoring and training. Lack of assistance and provision of agricultural mechanization, superior seed technology, fertilizers, pesticides, and others, which are needed by farmers. The poor performance of BUMDES and Village Cooperatives and the lack of partnerships with private companies in both production and marketing of products. Incorporating a cultural approach in the implementation of community empowerment programs in Bagan Melibur is essential to align development initiatives with local values, traditions, and social norms, thereby enhancing community participation and ownership. This approach leverages existing social cohesion and indigenous knowledge to overcome challenges related to resource access, awareness, and institutional performance, ultimately fostering more sustainable and effective empowerment outcomes.

Abstract

The purpose of this study is to Analyzing and Explaining the Implementation of the Balanced Fund Policy Its Implications on the Minimum Service Standards for Sustainable Development in the City of Pekanbaru. This research uses the theory of the implementation of Edward III's policy and Government Regulation Number 2 of 2018 concerning Minimum Service Standards and Minister of Home Affairs Regulation Number 100 of 2018 concerning the Implementation of Minimum Service Standards, as guidelines in the preparation of planning documents in the implementation of SPM in the area of the head office. Therefore, the Development of Competence in the Preparation of Planning Documents in terms of the implementation of SPM in the Scope of the Head Office area will provide a clear overview of the vision, mission, goals and strategies as well as the direction of regional development policies as well as the minimum service standards that have been promised to the community." Minimum Service Standards (SPM) is a provision regarding the type and quality of basic services which are Mandatory Government Affairs that every citizen is entitled to obtain at a minimum. SPM is determined and applied based on the principles of conformity of authority, availability, affordability, sustainability, measurability and accuracy of targets". The nature of this research is qualitative with an analytical descriptive type. The number of informants was 27 people through purposive sampling techniques. Data collection techniques with interviews and observations. The policy facilitates the allocation of central government funds to local authorities, enabling improvements in essential public services such as education, health, infrastructure, and social welfare. However, the effectiveness of this policy is contingent upon the capacity of local institutions to manage funds efficiently, coordinate inter-agency efforts, and align planning with regulatory requirements. Challenges including administrative constraints, delayed disbursements, and limited community engagement have impacted the full realization of service standards. Nevertheless, when effectively implemented, the Balance Fund Policy contributes significantly to enhancing service availability, equity, and quality, which are foundational for sustainable urban development.

Abstract

This study explores the role of competence, organizational culture, and tauhid in shaping work motivation among employees of consulting Micro, Small, and Medium Enterprises (MSMEs) in Pekanbaru City. Using a qualitative literature review approach, this article synthesizes findings from recent empirical and theoretical studies to provide a comprehensive understanding of how these three factors interact to influence employee motivation. The review highlights that competence, encompassing knowledge, skills, and abilities, is a fundamental driver of motivation, enabling employees to perform their tasks effectively and with confidence. Organizational culture, characterized by shared values, norms, and practices, creates an environment that can either foster or hinder motivation depending on its alignment with employee expectations and organizational goals. Tauhid, representing the integration of Islamic monotheistic values, is identified as a unique motivational factor within the context of Indonesian MSMEs, promoting a sense of purpose, ethical conduct, and spiritual fulfillment at work. The synthesis reveals that the interplay between competence, organizational culture, and tauhid not only enhances intrinsic motivation but also contributes to sustained organizational performance and employee well-being. The study concludes that a holistic approach, which integrates professional competence, supportive organizational culture, and spiritual values, is essential for fostering high work motivation in consulting MSMEs. Recommendations for future research include empirical investigations into the practical implementation of tauhid in organizational settings and its measurable impact on motivation and performance.
