Abstract

This study aimed to discuss the principal management in improving the quality of education at SMKN 15 Samarinda. There are three things raised in this study: firstly, the principal's role, secondly the obstacle faced by the principal, and thirdly the principal's effort in improving the quality of education. This research uses descriptive qualitative analytical design, and it was conducted from February to August 2021 at SMK Negeri 15 Samarinda Jl. Ir. H. Nusyirwan Ismail, M.Si, Lok Bahu, Kec. Sungai Kunjang, Samarinda, East Kalimantan. There are two types of data in this study: primary data obtained from observations and interviews and secondary data obtained from documentation during this research. Data validation is done through a triangulation process. Data analysis techniques used in this research are reduction, verification of presentation, and drawing of conclusions. The results showed that the principal management is done by system embodied at SMKN 15 Samarinda in the implementation of education. The principal appears as a educator, manager, administrator and supervisor figure who guides teachers and students so that the educational goals at the SMKN 15 Samarinda can be achieved properly. The principal's leadership binds and harmonizes and encourages all potential school resources for improving the quality of education.

Abstract

The era of globalization in the context of education cannot be avoided, the progress of science and technology accompanied by the increasingly rapid flow of world globalization has had its own impact on the world of education. This research aims to provide knowledge and insight for educational practitioners, especially for policy makers in educational institutions to manage educational institutions by utilizing their resources and competencies. This research uses qualitative methods that are literature studies, using descriptive analysis, with collection techniques data through books, journals and related research. The results show that this globalization process requires the nation's millennial generation to respond to the development of the world of education. The enactment of the decentralization policy has an impact on the management of education in Indonesia, especially in areas that have received authority in managing education, and the enactment of educational autonomy gives the head of an educational institution (school) the flexibility to manage the institution he leads into a quality institution. So it can be concluded that the management of educational units at the elementary and secondary education levels applies school-based management as indicated by independence, partnership, participation, openness and accountability. Era globalisasi dalam konteks pendidikan tidak dapat dihindari kehadirannya. Kemajuan ilmu pengetahuan dan teknologi yang disertai dengan semakin kencangnya arus globalisasi dunia membawa dampak tersendiri bagi dunia pendidikan. Penelitian"ini bertujuan untuk memberikan pengetahuan dan wawasan bagi praktisi pendidikan khususnya bagi pemangku kebijakan dalam lembaga pendidikan untuk mengelola lembaga pendidikan dengan memanfaatkan sumber daya dan kompetensi yang dimiliki. Penelitian ini menggunakan metode kualitatif yang bersifat studi kepustakaan dengan menggunakan analisis deskriptif, dengan teknik pengumpulan data melalui buku-buku, jurnal dan yang terkait dengan penelitian. Hasil penelitian menunjukkan bahwa proses globalisasi ini menuntut generasi milenial bangsa untuk respon terhadap perkembangan dunia pendidikan. Berlakunya kebijakan desentralisasi memberikan dampak bagi pengelolaan pendidikan di Indonesia khususnya di daerah yang telah menerima kewenangan dalam pengelolaan pendidikan, dan berlakunya otonomi pendidikan memberikan keleluasaan kepala lembaga pendidikan (sekolah) untuk mengelola lembaga yang dipimpinnya menjadi lembaga yang berkualitas. Dapat disimpulkan bahwa pengelolaan satuan pendidikan pada jenjang pendidikan dasar dan menengah menerapkan manajemen berbasis sekolah yang ditunjukkan dengan kemandiri-an, kemitraan, partisipasi, keterbukaan, dan akuntabilitas.
