<![CDATA[Abstrak : Dewan Perwakilan Rakyat (DPR) memiliki kedudukan yang penting di dalam pemerintahan dengan tiga fungsi yang dimilikinya, yaitu: Fungsi legislasi, fungsi pengawasan, dan fungsi anggaran. Terlepas dari segala fungsi istimewa yang dimilikinya, ditemukan fakta bahwa terdapat beberapa permasalahan yang menyangkut penerapan fungsi-fungsi yang dimiliki oleh DPR, sehingga perlu dijelaskan bagaimana fungsi legislasi, fungsi pengawasan (monitoring), dan fungsi anggaran (budgeting) yang dimiliki oleh DPR dalam perspektif perundang-undangan dan bagaimana pula fungsi legislasi, fungsi pengawasan (monitoring), dan fungsi anggaran (budgeting) yang dimiliki oleh DPR dalam perspektif siyasah dusturiyah.Penelitian normatif kualitatif yang menggunakan pendekatan perundang-undangan (statue approach) dan pendekatan konsep (concept approach) ini mencoba mendeskripsikan sekaligus menganalisis bahan-bahan hukum terkait masalah yang diteliti melalui teknik studi dokumentasi (library research). Dengan menggunakan metode analisis data kualitatif diperoleh hasil bahwa baik fungsi legislasi, fungsi monitoring, dan fungsi budgeting yang dimiliki DPR, seluruhnya teah diatur secara jelas di dalam konstitusi dan aturan perundang-undangan. Namun demikian, fungsi-fungsi yang dimaksud belum sepenuhnya dilaksanakan sesuai prinsip-prinsip siyasah dusturiyah (hukum tata negara Islam).Kata Kunci: Dewan Perwakilan Rakyat, Fungsi DPR, Siyasah Dusturiyah. Abstract : The Representative Council of Indonesia (Dewan Perwakilan Rakyat/DPR) has an important position in government with three functions: The legislative function, the supervisory function, and the budget function. Apart from all the special functions it has, it is found that there are several problems related to the implementation of functions owned by the DPR, so it is necessary to explain how the legislative function, monitoring function, and budgeting function are owned by the DPR in perspective of rule of law. Legislation and what are the legislative functions, monitoring functions, and budgeting functions which are owned by the DPR in the perspective of siyasah dusturiyah. Qualitative normative research that uses a statutory approach (statue approach) and a concept approach (concept approach) tries to describe and analyze legal materials related to the problem under study through the documentation study technique (library research). By using the qualitative data analysis method, the results show that both the legislative function, the monitoring function and the budgeting function of the DPR, have all been clearly regulated in the constitution and statutory regulations. However, these functions have not been fully implemented according to the principles of siyasah dusturiyah (Islamic constitutional law).Keywords: People's Representative Council, DPR Function, Siyasah Dusturiyah.]]>
