Abstract

This study aims to determine the role of KOPHI and inhibiting factors in Reducing the Use of Plastic Bags in Samarinda City.  This research was conducted in Samarinda City.  The role of KOPHI is focused on the activities carried out by Kophi through the focus of research, namely: (1) Conducting Plastic Bag Reduction Campaigns (less plastic), (2) Carrying out Educational Activities for Wisely Using Plastic, (3) Becoming a Media and Facilitator for  Youth Generation in Creating a Real and Sustainable Green Movement, (4) Inhibiting factors implementing the Youth's Role in Reducing the Use of Plastic Bags in Samarinda City. The results of this research is shows the role of KOPHI in Reducing the Use of Plastic Bags in Samarinda City shows that the role of KOPHI has been  going well, this is because KOPHI can be able to bridge and become a facilitator between young people and other communities in an effort to reduce the use of plastic bags in Samarinda City.  This is evidenced by the fact that the reduction of youth and the community in using disposable plastic in Samarinda City and switching to using shopping bags (totebag).  Inhibiting factors in reducing the use of plastic bags include, habitual factors, assessment factors because they have thoughts that are not yet open and difficult to predict, and there are other options besides participating in activities.Keyword : Kophi, Role, Trash, Youth

Abstract

This study examines the governance of village assets in Krayan Bahagia Village, Long Ikis District, Paser Regency, East Kalimantan, with a particular focus on the implementation of the Village Asset Management Information System (SIPADES) 2.0 and 3.0. Despite its significant natural resource potential, especially in the plantation sector, the village faces various structural and institutional challenges that hinder optimal asset utilization. Through a qualitative descriptive approach involving document analysis and interviews with key informants, the study identifies several core issues, including limited technical capacity among village officials, low public awareness, weak supervision mechanisms, and the suboptimal use of digital platforms such as SIPADES. The findings reveal that although regulatory frameworks support transparency and accountability, village asset governance remains constrained by human resource limitations, inadequate digital infrastructure, and sociocultural barriers such as the lack of community participation in maintenance activities. This research contributes to the discourse on rural digital transformation by analyzing the intersection of institutional capacity, administrative technology, and participatory governance. It also offers practical policy recommendations, including technical training for village officials, public education on asset stewardship, and the development of an independent supervision system. The study highlights the urgent need for integrated strategies to enhance the effectiveness of village asset governance and ensure its contribution to inclusive and sustainable rural development.
