Abstract

The Maintenance Period is the period of time for the contractor to maintain the results of the work that has been completed. Construction work during the port maintenance period is often carried out when the port is still operating. This condition provides a greater risk for contractors in carrying out repairs. This study uses a case study on the Kijing Terminal Port Development project, West Kalimantan, which is currently under maintenance. The risk of uncertainty issues that have an impact on project performance is the basis for this research to determine risk factors qualitatively by means of literature studies, distributing questionnaires, validating related parties, then approaching using interviews and FGD (Forum Group Discussion). The results of the FGD were then carried out by analyzing the risk response with several methods to determine the effective level of risk and risk response scenarios were carried out. The results of this study obtained the 4 highest risks, namely, high wave weather conditions and natural disasters, improper waste management, budget discrepancies with maintenance cost allocations, and incompatibility of scope of work during the maintenance period with contract documents. The type of risk response can be carried out with a mitigation plan through proactive and reactive actions in accordance with the financial power you have. Contingency costs of IDR 11,656,043,529.255 or 0.393% of the project value.

Abstract

Pemerintah Kota Surabaya menyediakan moda transportasi umum yang diharapkan dapat mengurangi kemacetan, seperti Suroboyo Bus. Namun rute yang dilalui oleh transportasi umum tersebut dirasa belum efektif, karena terpaku pada jalan besar sehingga masyarakat yang berada di jalan– jalan kecil belum bisa terhubung dengan baik untuk dapat menggunakan angkutan massal. Oleh karena hal itu Pemerintah Kota Surabaya mengembangkan transportasi yang menghubungkan permukiman yang tidak bisa dijangkau oleh transportasi besar, dengan trobosan transportasi baru yang dinamakan Feeder WiraWiri Suroboyo. Penelitian ini bertujuan untuk menganalisis risiko operasional transportasi feeder WiraWiri Suroboyo dalam mendukung integrasi dengan Bus Trans Jatim atau Trans Semanggi. Metode penelitian menggunakan pendekatan kuantitatif melalui Structural Equation Modeling – Partial Least Square (SEM-PLS) pada data kepuasan penumpang. Hasil penelitian menunjukkan bahwa risiko operasional memiliki pengaruh terhadap kepuasan penumpang, yaitu pada aspek keterlambatan (p-value = 0.001), keandalan armada (p-value = 0.011), teknologi (p-value = 0.03), kecuali keselamatan (p-value = 0.544) dan komunikasi (p-value = 0.165). Strategi manajamen risiko yang dapat diterapkan yaitu identifikasi dan penilaian risiko secara berkala, Standarisasi Operasional dan SOP, peningkatan kompetensi SDM, penggunaan teknologi informasi, pemeliharaan preventif armada, kolaborasi dengan pihak ketiga, dan evaluasi kinerja dan audit internal.

Abstract

Indonesia's construction industry faces challenges in maintaining quality while optimizing costs, especially in the selection of formwork methods that greatly affect the quality of concrete structures and overall project efficiency. This study aims to analyze the implementation of Cost of Quality (COQ) in conventional and semi-system formwork for the KIPP Continuation Dam and DAS Pemaluan project. The research method uses a comparative quantitative approach with COQ analysis covering prevention, appraisal, internal failure, and external failure costs. Results show that conventional formwork COQ is 87.14%, dominated by internal failures (43.54%) due to vulnerability to installation errors and material damage. Meanwhile, semi-system formwork COQ is 21.77% with a more balanced distribution between prevention costs (44.04%) and internal failures (15.62%). Technical planning shows conventional formwork requires support spacing of 170mm, horizontal supports 810mm, and braces 690mm, while semi-system requires 250mm, 900mm, and 1065mm respectively. Although conventional formwork material costs are 63% cheaper than semi-system, the high total quality costs make semi-system more efficient overall with more consistent performance and minimal rework risks.

Abstract

Penelitian ini bertujuan untuk mengidentifikasi dan menganalisis risiko yang terjadi pada fase komisioning dan startup proyek add-on combine cycle menggunakan metode FMEA (Failure Mode and Effect Analysis). Hasil analisis menunjukkan terdapat 38 variabel risiko, dengan 6 di antaranya tergolong risiko kritis yaitu energi primer untuk komisioning tidak tersedia, pengiriman peralatan yang terlambat, kualitas pekerjaan dari konstruksi yang tidak baik, tidak tersedia material konsumable untuk kegiatan komisioning, terpapar material yang berbahaya, dan sumber listrik tidak tersedia. Risiko kritis tersebut berdampak signifikan terhadap penambahan durasi pekerjaan, peningkatan biaya, dan penundaan waktu Commercial On Date (COD), yang mengakibatkan kehilangan potensi produksi listrik. Untuk memitigasi risiko-risiko tersebut, penelitian ini merekomendasikan berbagai tindakan seperti pengadaan energi primer sesuai jadwal, pengawasan kualitas konstruksi, dan penyediaan kebutuhan material serta listrik untuk mendukung proses komisioning.

Abstract

Kapal sebagai moda transportasi laut utama yang mendukung aktivitas logistik di Indonesia wajib melakukan pengedokan secara berkala. Proyek pengedokan kapal tersebut sering mengalami berbagai tantangan yang menyebabkan kriteria kesuksesan proyek sulit dicapai. Penelitian ini bertujuan untuk menguji kontribusi dari faktor kepemimpinan, pengelolaan proyek, komunikasi, sumber daya manusia (SDM), dan lingkungan terhadap kesuksesan proyek pengedokan kapal. Survei cross-sectional dengan metode purposive sampling dilakukan kepada 47 orang yang terdiri dari pimpinan proyek, supervisor, staff, serta pelaksanan produksi. Analisis korelasi pearson menunjukkan bahwa faktor kepemimpinan, pengelolaan proyek, dan SDM secara parsial berpengaruh positif terhadap kesuksesan proyek pengedokan kapal. Selanjutnya, melalui analisis regresi linear berganda ditemukan bahwa faktor kepemimpinan, pengelolaan proyek, komunikasi, SDM dan lingkungan secara simultan berpengaruh terhadap kesuksesan proyek pengedokan kapal, dengan faktor yang paling berkontribusi adalah faktor kepemimpinan. Oleh karena itu, pihak galangan kapal perlu untuk lebih memperhatikan faktor kepemimpinan proyek dengan memastikan proyek pengedokan kapal dipimpin oleh pemimpin yang kompeten dan berkualitas.

Abstract

Post-disaster infrastructure reconstruction presents unique challenges, requiring adaptive construction methodologies to address altered geological conditions and optimize resource utilization. The reconstruction work of the Gumbasa irrigation system after the earthquake, tsunami, and liquefaction disasters experienced obstacles in the implementation of the primary channel due to sandy soil conditions that are prone to landslides. The initial design, using precast shoes, was delayed and over budget due to difficulties during field installation. This study applies the value engineering method to evaluate the potential for cost savings and functional improvements through the analysis of work methods and primary channel design. Quantitative and qualitative approaches are used, with stages including information gathering, function analysis, creative ideation, evaluation, and recommendations. The results showed that the cast-in-situ method was superior, achieving a total cost efficiency of IDR 1,062,223,159, or 1.4% of the initial budget. In the lining shoe item, the savings reached IDR 3,397,623,506, or 29.7% of the initial work value. The project duration decreased from 456 days to 240 days, with a time saving of 216 days, or 47.4%. Evaluation of Value Engineering Potential in Work Methods and Design of the Primary Canal in the Post-Disaster Gumbasa Irrigation Project has proven to be effective in assessing post-disaster infrastructure implementation by providing added value in terms of cost, quality, and time.

Abstract

PT. XYZ is an agro-business company in Gresik, East Java, which is currently in the factory construction stage. Field obstacles often occur, so the process of conveying information from all stakeholders involved is important. The author will evaluate communication management factors that influence project success using EFA-Maximum Likelihood and Spearman's rank order correlation. This analysis identified nine important factors: information technology, communication technology, communication skills, communication management plan, teamwork, clear channels in the organizational structure, project requirements management, project risk management, and environmental context. The language acquisition factor was excluded because it did not meet the EFA requirements. Spearman's rank order correlation shows that information technology, communication skills, communication management plans, teamwork, clear channels, project requirements management, and environmental context have a strong relationship with project success. These findings guide improving project communication management to achieve project success.

Abstract

This research is motivated by the significant increase in throughput at Kijing Port Branch, with an average increase of 171% from 2022 to 2024. This growth reflects the increasing demand for loading and unloading services, requiring companies to provide superior service and meet the growing market demand. However, on-the-ground conditions indicate that loading and unloading equipment, particularly key equipment such as mobile cranes, remains very limited. This limitation results in low cargo volumes being served. Therefore, to increase service capacity and maximize market potential, additional loading and unloading equipment and a restructuring of the service system at Kijing Port dock are required. In this regard, a comprehensive investment feasibility study is necessary, both from a financial and operational perspective. This research used secondary data, including production throughput data, and primary data from informants or sources. Using the variables of Investment Value, Rate of Return, Investment Period, Operating Income, and Operating Costs, a feasibility calculation is obtained, including Net Present Value (NPV), Benefit Cost Ratio (B/C Ratio), Profitability Index (PI), Payback Period (PP), and Internal Rate of Return (IRR). These calculations are then tested using sensitivity analysis and potential risks, and the potential increase in non-container cargo handling is calculated. The analysis provides a strong quantitative basis for determining investment strategies based on the NPV, IRR, BCR, PI, and PP. These indicators assist in assessing risk, weighing lease and purchase alternatives, and ensuring that mobile crane investment decisions truly add value to the company.

Abstract

Aims: This study was aimed to evaluates land-use alternatives using the Highest and Best Use (HBU) analysis, the Analytic Hierarchy Process (AHP), and utility theory as the basis for decision-making. Methodology and results: The findings indicate that Alternative 3, comprising a mixed-use composition of apartments (30%), offices (20%), hotels (15%), shophouses (15%), and SOHO units (20%), is the most suitable option. This alternative achieves a balance between the highest economic productivity (Rp 38,912,373.62/m²) and Sustainability (score of 2.89). The sustainability assessment covers three main dimensions: environmental, reflected in the reduction of approximately 12.5% carbon emissions and the allocation of 10% of land area to green open space (RTH); social, shown through improved accessibility, local employment opportunities, and public comfort; and economic, demonstrated by the enhancement of property value and long-term financial feasibility. From the physical aspect, attention should be given to soil type and drainage conditions on the site. Regulatory risks, initially categorized as high, can be minimized to a low level through the fulfilment of technical documentation and intensive coordination with relevant agencies (DPM PTSP, DLH, Department of Transportation, and others). Sensitivity analysis further identifies occupancy rates as the key determinant of financial success. Conclusion, significance and impact study: From the results of this study, it can be concluded that the best alternative is alternative 3 due to its high sustainability value. Not only alternative 3, but alternative 5 can also be considered due to its high sustainability value.
