Abstract

In the context of regional autonomy, the source of regional revenue consists of transfers from the central government and regional own-source revenues (PAD). Many studies have identified the Flypaper effect on these two sources of revenue, with local governments generally responding to higher spending on revenues from transfers compared to sources from PAD. This study aims to determine whether the flypaper effect phenomenon is also found in regional government expenditure in Bengkulu Province. The study uses panel data, consisting of 10 districts / cities in Bengkulu province in the period 2011-2016, using the Fix Effect Model analysis technique. The results of the study found that there has been a Flypaper Effect phenomenon in regional spending in Bengkulu Province. It shows that the coefficient value of general allocation funds is greater than the coefficient value of local revenue.

Abstract

This study aims to find out how the level of regional inequality between provinces on the island of Sumatra and how the population, investment, government spending and inflation influence regional inequality in Sumatra. We also analyze the pattern of economic growth in Sumatra according to the class typology. We also estimate Regional Inequality (Region) by Williamson index and use multiple regression to analysis the determinant inequality. The results study shows that 60 percent of the provinces in Sumatra fall into the category of low inequality, these provinces are North Sumatra, West Sumatra, South Sumatra, Bengkulu, Lampung and the Bangka Belitung Islands. The province of Aceh is included in the category of moderate inequality. The other 3 provinces, namely Riau, Jambi and Riau Islands have High inequality indices. Overall, population growth, Investment, Capital Expenditures and Inflation variables together / overall have a significant influence on regional economic inequality variables. Partially variable population growth and capital expenditure have a significant positive effect, while the investment variable has a significant negative effect on the economic inequality of the Sumatra region. The variable inflation is not significant to the economic inequality of the Sumatra region. Based on the results of Klassen's typology analysis, it can be seen that the provinces of North Sumatra, West Sumatra, Jambi, South Sumatra, Bengkulu and Lampung are fast growing provinces (high growth but low income). Provinces that are included in the fast growth and high income class are the provinces of Aceh and Bangka Belitung and the category of relatively low and low income cities is the Riau Islands province.

Abstract

Efforts to reduce regional inequality are aimed at Accelerate equitable development . Implementing a healthy fiscal policy through government spending is a form of effort to reduce this inequality . Government spending can provide intervention in regional policies to boost the economy through regional government spending and revenue . This study examines the development of inter -regional inequality mapping through the Class typology method , measuring inequality with the Williamson index , and testing multiple linear regression to analyze regional government spending on inequality in the Western Region of Indonesia in 2019-2022. The results show that the average regional inequality index is at moderate inequality , namely 0.465. In addition , the regression results show that efforts to reduce regional inequality aimed at Accelerate equitable development through fiscal policy trend to be ineffective . The contribution of government spending has not been significant impact on reduce inequality . Therefore , evaluation and improvement in government spending policies are needed so that they can be more effective in achieving the goal of alleviating regional inequality in the western region of Indonesia.
