Abstract

Decentralization is expected to bring about better public services for local citizens. Some regions have proved that they are able to provide better services to their citizens through decentralization. Several of them have even been able to produce innovations in the form of prime public services in certain fields. These widely known prime public services lead to the emergence of public service ‘best practices’ in some regions. The question is how to judge that the service delivery in a region can be categorized into a best practice. This article tries to convey some theoretical and practical design and instrument for evaluating whether or not the local services can be acknowledged as ‘best practices’. Thus in the future, there will be an objective guideline to evaluate ‘best practice’ services by using certain standardized term of reference.

Abstract

The purpose of this study was to determine the implementation of policies for the development of public reading gardens in Purwakarta Regency and to identify the driving and inhibiting factors in the implementation of the community reading garden development policy. In addition, this research will also formulate a model for implementing policies for the development of reading gardens. The method used is descriptive qualitative research methods. The sample in this study is located in Purwakarta Regency. The results of this study indicate that the implementation of the TBM development policy in Purwakarta Regency has not been effective, the community has not made reading parks as a vehicle for education because of the lack of reading material collections that do not meet the information needs of the community. In addition, seen from the resource factor, the quality of human resources is not adequate. This is supported by budget constraints. The interest in primary needs makes people less concerned about literacy culture. So that in order to create regulatory harmonization with partners carried out by the Office of Archives and Libraries (Disipusda) of Purwakarta Regency, it is necessary to integrate policies for the implementation of non-formal education services through the formulation of new Regional Regulations (updating) which cover resource management including the division of roles between stakeholders.

Abstract

Teachers as educators at SLBN Garut City, who have a duty to provide instruction to students, have a very big responsibility in carrying out their role as educators in schools. The problems in handling children with special needs at school are very complex, starting from children, parents to school, even need extra handling. The occurrence of psychological conflicts between parents and the presence of their children, their own condition, the community environment and the readiness of schools to educate children with special needs. Also the most important thing is the condition of the teacher who provides learning to students, which is seen from the aspect of his competence as an educator who handles children with special needs. Continuous Professional Development is a process of action taken by teachers on an ongoing basis in order to improve their competence to support their career as a professional teacher. The focus of the CPD goals of teachers tends to lie in improving and enhancing the quality of learning carried out by teachers. In order to achieve quality learning objectives, increasing the competence and professionalism of teachers is a must in pedagogical aspects, etc. Teacher competence needs to be improved programmatically, continuously through various systems of professional development, so as to increase the ability of these teachers. Competencies ranging from pedagogic, personality, social, and professional must receive important attention. Constraints faced in competency development range from skills in the aspects of learning, mastery of ICT, and busy teaching schedules to aspects of teacher competency problems at SLBN Garut City. Efforts are to continue to always perform competency enhancement program, which is also more emphasis on the development of a model that has the aspect of sustainability models or Continuing Professional Development (CPD).

Abstract

For the past five years, implementation of Regional Law No 22/1999 has created distortions and controversy in the govenment management. The objective of establishing democratic, transparant, and accountable local dovernment has not been achievied yet. This condition has called many element of society for the revison of the law, and the result is the Revised Regional Autonomy Law No.34/2004. This essay attempts to discuss several fundamental changes of the Revised Law and impact on the management of local government affairs. One of the changes, according to the law, is that of the local government.

Abstract

Dalam perilaku organisasi konsep kekuasaan dan kewenangan seringkali dipahami hampir identik. Namun jika dianalisis lebih jauh lagi, kedua konsep itu bisa digunakan sebagai satu indikator dalam mengukur perilaku sebuah organisasi. Dimana dapat disimpulkan, semakin seimbang dan kongruen antara fungsi kekuasaan dan fungsi kewenangan dalam sebuah organisasi, menunjukan semakin modern organisasi tersebut. Sedangkan jika seballiknya, artinya semakin menjadi “kesenjangan”antara kedua fungsi tersebut, menunjukan semakin tradisional organisasi tersebut. Tulisan ini secara lengkap menjelaskan hal tersebut.

Abstract

Social capital is a set of values or norms informally shared by a group of people that enable them to cooperate with each other. The social capital which is built and developed in a society allows the people to do their social functions effectively and redeems any social conflicts happened at a certain scale. In Indonesia, for example, the society has large defisit of social capital, which was built within colonial and feodal policies. The defisits are reflected in the way the people live, in which the grow a dishamony, live in fear and distrust of each other. Therefore, it is a collective responsibility that the people do a socio-cultural transformation towards a stronger and healthier social capital.
