Abstract

This study aims to determine the existing conditions, analyze the level of sustainability and formulate priority policies for the development of the minapolitan Region in West Seram Regency. The analytical method used in this study includes descriptive analysis, Rapfish analysis, and Analitycal Hierarchy Process (AHP). An assessment of the existing conditions shows that the geographical location is a potensial area, has superior commodities, and production units, limited of facilities and processing infrastructure, and the lack of market information and marketing institutions to support the business process and needs to be improved in order to develop the minabisnis in minapolitan area. The analytical results of the sustainable status in the ecological, economic and institutional dimensions obtain an index value that is quite sustainable, and the social dimension in technology receives a index value in a sustainable manner. Institutional factor is a criterion that becomes the main priority in the direction of the development of the minapolitan area in Kotania Bay. So that it is necessary to increase the role of local government to optimally utilize the potential of aquaculture.

Abstract

Building the mariculture fisheries sector in Ambon can be an effort to build the regional economy. Cultivated fisheries other than capture fisheries are an economic driver because Indonesia is one of the world's fish sources, so the development of marine and fisheries aims to meet the needs of the international market. In developing the mariculture fisheries sector, youth participation is very necessary. Youth is very decisive in determining the progress and decline of development, but in reality, the youth now lacks awareness and willingness to be involved in development. Partial Least Square in Structural Equation Modeling with SmartPLS 3.0 software was used in this study to predict the effect of the exogenous latent variable X (factors determining the role of youth) to the endogenous latent variable Y (forms of the role of youth in the development of the mariculture fisheries sector) and describes the theoretical relationship between the two variables. SEM_PLS analysis results show that, resources have a significant effect on because the resources owned by youth are quite adequate. Social capital has a less significant effect because some youth are beginners. Public policies have a less significant effect because generally policies are directed at business managers who have succeeded in production so that young youth are less targeted for policy implementation. Entrepreneurship has a less significant effect because youth are still dominantly involved as members of business and labor groups so that not many have taken on the role of manager of floating net cage businesses.

Abstract

Development in the marine and fisheries sector is supported by opportunities for resource utilization and management that are distributed in three Fishery Management Areas (WPP), namely the Banda Sea (WPP 714), Seram Sea and Tomini Bay (WPP 715), Arafura Sea and Timor Sea (WPP 718). The fishery sector in Maluku creates opportunities for commercial businesses in the industrial sector, both in cultivation, fishing and processing, including small and large businesses. A fishery commodity that has good prospects and benefits fishing communities is seaweed cultivation. The West Seram District Government in its development policy has placed the Eucheuma cottonii seaweed commodity as a leading commodity to be developed. Youth roles are needed in cultivation activities, so it can be said that youth tend to place economic interests above other interests in determining how and where they should play a role in development. Share factor analysis is used to measure the contribution of youth income to family income and total family income is calculated by adding up youth income and family income.
