In the Second Long-range Development Era, the Rural Development in Indonesia still occupied important issue in development due to the geo-demographical distribution, economic structures as well as contribution to the peoples way of life. Rural Spatial Planning as mention in Spatial Planning Law (Undang-Undang no 24 tahun 1992 tentang Penataan Ruang) intends to integrated several rural areas in one planning unit development called Kawasan Pedesaan. This idea is not questionable from planning and administrative point of view’s, but not from the communities. There are some good experiences that local communities demonstrated the ability to plan and manage their environment better than outsiders. The rurl people persistence to the development, modernization and no trusted the spatial planning, caused by “in and out” their preferences. Spatial planning is not belong to them. These planners challanges in rural planning shooed be copped in the near future.

The rural road is expected to alleviate the rural poverty in IDT (presidential Decree for Undeveloped Village) programme. Although this programme is still running during the economic crisis (namely Social Safety Net Programme) there are some questions of the effectiveness of the programme. Rural road development and rural transportation system should be designed well to meet this objective. What is necessary is an understanding of the interaction of rural roads, transportation modes and socio-economic factor of rural development. Even the uses of participatory planning programe in deciding the rural roads programme, may not solve the problem of targeting benefit to the poorest segments of rural society.

The import substitution strategy and continuous efforts to promote foreign investment, capital and advanced technology tends to concentrate the industrial investment in the core of region. Although varied in degree and in a broad sense. the strategy of growth-pole theory is an inevitable approach in regional planning for many developing countries facing the challenge of global economic. The serious consequences of this approach is the ever widening regional disparities and polarization of capital, industries and conglomeration in one or few elite group. Evaluation and re-examination of this strategy for the regional development in Indonesian are important. Exploration of a new paradigm in regional planning is challenging and re-orientation to the rural development strategy is not a faulty thought.

teori dapat dikafakan cacat jika teori tersebut gagal diterapkan dalam kenyataan sehari-hari. Dalam dua dekade terakhir terjadi sanggahan terus menerus terhadap teori klasik lokasi industry. Penyelidikan secara empiris terhadap lokasi perindustrian dengan menggunakan kuisioner atau wawancara menunjukkan kecenderungan adanya faktor personal untuk beberapa lama sebelum munculnya perilaku pandangan terhadap geografi. Lokasi industri tidak dapat dikaitkan dengan perilaku spasial atau perubahan-perubahan historis perilaku spasial, karena adanya berbagai sebab yang dapat mengelabui analisis. Hal ini lebih terkait dengan proses putaran produksi dan akumulasi modal yang memerlukan keputusan-keputusan tentang diferensiasi lokasi. Kondisi ini lebih ditentukan oleh adanya hubungan sebab-akibat antara lingkungan perekonomian dengan perusahaan individual. Keywords: Teori, Lokasi Industri

Global and regional interdependence among ASEAN countries under the open market is leading to unprecedented industrialization and urbanization. The benefit of transnational investment are expected by rural economy and urban systems, as they are becoming more articulated are also benefiting from these investment forces. With market trends, investment activities, and industrialization such rapid change in both urban and rural areas, the theoretical and practical research on urbanization is also undergoing change. In the Bandung Metropolitan Region, which is experiencing rapid urbanization and industrialization, rural areas are being marginalized The phenomena of agricultural persistence in the face of urbanization in the Bandung Metropolitan Area is important to examined so the combination of urban examined and rural activities within this region is explained in the light of desakota development pattern. ABSTRACT Indonesia has over 17,000 islands and long coastline which reached 81,000 km, is the largest archipelagic country in the world. However, the model-oriented development planning ke-kontinen/daratan territory, is still very limited for developing model-based development of the islands of maritime (maritime). Entanglement one island to another island in one unified remote islands naturally built olehhubungan functional ecosystem. During these activities the layout, planning area boundaries using administrative boundaries and functional social-economic development. So that spatial relationships without regard Kepuluan ecosystem. The result is the development of socio-economic inequality of small islands than large islands are reflected from poverty and backwardness of eastern Indonesia this paper - which was based on the use of Dynamic Simulation Model - trying to prove the importance of the spatial arrangement of the islands based on ecosystem boundaries (known as Ecoregion). At various scenarios simulated spatial models based approach to development since the scenario based on current (status quo approach to administrative boundaries) to the scenario based on the sustainable development approach (approach Ecoregion). The results show that an effort to manage the large island had a significant impact on the growth of social, economic and environment on the other islands in the archipelago cluster units. Furthermore, note also influential factors to be considered in a spatial concept berkawasan coastal islands Ecoregion approach.
