Abstract

Improvement of the CPNS acceptance system using CAT is part of increasing accountability in personnel recruitment state civil. This system applies throughout Indonesia, including North Maluku. With this system, the space misuse of power and authority (abuse of power) level public officials in North Maluku provincial government environments can be controlled as best as possible. This study is intended to answer the process to the impact of implementing accountability for CPNS recruitment in the regional personnel agency of North Maluku province. This research uses a qualitative method with a case study approach. The results of this study provide an illustration that the accountability of the implementation of CPNS recruitment at the Regional Personnel Agency of North Maluku Province using the Computer Assisted Test has a very accountable procedure so that it can be accepted by the community without carrying out resistance as the previous system (LJK). With the Computer Assisted Test (CAT) system, it is possible to see the total value of the 2019 CPNS SKD test results immediately after the participants have finished taking the test, meaning that the accountability of CPNS recruitment in North Maluku Province is heading towards a better direction in answering the problem of collusion, corruption and nepotism (KKN).

Abstract

Village fund policies not only have a positive impact on the community in development but also have a negative impact on shifting social values ​​in society. Shift in social values reflected in individual behavior in society, the behavior in question is an attitude of mutual cooperation, solidarity, and tolerance slowly starting to shift to a transactional attitude. The transactional attitude is a trigger for conflicts of interest for figures in the village so that social values ​​are no longer the basis of the community. Therefore, this study aims to explore social values ​​that have experienced a shift as an integral part of the implications of village fund policies. The approach used in this research is a qualitative approach with the type of case study research. This research was conducted in Tului Village, Oba District, Tidore Islands City by using observation, interview and documentation data collection techniques. Abstract

Abstract Modernization and globalization have shifted the pattern of community participation in regional development from community-based to more formal structural mechanisms. This shift increases the effectiveness of regulation and distribution of resources, but also limits the flexibility and room for community movement. Social values that shift from collectivism to individualism also influence the level of political awareness, although not always accompanied by an increase in active participation. The main obstacles to community participation include low education, limited access to information, complex bureaucracy, and minimal trust in the government due to corruption. On the other hand, transparency of information and the use of technology, such as e-Musrenbang, have the potential to increase citizen involvement in the development process. Other challenges include the dominance of political elites and unequal access to public policies, which often limit deliberative democracy. Therefore, bureaucratic reform and more effective coordination between agencies are needed to encourage meaningful participation. Openness of information and increased political and digital literacy are key factors in creating a more inclusive space for participation. With the right strategy, community participation can grow substantially and contribute to more transparent, democratic, and sustainable regional development.
