Abstract

Research indicates that accountability system has not been effectively implemented yet and the pattern is found out to be bureaucratic. In order to revitalize this system, we should emphasize and pay more attention on: (1) the improvement of capacity in strategic planning formulation process, and (2) the effectiveness of performance monitoring and evaluation. To accelerate both, the support of proper Information Communication Technologies (ICTs) and e-Government system is of vital importance. This research result, that revitalization for accountability system that emphasizes the need to establish a new functional institutions, namely GAPURA KOTA model.

Abstract

This study is intended to illustrate and explore the collective empowerment of farmer groups based on social capital. The collective context refers to the level of society, which involves three groups of farmer. This study also relates to the evaluation of the implementation process of village partner development program. During the process, empowerment is done by involving farmers' participation. Collective empowerment strengthens the roles and functions of farmer group organizations, in the accumulation of social forces that can bind and mobilize the participation of farmers in empowerment programs. The impact of changes that have occurred on partner farmer groups leads to a strengthening of their capabilities for social change and improved quality of life. Grow positive initiatives from them about what they need to do to strengthen their capabilities to realize the desired future.

Abstract

After the closing of Dolly's localization in 2014, the Surabaya city government has purchased several guesthouses in Dolly and converted them into various kinds of craft production sites. The location which was previously a place of prostitution with the largest income in Southeast Asia was later turned into the largest MSME center in Surabaya. The Surabaya government continues to provide assistance to residents of EX Localization in order to create a better image, namely by inviting local community members to become MSME actors. DS.Point (Dolly Saiki Point) is a silent witness to the dark history of the City of Surabaya, but has now been designated by the Surabaya City Government as an area for commercial, economic, and tourism activities. DS.Point (Dolly Saiki Point) is under the auspices of the Surabaya City Food and Agriculture Security Service, which makes it a souvenir center that accommodates processed products or products from MSME activists from residents of EX Lokaliasai Dolly. The research method used is descriptive qualitative which refers to the identification of distinguishing traits or characteristics of a group of people, objects, or events in order to provide an overview of the Implementation of the Pentahelix Model Collaboration in the Context of Improving the Empowerment of MSMEs Ex Dolly Localization During the Covid-19 Pandemic. Data collection techniques were carried out through the process of observation, interviews and documentation. The theory used is Collaborative Governance. The results of the study show that the roles played by the penta helix actors are quite good and the collaboration created between them has been going well, this can be seen by the inability for the actors to stand alone in increasing the empowerment of SMEs Ex Dolly Localization. This also has a good impact on the perpetrators of the Ex Dolly Localization MSMEs under the auspices of DS Point (11pt, single line spacing, 1 paragraph).

Abstract

Dalam rangka menggurangi angka kemiskinan desa perlu adanya program pemberdayaan ekonomi masyarakat yang berbasis pada kelompok dan komunitas. Program pemberdayaan masyarakat akan mudah terwujud, jika di support oleh sumber daya aparatur pemerintah desa yang handal. Guna meningkatkan kemampuan dan kapasitas aparat desa perlu program pelatihan dan pendampingan peningkatan ketrampilan dan keahlian bagi aparatur desa. Upaya untuk meningkatkan sektor ekonomi desa dengan cara membentuk Kelompok Tani dan GAPOKTAN dengan memberikan ketrampilan pengelolahan pupuk organik yang berbahan dasar sampah organik untuk mendorong terciptanya produk unggulan Desa berbasis pada produk pertanian sayur dan buah organik. Sedangkan pada sektor pemerintah desa upaya yang dilakukan dengan memberikan pelatihan pemanfaatan teknologi informasi dan komunikasi (TIK), pelatihan pengelolaan ketata usahaan dengan berbasis TIK dan pelatihan penyusunan kebijakan desa dan program pembangunan desa yang berbasis pada analisis perumusan kebijakan yang rasional. Ada 2 (dua) hasil program kegiatan tersebut a. Sektor pertanian terwujudnya kelompok tani & GAPOKTAN, terwujudnya produk unggulan desa yaitu sayur organik dan bawang merah dan susu sapi sebagai salah penyuplai sayur organik di Pasar Ciputra dan sedang dirintis sentra pasar produk unggulan desa yang akan menjadi sentra ekonomi bagi desa dan kelurahan sekitar; b. sektor pemerintah desa hasilnya terwujudnya pemerintah desa yang efektif yang didukung ketatausahaan yang tertib, rapi berbasis TIK; dihasilkan kebijakan dan program pembangunan desa yang dirancang secara rasional dan komprehensif; serta meningkatkan partisipasi masyarakat dalam pemerintah dan pembangunan;
