Abstract

Inovasi aplikasi digital berkembang pesat tatkala pandemi Covid-19 mulai terjadi pada tahun 2020. Beragam platform digital, salah satunya PeduliLindungi, dibentuk sebagai bentuk adaptasi terhadap pandemi serta langkah penanggulangan persebaran virus Covid-19. Studi ini berfokus kepada telaah kritis terhadap aplikasi PeduliLindungi sebagai salah satu inovasi yang tumbuh berkembang pada masa pandemi Covid-19. Dengan menggunakan framework bernama Social Construction of Technology (SCOT), studi ini menemukan bahwa platform aplikasi PeduliLindungi tumbuh berkembang seiring dengan pertemuan pengetahuan serta interaksi sosial diantara manusia. Dengan kata lain, aplikasi PeduliLindungi bukan platform yang dibentuk sebagai respon krisis pandemi Covid-19. Justru sebaliknya, aktivitas manusia yang melahirkan aplikasi PeduliLindungi. Lebih jauh, studi ini menggunakan metode penelitian yang digunakan adalah historiografi dengan pendekatan konstruktivis. Adapun data dalam penelitian ini memanfaatkan beberapa berita, dokumen, jurnal yang berkaitan dengan platform aplikasi PeduliLindungi.

Abstract

Studi ini menempatkan fokus terhadap inovasi pembelajaran daring yang tengah menyebar luas, terutama pada sektor pendidikan. Dengan menggunakan kerangka Multi-Level Perspective (MLP), studi ini membangun argumen bahwa kelompok-kelompok sosial relevan yang berada pada level meso telah merespons berbagai perkembangan landskap jaringan internet dan kebaruan pada level mikro, sehingga berdampak kepada keberhasilan inovasi pembelajaran daring. Lebih jauh, kondisi pandemi Covid-19 sebagai unintended non-human actor telah berkontribusi terhadap dorongan keberhasilan inovasi pembelajaran daring. Studi ini menggunakan metode penelitian historiografi dengan pendekatan konstruktivis untuk menjelaskan bagaimana perubahan landskap dan relasi antar aktor dalam bidang pendidikan sebagai bagian dari adanya inovasi kebijakan. Adapun, data yang digunakan dalam penelitian ini berupa artikel jurnal, berita maupun laporan yang berkaitan dengan inovasi pembelajaran daring.

Abstract

Salah satu perubahan besar dari kehidupan berpemerintahan maupun interaksi sosial melekat pada perkembangan interaksi melalui internet. Banyak aspek dari kehidupan sosial, politik, budaya dan ekonomi yang bertransformasi menjadi digital. Perkembangan ini turut hadir dalam penyelenggaraan pemilu. Perhelatan pemilihan kepala daerah (pilkada) tahun 2020 menunjukkan bagaimana pemilu tetap dapat dilakukan dengan lebih besar porsinya pada kampanye melalui media sosial. Sedikit menelisik ke belakang, kampanye politik melalui media sosial menguat sejak pemilu tahun 2014, ketika polarisasi politik yang kuatmulaimuncul. Artikel ini hendak menunjukkan bagaimana persoalan terkait dengan etika pemilu pada dasarnya merupakan hal yang berkontestasi (contested), terutama pada era ketika demokrasi dipengaruhi secara kuat dalam aspek digital. Bagaimanapun, persoalan etika tergantung oleh beragam aspek, salah satudiantaranyaterkait dengan ruang dan model interaksi warga negara. Berbasiskan pada pendekatan kualitatif dengan mengandalkan data sekunder dari internet, berupa jurnal dan berita, artikel ini mencoba untuk melihat keterkaitan perubahan konsep mengenai warga negara dalam dinamika perubahan pola interaksi politik dan etika pemilu.

Abstract

This article aims to elaborate on whether the openness of spatial data by the government has an implication for the formulation of government policies. The case was taken in two provinces, namely the East Java provincial and the Special Capital Region (DKI) Jakarta. The case study method was conducted by referring to a database of documents, journals, news and books relating to the spatial data visualization and provincial government policies. ArcGis application is also used as one method of presenting data. As a result of the elaboration by using the concept of models open government data (OGD) and spatial policy-making, this article discovers facts that models of OGD in East Java are at the four-stage which is data integration between government and social data. However, DKI Jakarta shows the stage of OGD models is in integration government data stage. Both provincial showed that the policy-formulation for Covid-19 are not based on spatial data. Therefore, it can be assumed policy for handling Covid-19 is not effective. Both of provinces shows continually increasing cases of Covid-19 positive patients. These two provinces are predicated as the highest level of Covid-19 cases in Indonesia. From a practical point of view, Indonesia needs to implementing spatial data-based policies to break the Covid-19 chain, as this kind of policy orientation has been successfully implemented by Taiwan which has been successful tackling Covid-19.

Abstract

It is commonly assumed that multidisciplinary and interdisciplinary research collaborations involve various values, knowledge, and practices, thereby existing between science and policy. This study argues, oppositely, that multidisciplinary and interdisciplinary research collaborations are socially constructed and not to be taken for granted. To support its argument, this article uses the concept of boundary work to see how the interaction between science and policy is constructed. Taking as its case study the Ground Up consortium, a collaborative water management research programme involving the Netherlands and Indonesia, this study finds that boundary work generated and formed boundaries between science and policy through a joint call for proposal documents, research proposals, and three people operating at boundaries. Furthermore, this article shows that the collaborative research in the Ground Up consortium was a social process evidenced through three mediums: text, object, and person. This qualitative research thus uses a single-case study to explore boundary work in a consortium setting. Data were collected through a review of documents (meeting notes, research proposals, and calls for proposals) as well as in-depth interviews with three members of the Ground Up consortium.

Abstract

Salah satu persoalan serius dalam demokrasi di Indonesia ada pada praktik politik uang dalam pemilihan umum (Pemilu). Dalam banyak hal, praktik politik uang cukup problematik. Praktik politik uang diyakini berlangsung tetapi sulit untuk dibuktikan. Hal ini dapat disebabkan oleh keengganan dari warga negara untuk melaporkan praktik politik uang. Di sisi yang lain, angka partisipasi pemilih di Indonesia dari waktu ke waktu cukup tinggi. Untuk menjawab paradoks tersebut, tulisan ini mencoba mengelaborasi ketertarikan warga negara untuk berpartisipasi dalam pemilu dengan kesadaran akan politik uang. Pertanyaan yang hendak dijawab yakni sejauh mana partisipasi memilih berpengaruh terhadap kesadaran politik uang? Untuk menjawab pertanyaan tersebut, tulisan ini menggunakan data survei Kolasse di Daerah Istimewa Yogyakarta (D.I.Y) pada bulan Desember 2022 serta menggunakan data riset yang dilakukan oleh Research Center for Politics and Government (PolGov) pada pagelaran Pemilihan Kepala Desa (Pilkades) di Yogyakarta pada bulan Desember 2018. Hasil analisa menunjukkan bahwa semakin seseorang hendak berpartisipasi untuk memilih, maka semakin seseorang tersebut tidak akan melaporkan praktik politik uang. Hal ini menarik, mengingat D.I.Y merupakan salah satu provinsi dengan provinsi dengan Indeks Pembangunan Manusia (IPM) yang sangat tinggi di antara provinsi. Tingginya angka IPM menunjukkan tingginya kualitas hidup di wilayah tersebut yang diharapkan dapat berpengaruh pula terhadap kualitas demokrasi. Pun demikian dengan telaah kualitatif menunjukkan semakin rendah level pagelaran pemilu di Indonesia, semakin kecil kemungkinan terjadinya politik uang. Kondisi ini juga didukung oleh potensi terbangun dan kuatnya tautan politik antara warga dengan organisasi masyarakat sipil. Tulisan singkat ini diharapkan dapat memberikan kontribusi untuk memantik pembahasan terkait dengan politik uang. Di sisi lain, tulisan ini masih memiliki kekurangan, terutama berkaitan dengan pentingnya untuk melakukan elaborasi terkait dengan operasionalisasi politik uang, kebutuhan pengukuran menggunakan data survei dengan jumlah responden yang besar serta berskala nasional serta penguatan pembuktikan dalam riset celah penggunaan politik uang dalam skala nasional dan regional.

Abstract

Evidence-based policymaking (EBP) relies on an epistemological assumption that evidence from randomized controlled trials (RCTs) is the finest evidence for policy formulation, while expert testimony is the poorest one. This paper argues that while RCTs are a valuable source of empirical evidence for policy interventions, they are not sufficient on their own to support evidence-based policy formulation. Through the lens of the INUS framework of causation, we demonstrate that the effectiveness of a policy is influenced by a complex interplay of contextual factors, which RCTs alone cannot capture. We advocate for the integration of contextual and qualitative knowledge, including testimonies from experts and community members, to supplement RCT findings. This additional knowledge provides insights into the social, cultural, and subjective dimensions of the target population, addressing motivations, preferences, and other factors that can significantly impact policy success. By comparing reductionist and non-reductionist perspectives on the use of testimony in evidence-based policy, we argue for a balanced approach that values credible testimonies as essential to understanding context. Ultimately, this paper underscores the importance of a multifaceted evidence approach in crafting effective, context-sensitive public policies.

Abstract

The monetary turmoil that occurred in 1998 plunged Indonesia into an economic crisis that had an unfavorable impact on the national economy, which at the time was dependent on foreign investment. In the end, to help improve the economy in Indonesia, the Government at that time took action to ask for assistance from the International Monetary Fund (IMF). The injection of funds from the International Monetary Fund (IMF) provided conditions for the Government of Indonesia to establish new bankruptcy regulations from the commonly used Dutch Bankruptcy Law of 1905 (Faillissements-Verordening, Staatsblad 217/1905 and Staatsblad 348/1906) so that the Government issued Government Regulation in Lieu of Law Number 1 of 1998 concerning Amendments to the Bankruptcy Law. In PERPPU 1/1998, it provides easy bankruptcy application requirements where the conditions only require 2 creditors and one of the creditors has a debt that has matured. Until Law No. 37/2004 on Bankruptcy and PKPU was enacted, the requirements for bankruptcy applications remained unchanged, so this paper aims to analyze the requirements for filing bankruptcy applications, which tend to be pro-creditor, so that it is straightforward to put debtors in a state of bankruptcy or PKPU, where the existence of the Bankruptcy and PKPU Law should provide help for debtors to find a solution to the debt pressure that has hit the debtor.
