Abstract

Public service is an absolute thing that happens in human social life. This makes public services one of the aspects that must be considered in governance for the purpose of creating satisfaction in the process of social interaction. One of the institutions that has not been able to provide maximum public services to the community is the Sekejati Post Office, Bandung City. The Sekejati Post Office in Bandung City provides several services to the community, one of which is the PDAM bill payment service. In the service process for paying PDAM bills, it was found that there are still service support facilities that have been unable to operate properly. This study aims to determine how to provide bill payment services for PDAM Post Office Sekejati Delivery Center Bandung City. The research process was carried out using qualitative research methods where in-depth interviews and observation methods carried out the data collection process. From the research that has been done, it was found that the obstacles that occur in the process of optimising the PDAM bill payment service at the Sekejati Post Office in Bandung City are systems that often have errors and there is a buildup of queues when one of the counter officers is unable to attend due to health reasons.

Abstract

Pelayanan publik yang inklusif di tingkat desa merupakan prasyarat penting untuk mewujudkan keadilan sosial. Program Desa Ramah Pelayanan Publik hadir sebagai bentuk advokasi kolaboratif antara Politeknik STIA LAN Bandung, Ombudsman RI Perwakilan Jawa Barat, dan Dinas Pemberdayaan Masyarakat dan Desa (DPMD) Provinsi Jawa Barat, dengan fokus pada peningkatan kapasitas aparatur desa dalam menghadirkan layanan yang bebas dari diskriminasi dan maladministrasi. Menggunakan pendekatan advokasi kebijakan model Sharma, program ini dilaksanakan di Kabupaten Karawang sebagai wilayah percontohan melalui enam tahapan strategis, mulai dari identifikasi masalah, pembentukan jejaring inti, pemilihan isu strategis, perumusan strategi, pelaksanaan kegiatan inti, hingga evaluasi awal. Intervensi yang dilakukan mencakup deklarasi komitmen desa ramah pelayanan publik, sosialisasi prinsip-prinsip layanan, penyelenggaraan layanan bersama, dan rembug warga, dengan melibatkan pemerintah daerah, aparatur desa, masyarakat, serta media massa. Hasil awal menunjukkan adanya peningkatan kesadaran dan komitmen aparatur desa terhadap prinsip pelayanan publik yang inklusif, yang teridentifikasi dari partisipasi aktif dalam sesi sosialisasi dan kesediaan kepala desa menandatangani deklarasi bersama sebagai bentuk komitmen awal. Temuan lapangan juga menunjukkan bahwa kolaborasi lintas lembaga menjadi faktor pendukung utama pelaksanaan program, sedangkan koordinasi antaraktor dan belum tersedianya instrumen evaluasi yang terstandar masih menjadi tantangan. Oleh karena itu, tindak lanjut diarahkan pada penguatan kapasitas desa, penyusunan instrumen penilaian Desa Ramah Pelayanan Publik, dan advokasi kebijakan agar inisiatif ini memperoleh payung hukum di tingkat provinsi.

Abstract

Regulations and policies of Law of the Republic of Indonesia Number 18 of 2008 and its derivatives on Waste Management have ushered in a more comprehensive and integrated waste management system in Palembang City from upstream to downstream which includes waste reduction and processing activities. However, there are problems in maintaining the environment sustainably. Sustainable environmental development needs to optimize waste management from upstream (reduce, reuse, recycle) to downstream. This study aims to evaluate the extent and quality of waste management awareness among early childhood education students in Palembang City, and to assess the role of school-based curricula and parental participation in shaping that awareness. Specifically, it asks: (1) To what degree do students in Palembang understand core waste management concepts (sorting, reduction, recycling, composting)? (2) How do institutional and parental factors mediate or constrain that understanding? (3) What does the Paulo Freire’s empowerment framework reveal about the transformative potential and limitations of current pedagogical practices? The research method used is a mix method, namely by combining quantitative and qualitative approaches. Data sources are from the results of interviews, observations and documentation studies. The results of the study revealed that waste management activities that have been taught by early childhood education teachers cannot all be understood by each student due to the age limitation to understand waste materials and their management, so it is necessary to invite parents to be involved in children's waste management activities and provide education related to practices that can be done at home.
