Abstract

Perkembangan teori demokrasi sebagai sub-bidang ilmu politik berbarengan dengan keberadaan demokrasi modern. Sejak didirikan, teori negara telah mendominasi demokrasi modern. Dalam studi tentang demokrasi modern, para ahli telah membedakan antara pemahaman demokratis dan teori demokrasi. Perbedaannya membantu menjelaskan pendekatan terhadap subjek demokrasi menurut para pakar ilmu politik. Sejumlah teori demokrasi telah muncul di lingkungan akademik dan merupakan hasil dari para ilmuwan politik profesional. Literatur yang dibahas tentang teori demokrasi kontemporer mengungkapkan ada lima teori demokrasi yang mendominasi literatur — meskipun masih banyak yang tumpang tindih. Kelima teori yang bertahan adalah: (a) pluralis, (b) partisipatif, (c) liberal minimalis, (d) deliberatif, dan (e) agonis. Mayoritas perdebatan teoretis di antara para ilmuwan politik sehubungan dengan teori demokrasi harus melibatkan satu atau lebih teori-teori yang disebutkan di atas. Oleh karena itu, untuk memiliki pemahaman menyeluruh tentang teori demokrasi modern, setiap murid harus memahami perbedaan tersebut. Sebagian besar perdebatan teoritis di antara para ilmuwan politik tentang teori demokrasi melibatkan satu atau lebih teori-teori ini. Karena itu, setiap siswa yang ingin mengeksplorasi pemikiran demokratis modern harus memahami perbedaan dalam lima teori ini.

Abstract

This study delves into the intricate relationship between the state and government, with a specific focus on bureaucracy as a pivotal component of government policy. Against the backdrop of political science, the article investigates the politicization of bureaucracy during the 2024 elections in Indonesia. By tracing the historical trajectory of bureaucratic politicization from the New Order to Reformasi, the research sheds light on the evolution of this phenomenon. Emphasizing bureaucratic neutrality as a cornerstone of good governance, the study employs a qualitative-critical descriptive approach through literature reviews. Qualitative data, derived from expert statements and scientific perspectives, undergoes rigorous analysis using discourse and content analysis methods. The historical analysis exposes the enduring link between bureaucracy and politics, notably during the New Order era, characterized by Golkar's absolute dominance. Despite post-1998 bureaucratic reforms, the persistent challenge of bureaucratic politicization looms large, especially in anticipation of the 2024 elections. The research underscores that achieving bureaucratic neutrality encounters obstacles rooted in the political system and socio-political conditions. Conceptual and theoretical discussions, though robust, falter in implementation. Effectuating bureaucratic neutrality mandates stringent adherence to rules, commitment from all bureaucracies, and robust supervision and law enforcement. The imperative for bureaucratic neutrality in the 2024 elections necessitates comprehensive socialization across bureaucracies and active stakeholder engagement, particularly from political parties. Fostering awareness of bureaucratic integrity and neutrality is indispensable for upholding public service duties and advancing the principles of good governance in Indonesia.

Abstract

Perilaku pemilih pemula di Kecamatan Kebayoran Baru merupakan perilaku yang kemudian baru memilih pada saat hari pemungutan suara terutama pada Pemilihan Presiden dan Wakil Presiden tahun 2024 di Kecamatan Kebayoran Baru. Perilaku pemilih pemula di Kecamatan Kebayoran Baru dalam lingkup pemilih pemula secara keseluruhan mengetahui para Presiden dan Wakil Presiden melalui sosial media (Instagram, Tiktok, artikel, biografi). Banyak dari pemilih pemula untuk memilih Presiden dan Wakil Presiden, seperti meliha informasi seputar kepemiluan melalui media sosial, maupun melihat siaran 5 kali debat kandidat yang di gelar oleh Komisi Pemilihan Umum Republik Indonesia (KPU RI). Tujuan dari penelitian ini adalah untuk melihat perilaku pemilih pemula di Kecamatan Kebayoran Baru berdasarkan teori Perilaku Pemilih (Stuktural, Sosiologis, Psikologis dan Rasional). Penelitian ini menggunakan Kualitatif deskriptif dengan Teknik analisis isi secara empiris dengan teknik analisis isi secara induktif. Berdasarkan hasil penelitian perilaku pemilih pemula di Kecamatan Kebayoran Baru dikategorikan menjadi tiga klasifikasi pemilih pemula pelajar SMA dan SMK, masyarakat sipil dan mahasiswa. Hasilnya, 60% Pemilih pemula masih berdasarkan model pendekatan rasional ketika memilih pada hari pemungutan suara pada pemilihan Presiden dan Wakil Presiden Tahun 2024 di Kecamatan Kebayoran Baru, Jakarta Selatan, DKI Jakarta.

Abstract

The 1998 Reformasi represents a pivotal shift in Indonesia's political evolution, directing the nation towards electoral democracy with aspirations for transparent and accountable governance. However, this transition has paradoxically entrenched political corruption within the democratic framework rather than mitigating it. This article investigates political corruption as an institutional pathology inherent in electoral democracy, highlighting the influences of weak institutions, dependency on patronage, and a deficiency in political ethics that foster transactional practices within procedural democracy. The theoretical framework used is derived from Nye, Friedrich, and Philp, who conceptualize corruption as a socio-political phenomenon that surpasses legalistic definitions. A comparative analysis between developed and semi-democratic nations illustrates that the effectiveness of democracy in combating corruption is significantly contingent upon institutional consolidation, a deliberative political culture, and the presence of robust checks and balances. The findings suggest that post-Reformation of Indonesian democracy continues to grapple with issues of money politics, insufficient transparency in party financing, and weak accountability among political elites. The article argues that without comprehensive reforms—including enhanced regulatory measures, education in political ethics, and the empowerment of civil society—democracy risks degenerating into mere proceduralism that legitimizes corruption. This study contributes to the broader discourse on the intricate relationship between electoral democracy and corruption in developing countries.

Abstract

: In the last two decades, discussions surrounding deliberative democracy have significantly increased the rational dialogue, equitable participation, and the cultivation of reflective public opinion in the realm of political decision-making. Nonetheless, the current academic literature has largely ignored the role of political parties as institutional actors that bridge the gap between the government and society. This article addresses this oversight by critically examining the substantive role of political parties within the context of deliberative democracy, along with proposing avenues for institutional reform aimed at fostering a more inclusive democratic process. Through a comprehensive analytical method of literature review and cross-country comparisons, this study investigates the deliberative capacities of political parties in the United States, Europe (with particular emphasis on Germany and Scandinavia), and Indonesia. The findings indicate that European political parties have been relatively successful in integrating public discourse forums into their internal frameworks, whereas in the United States, the process of deliberation is frequently obstructed by ideological polarization and economic hegemony. On the other hand, Indonesia encountered patronage politics, weak institutionalization, and a transactional political culture as their main challenges. The study concludes that the absence of a robust internal deliberative infrastructure substantially contributes to the crisis of party representation. This research emphasises on reintegrating the role of political parties as facilitators of public discourse, rather than relegating them to the status of mere electoral machines. Strategic recommendations include the implementation of internal structural reforms, the development of idea-driven party cadres, and the fostering of stronger partnerships with civil society to enhance substantive democracy.
