Abstract

AbstrakPenelitian ini dilakukan untuk memotret pengembangan kapasitas sumberdaya manusia aparatur di Kabupaten Samosir. Metode pendekatan yang digunakan adalah deskriptif kualitatif, dengan penggunaan data primer dan sekunder. Hasil penelitian menunjukkan kualitas sumberdaya manusia masih rendah, banyak jabatan struktural yang belum terisi, rekrutmen belum didasarkan pada analisis jabatan, evaluasi jabatan belum dilakukan, penilaian kinerja individu berdasarkan kompetensi belum dilakukan, serta sebagian besar pegawai belum mendapatkan diklat sesuai dengan jabatannya.Disarankan untuk melakukan penataan sistem rekrutmen; analisis jabatan; evaluasi jabatan; penyusunan standar kompetensi jabatan; penilaian individu berdasarkan kompetensi; pengembangan database pegawai; dan perbaikan kurikulum pendidikan dan pelatihan. sumberdaya manusia, pengembangan, kapasitas. AbstractThis research was conducted to capture the human resource capacity development of Samosir regency officials. The method used in this research is descriptive qualitative method, using the primary and secondary data. The results of the research demonstrates that the quality of human resources is still low, there are many positions in the organization structure are unfilled, the employee recruitment system is not based on job analysis, job position evaluation system have not been implemented,individual performance evaluation is not done according to competency based assessment, and employees have not received training according to their job position. It is recommended to perform system setup on recruitment; job analysis; Job evaluation; setting on job competency standard;competency based individual assessment; employee database development, and improvement on education and training curricula.      .

Abstract

Tulisan ini bertujuan untuk memberikan gagasan baru mengenai sosok kepemimpinan tahun 2014. Wacana yang muncul saat ini hanya terkesan bagi-bagi kekuasaan antara satu partai dan partai lainya dalam satu koalisi, sementara perdebatan tentang cita-cita nasional masih menempati ruang-ruang sempit. Pertarungan gagasan-gagasan besar seharusnya yang harus dijadikan budaya politik dalam setiap kegiatan politik seperti pemilu. Sehingga kesan pemilu hanya kepentingan segelintir orang yang mengakibatkan merebaknya apatisme politik dalam bentuk golongan putih dapat dihindari dan berubah menjadi partisipasi politik. This paper aims to provide new ideas about leadership figure in 2014. The discourse that emerged today only seem to divide power between the parties and other parties in a coalition, while the debate about national ideals still occupy cramped spaces. The fight should have great ideas that should be a political culture in any political events such as elections. So the impression only the interests of the few elections that resulted in widespread political apathy in the form of white group can be avoided and turned into political participation.

Abstract

AbstrakPenelitian ini dilakukan untuk mengidentifikasikan faktor-faktor penyebab penyimpangan peran Lembaga Swadaya Masyarakat (LSM) di Kalimantan Barat. Metode pendekatan yang digunakan adalah deskriptif kualitatif. Informan meliputi aparat Pemerintah Daerah dan masyarakat. Hasil penelitian menunjukkan bahwa faktor-faktor menyebabkan penyimpangan peran LSM, antara lain: mencari motif keuntungan; ketiadaan sumber dana dan rendahnya profesionalisme; ideologi yang tidak jelas; regulasi yang terlalu longgar. Upaya-upaya yang dilakukan untuk mengembalikan peran LSM, antara lain LSM harus melakukan perubahan mendasar demi meningkatkan kapasitasnya dan LSM harus membangun kredibilitas dan identitasnya di mata masyarakat dan pemerintah AbstractThis study was conducted to identify the cause factors on the role deviation of Non Governmental Organization (NGO) in West Kalimantan. The method of approach used is descriptive qualitative method. Informants that included are local government officials and public source. The results showed that some of the factors that cause deviations role of NGOs, are: profiteering motives; lack of funds and lack of professionalism, the ideology is unclear; loose regulations. Efforts that should be made to restore the role of NGOs, includes fundamental changes that NGOs must make in order to enhance its capacity and establish NGOs credibility and credentials in the society and government view.
