Abstract

The issue of wages is by all standards. the most crucial in albor relationship, so that in order to protect and improve on the prosperity of workers, government can not surrender its responsibility over wages to the forces of market mechanism. Besides, it is absolutely desirable that government issues a policy on minimum wage rates/6r workers. Fro»: the results of the anahsis of this work. we can never thelecs, draw a conclusion shot the wage policy which is pursued by governmewni it no! effective, .cc that it is not able to achieve the objecti:v that government intended a far. The failare of th,s wage policy can be attributed so four *tors; (1) the level of policy formulation. (2) the survey or the revision of this minimum wages which is not done perediocally. (3) legislation on wages and (4) lack of instruments which can ej: fectively forces the employers to observe legislation on wages. As a solution, the author suggests the necessity to strengthen the negotiating position of the workers to encompass their wider acces to government policy.

Abstract

RESUME: Studi tentang gerakan buruh di Indonesia terlalu dikotomis: di satu pihak menggunakan cara pandang politik, baik gerakan buruh sebagai gerakan politik maupun relasi gerakan buruh dengan partai politik. Di sisi lain, gerakan buruh diposisikan sebagai gerakan ekonomi. Akhir-akhir ini, bangkit kembali cara pandang politik dalam memahami gerakan buruh. Cara pandang semacam itu dipengaruhi oleh teori-teori dari dunia Barat dan Eropa Timur. Teori klasik dari Barat memang melihat gerakan buruh sebagai upaya untuk memelihara dan meningkatkan kesejahteraan buruh. Teori dari Barat ada juga yang menyatakan bahwa gerakan buruh adalah untuk mencapai tujuan ganda, yaitu optimalisasi upah dan perlindungan pekerjaan. Sebaliknya, teori-teori yang berkembang di Eropa Timur banyak dipengaruhi oleh pandangan bahwa pekerja itu sebagai komoditas; dan majikan yang mempekerjakan mereka telah melakukan eksploitasi dalam berbagai bentuk untuk mendapatkan keuntungan berlipat. Ada juga pandangan bahwa gerakan buruh adalah sebagai kekuatan transformatif secara sosial dan politik. Artikel ini menjelaskan gerakan buruh di Indonesia dengan menggunakan konsep dualitas. Menurut penulis, gerakan buruh di Indonesia paling tepat dipahami dengan konsep dualitas, bukan dengan konsep dualisme maupun dualistik. Dengan menggunakan metode analisis data sekunder, penelitian ini menyimpulkan bahwa tumbuh dan berkembangnya dualitas dalam gerakan buruh di Indonesia tidak bisa dilepaskan dari sejarah kelahiran gerakan buruh, relasi yang khas antara buruh dan negara, pluralitas masyarakat Indonesia, serta industrialisasi yang meluas dan kurang melakukan pendalaman. Menguatnya dualitas dalam gerakan buruh pasca pemerintahan Orde Baru juga disumbang oleh kegagalan pemerintah Soeharto dalam memaksakan gerakan ekonomi bagi para buruh.  KATA KUNCI: Dualitas; Gerakan Buruh; Gerakan Politik; Gerakan Ekonomi; Industrialisasi. ABSTRACT: “The Duality of Labor Movement in Indonesia”. The study of the labor movement in Indonesia are dichotomous: on the one hand using a political point, both the labor movement as a political movement nor the relation of the labor movement with a political party. On the other hand, the labor movement is positioned as an economic movement. Lately, resurgent political perspective in understanding the labor movement. Such a perspective is influenced by the theories of the West and the Eastern Europe. Classical theory of the West did see the labor movement as an effort to maintain and improve the welfare of workers. Theory of the West, there is also stated that the labor movement is to achieve the dual purpose of optimizing wage and job protection. Conversely, theories that developed in Eastern Europe is heavily influenced by the view that the worker as a commodity; and employers who hire them have done in various forms of exploitation for profit doubled. There is also a view that the labor movement is as transformative power of socially and politically. This article explains the labor movement in Indonesia by using duality concept. According to the writer, labor movement in Indonesia is best understood by the concept of duality, not dualism nor dualistic. By using secondary data analysis method, this study concludes that the emerging and development of the duality in the labor movement in Indonesia formed by momentum birth of the labor movement, the typical relationship between the workers and the state, a plurality of Indonesian society, and the widespread industrialization and the lack of deepening. The duality strengthening during the labor movement after the New Order government era, also formed by Soeharto governments failure to impose economic movement for workers.
