Abstract

Abstract

Indonesia is a state with its uniquely own Pancasila as a national ideology. More than just an ideology, Pancasila has been proved multiple times acts as a unifying factor for Indonesia. Furthermore, many scholars and political leaders of Indonesia defined that the state identity of Indonesia is deeply embedded within Pancasila. Pancasila is the unifying factor for Indonesia, which means that multiculturalism, various religions, ethnic groups, and races, could exist and all be tied up within Pancasila, which is already well-known in the domestic sector. But the question that arose is, how do other states view Indonesia? Does the Pancasila identity featured by Indonesia also seen by other states in the international sector? To answer this question, one must clarify with the International Relations approach as a relevant discipline. Through this paper, the results found out that there have been many attempts to show that the state identity of Indonesia is embedded with Pancasila in the international sector.

Abstract

This paper investigates Indonesia’s challenges in the global techno-geopolitical order and the role of Pancasila as a normative foundation for foreign and technology policy. Existing analyses often reduce Indonesia’s strategy to pragmatic hedging amid U.S.-China rivalry. This study advances the debate by highlighting the tension between the rhetorical and substantive use of Pancasila. As rhetoric, Pancasila legitimizes existing choices (e.g. “hedging”) without addressing structural dependency. As substance, it provides an ethical paradigm that integrates justice, humanity, and sovereignty into digital governance. The paper demonstrates how Indonesia can move beyond pragmatist adaptation (Western liberal universalism, Chinese techno-statism, and competing Global South approaches, e.g. Brazil’s rights-based model and India’s growth-based strategy) toward normative entrepreneurship. The paper prescribes three steps: (1) operationalizing Pancasila values into measurable benchmarks, (2) reframing hedging as normative entrepreneurship, and (3) aligning domestic digital strategies with ethical commitments. The core contribution is to show that Indonesia’s global relevance hinges not merely on strategy, but on transforming Pancasila into a “substantive compass” for techno-diplomatic engagement, or as an approach that offers a distinct normative alternative in international debates on digital order.

Abstract

Gender inequality remains a significant barrier to democratic quality in Indonesia, particularly in parliamentary representation. Although women’s political participation is constitutionally guaranteed, their presence in parliament reached only 20.35% in 2020, below the 30% global recommendation (IPU, 2020). This study explores how political party culture affects women’s representation using the Feminist Institutionalism (FI) framework combined with Pancasila values. It examines both formal institutions, i.e. electoral quotas, internal party rules, and women’s roles in party decision-making, and informal institutions like religious norms, gendered moral expectations, and patron-client traditions. The findings reveal that while formal mechanisms supporting women exist, their implementation is often symbolic, lacking meaningful impact. Informal institutions still dominate political life, reinforcing masculine leadership ideals and limiting women’s access to power. Practices such as political dynasties and patronage systems further marginalize women, especially those without elite backgrounds or financial capital. Viewed through Pancasila, there is a clear gap between foundational national ideals and political realities. While Pancasila promotes justice and equality, entrenched patriarchal norms continue to shape political participation. The study concludes that deeper cultural transformation is needed to align political party practices with the inclusive spirit of Pancasila.

Abstract

This study investigates the intersection of bottom-up democratization and Indonesia’s foreign policy during the August 2025 protests and President Prabowo’s visit to China. The research employs descriptive statistics within a mixed-methods framework, specifically utilizing Quantitative Content Analysis (QCA) for social media data and frequency distribution analysis for questionnaire data. Utilizing Kertzer and Zeitzoff’s framework, the research analyzes 7,139 Instagram comments and 837 survey responses. The findings reveal the rise of “Critical Digital Nationalists” who invoke Pancasila to demand ethical diplomacy. However, digital activism remains structurally limited by symbolic expression and echo chambers. This allows the state to exploit nationalist sentiment for geopolitical pragmatism while ignoring substantive critique. Ultimately, Pancasila serves as a vibrant bottom-up “moral grammar,” yet its policy impact is constrained by the state’s dominance in the two-level game. Thus, the revitalization of Pancasila is needed, but it must move beyond state rhetoric and genuinely integrate these bottom-up ethical aspirations into the practical conduct of Indonesia’s international affairs.
