Abstract

The Covid-19 pandemic has affected the welfare of Indonesian children. Many children have suddenly become orphans due to the death of their parents due to the Covid-19. These children need help to be able to continue life after the death of their parents. This paper examines social protection in an effort to fulfill the rights of orphans victims of the Covid-19 pandemic. The writing method is a documentary study using the theory/concept of social protection as an analytical tool. The results of the study show that social protection is very important in order to fulfill the rights of orphans victims of the Covid-19 pandemic. They are vulnerable children whoneed serious treatment after the death of their parents. Social protection in this case is not just a humanitarian action but is more aimed at saving the future of the next generations who are expected to become useful people for the nation and state. These orphans are a big issue that must be overcome. Social protection should be carried out systematically and comprehensively, taking into account the following steps: (1)  identifying the problems of orphans victims of the Covid-19 pandemic; (2) listening to the opinions of orphans victims of the Covid-19 pandemic; (3) assessment and analysis of issues to be addressed; (4) budget allocation and fundraising; and (5) social protection measures in an effort to fulfill the rights of orphans victims of the Covid-19 pandemic. The recommendations are: (1) the government immediately completes data collection for orphans victims of the Covid-19 pandemic; (2) the government prepares social protection measures for orphans victims of the Covid-19 pandemic; (3) the Indonesian House of Representatives keep monitoring the government's performance regarding the implementation of social protection for orphans victims of the Covid-19 pandemic.AbstrakPandemi Covid-19 telah memengaruhi kesejahteraan anak Indonesia. Banyak anak mendadak menjadi yatim piatu karena kematian orang tua akibat Covid-19. Anak tersebut memerlukan bantuan untuk dapat melanjutkan kehidupan setelah kematian orang tuanya. Tulisan ini mengkaji tentang perlindungan sosial dalam upaya pemenuhan hak-hak anak yatim piatu korban pandemi Covid-19. Tulisan ini menggunakan studi dokumentasi dengan teori/konsep perlindungan sosial sebagai alat analisis. Hasil kajian menunjukkan bahwa perlindungan sosial sangat penting dilakukan dalam rangka pemenuhan hak-hak anak yatim piatu korban pandemi Covid-19. Mereka adalah anak rentan yang membutuhkan penanganan serius setelah kematian orang tuanya. Perlindungan sosial dalam hal ini bukan sekadar tindakan kemanusiaan, namun lebih ditujukan pada upaya penyelamatan masa depan generasi penerus yang diharapkan kelak menjadi orang yang berguna bagi bangsa dan negara. Anak yatim piatu tersebut merupakan isu besar yang harus diatasi. Perlindungan sosial seharusnya dilakukan secara sistematis dan komprehensif, dengan memperhatikan langkah-langkah sebagai berikut: (1) identifikasi masalah anak yatim piatu korban pandemi Covid-19; (2) dengar pendapat anak yatim piatu korban pandemi Covid-19; (3) asesmen dan analisis isu-isu yang harus ditangani; (4) alokasi anggaran dan penggalian dana; dan (5) tindakan perlindungan sosial dalam upaya pemenuhan hak-hak anak yatim piatu korban pandemi Covid-19. Rekomendasi yang dikemukakan: (1) pemerintah segera menuntaskan pendataan anak yatim piatu korban pandemi Covid-19; (2) pemerintah menyiapkan langkah-langkah perlindungan sosial bagi anak yatim piatu korban pandemi Covid-19; dan (3) DPR RI terus melakukan pengawasanterhadap kinerja pemerintah terkait penyelenggaraan perlindungan sosial bagi anak yatim piatu korban pandemi Covid-19.

Abstract

This research was conducted in 2011 as a basis for discussions on the bill of Social Security Organizer Board at the House of Representatives of the Republic of Indonesia. The research background was the existence of social security program run by local governments, while the central government unable to guarantee social security for all Indonesian. Using a qualitative method, this research was conducted in Jembrana Regency of Bali Province and in Yogyakarta City, of the Special Province of Yogyakarta with a purpose to analyze the management of social security in both local governments. The result of the research shows that the social security program run by local governments is full in term of benefit for the citizens. This research recommended the importance of coordination and resources sharing between central and local governments in management area of social security.

Abstract

Portability principle is one of the nine principles in the implementation of social security in Indonesia. This principle mandates that every participant of National Health Security Program can access health services wherever they are, in all parts of Indonesia. The portability principle is actually very good, but the implementation in the field is not easy. This study wants to understand and analyze: 1) Why the portability principle in the National Health Security Program cannot be implemented optimally?; 2) What is the strategy for optimizing the portability principle in the National Health Security Program? The results of the study show: 1) The portability principle has not been implemented optimally because health facilities/infrastructure have not been adequate. Limited facilities/infrastructure resulted in restrictive regulations so that National Health Security Program participants could only access services outside their residential area as much as 3 times and after that they had to decide whether to move to their initial health facilities or not; 2) The strategies needed to optimize the implementation of the portability principle are improvement of health facilities and infrastructure.AbstrakPrinsip portabilitas merupakan salah satu dari sembilan prinsip dalam penyelenggaraan jaminan  sosial  di  Indonesia.  Prinsip  ini  mengamanatkan  agar  setiap  peserta  Program  Jaminan Kesehatan Nasional bisa mengakses layanan kesehatan di manapun mereka berada, di seluruh wilayah Indonesia. Prinsip portabilitas sebenarnya sangat bagus, namun pelaksanaannya di lapangan tidak mudah. Penelitian ini ingin mengetahui dan menganalisis mengapa prinsip portabilitas dalam Program Jaminan Kesehatan Nasional belum dapat dilaksanakan secara optimal dan bagaimana strategi agar prinsip portabilitas dalam Program Jaminan Kesehatan Nasional dapat dilaksanakan secara optimal. Hasil penelitian menunjukkan bahwa prinsip portabilitas belum dapat dilaksanakan secara optimal karena sarana/prasarana kesehatan belum memadai. Keterbatasan sarana/prasarana mengakibatkan adanya aturan yang membatasi sehingga peserta Program Jaminan Kesehatan Nasional hanya bisa mengakses layanan di luar wilayah tempat tinggalnya sebanyak 3 kali dan selebihnya harus memutuskan untuk pindah fasilitas kesehatan atau tidak. Adapun strategi yang dibutuhkan untuk mengoptimalkan pelaksanaan prinsip portabilitas adalah peningkatan fasilitas, sarana, dan prasarana kesehatan.

Abstract

The Covid-19 pandemic has impacted most Indonesians life, including workers. Many people have decreased income and even lost their jobs. It will affect the quality of their life, and in the end, it will reduce their level of welfare. The government has made various social policies to help people who are affected by the Covid-19 pandemic. The goal is, people can survive in the middle of a pandemic that erodes their quality of life. One type of social assistance provided by the Government is social assistance for workers. However, unfortunately, workers, in this case, are limited to those with an income of IDR 5 million and below, and their status is registered in the Institution of Social Security Employment.  This paper examines this matter with a qualitative approach and is based on a literature study. The results show that the social assistance provided by the Government still does not fulfil the sense of social justice for other workers, that is informal workers with lower income and are not registered in the Institution of Social Security Employment. This paper recommends that in the future, the Government should also care for informal workers who need social assistance more than formal workers who have a clear status and income. Through the budget and control function, the Indonesian Parliament should encourage the Government to make social policies that fulfil a sense of justice for all workers affected by the Covid-19 pandemic.AbstrakPandemi Covid-19 telah berdampak pada kehidupan sebagian besar masyarakat Indonesia, termasuk pekerja. Banyak orang mengalami penurunan pendapatan dan bahkan kehilangan pekerjaan. Hal tersebut tentu akan mempengaruhi kualitas kehidupan masyarakat dan pada akhirnya akan menurunkan tingkat kesejahteraan mereka. Pemerintah telah berupaya membuat berbagai kebijakan sosial untuk membantu masyarakat terdampak pandemi Covid-19. Tujuannya adalah agar masyarakat dapat bertahan hidup di tengah pandemi yang terus menggerus kualitas hidup mereka. Salah satu jenis bantuan sosial yang diberikan oleh pemerintah adalah bantuan sosial bagi para pekerja. Namun sayangnya, pekerja dalam hal ini dibatasi hanya pada mereka yang berpenghasilan Rp 5 juta ke bawah dan statusnya terdaftar pada Badan Penyelenggara Jaminan Sosial Ketenagakerjaan. Tulisan ini mengkaji hal tersebut dengan pendekatan kualitatif dan didasarkan pada studi kepustakaan. Hasilnya menunjukkan, bantuan sosial yang diberikan pemerintah tersebut masih belum memenuhi rasa keadilan bagi pekerja lainnya, yaitu pekerja informal yang pendapatannya jauh lebih rendah dan mereka tidak terdaftar pada Badan Penyelenggara Jaminan Sosial Ketenagakerjaan. Pada akhirnya tulisan ini menyarankan agar ke depan, pemerintah juga peduli kepada pekerja informal yang sesungguhnya lebih membutuhkan bantuan sosial dibanding pekerja formal yang sudah jelas status dan penghasilannya.

Abstract

Smart Indonesia Program (PIP) is one of social security policies in education with a purpose to provide assistance for students from underprivileged families. What raise as a problem is the implementation of that policy. This research wants to analyze that problem. This research used qualitative method, with unit of analysis on PIP implementation in Kupang City and Palembang City. Both cities were chosen as analytical units because they were major beneficiaries of the PIP. The result of the research shows that the implementation of the PIP in Kupang City and Palembang City has not been optimal, due to the intervention of the local political elites forcing certain students’ names that should receive assistance. Recommendations proposed are: 1) A comprehensive evaluation of the PIP in Kupang City and Palembang City; 2) A strict regulation that there will not be any politic intervention practices to PIP in Kupang City and Palembang City; 3) Improvement of mechanism on proposing prospective beneficiaries of the PIP; 4) Improvement of mechanism on controlling the utilization of the PIP assistance.Program Indonesia Pintar (PIP) merupakan salah satu kebijakan jaminan sosial di bidang pendidikan yang bertujuan untuk memberikan bantuan kepada siswa-siswa dari kalangan miskin. Yang menjadi permasalahan, bagaimana implementasi kebijakan PIP di lapangan? Penelitian ini bertujuan untuk menganalisis permasalahan tersebut. Penelitian menggunakan metode kualitatif, dengan unit analisis implementasi PIP di Kota Kupang dan Kota Palembang. Kedua kota dipilih sebagai unit analisis karena termasuk wilayah yang menerima bantuan PIP terbanyak di Indonesia. Hasil penelitian menunjukkan, implementasi PIP di Kota Kupang dan Kota Palembang belum optimal, akibat adanya intervensi dari elit politik lokal berupa pemaksaan nama- nama siswa yang harus diberi bantuan. Rekomendasi yang dikemukakan adalah 1) Evaluasi yang komprehensif terhadap PIP di Kota Kupang dan Kota Palembang; 2) Regulasi yang jelas, agar tidak ada lagi intervensi politik praktis dalam PIP di Kota Kupang dan Kota Palembang; 3) Perbaikan mekanisme dalam pengusulan calon penerima bantuan PIP; 4) Perbaikan mekanisme dalam rangka kontrol pemanfaatan bantuan PIP.

Abstract

The background of this paper is the ineffectiveness of implementation of Corporate Social Responsibility (CSR) in many companies. This paper analysis about problems in CSR implementation. The methodology of this paper is literature study. CSR that is regulated in Law No. 40 Year 2007 on Limited Liability Companies and Law No. 25 of 2007 on Investment, is company commitment to build a better quality of life together with the parties (inside or outside the company) to contribute to a sustainable economy. In this case the empowerment of the community is a part of the commitment. The result of analysis showed that the concept of CSR is good, but unfortunately that until now so many companies do not implement CSR properly. Therefore, it is necessary to evaluate the implementation of programs related to CSR, so the program can be implemented on an ongoing basis and can empower communities.

Abstract

The background of this research is the institutional transition period of PT Jamsostek to BPJS Ketenagakerjaan (BPJS TK ). The problem is the constraints BPJS TK in their duty to provide labour protection. The methode of this research is qualitative, and the analysis was based on the theory of workers social security. Aims of research are to find out the obstacles and strategy in protecting on workers. The conclusion of researh are: First, the obstacles is Jaminan Hari Tua ( JHT) cash flow chaos of BPJS TK; Second, the low of public awareness on BPJS TK as confusing by BPJS Health; Third, so many rules of the Central Government and Local Government are not in line; and fourth, the lack of the coordination among related agencies.That is why, it was need strategy to protect workers by strengthen the coordination among regulation and related institution.   Latar belakang penelitian ini adalah masa transisi kelembagaan dari PT Jamsostek ke BPJS TK yang mengelola jaminan sosial tenaga kerja. Permasalahannya adalah kendala BPJS TK dalam menjalankan tugasnya memberikan pelindungan kepada tenaga kerja. Metode penelitian ini adalah kualitatif dan analisis didasarkan pada teori jaminan sosial. Tujuan penelitian adalah mengetahui kendala dan strategi SJSN Bidang Ketenagakerjaan dalam upaya pelindungan pekerja. Kesimpulan penelitian adalah: pertama, ketentuan JHT mengakibatkan kekacauan cash flow BPJS TK; kedua, masih rendahnya pemahaman masyarakat terhadap BPJS TK karena rancu dengan BPJS Kesehatan; ketiga, banyaknya aturan pemerintah pusat dan pemerintah daerah yang tidak sejalan; Keempat, kurangnya koordinasi antarinstansi terkait. Oleh karena itu, diperlukan strategi untuk melindungi pekerja melalui penguatan koordinasi antar berbagai regulasi dan lembaga terkait.
