Haryono No. 169 Malang E-mail :hanifahfadhil@student.ub.ac.id ABSTRAK SP2HP Online merupakan administrasi kepolisian yang memberikan informasi kepada masyarakat tentang perkembangan perkara yang ditangani oleh pihak kepolisian. Guna menjamin transparansi dan akuntabilitas dalam proses penyidikan, petugas penyidik memiliki kewajiban untuk menerbitkan dan menyerahkan SP2HP Online kepada pelapor/pengadu atau keluarga pelapor. Dalam prakteknya, Ditreskrimum Polda Kaltim dalam menyelenggarakan tugas dan fungsi pelayanan di bidang penyidikan perlu diteliti apakah dalam pelaksanaan SP2HP Online pada administrasi perkara sudah efektif ataupun maksimal. Hal ini disebabkan karena beberapa faktor yakni terbatasnya SDM serta sarana dan prasarana yang kurang memadai yang mana dalam hal ini sangat berpengaruh terhadap jalannya pelayanan publik di lingkungan kepolisian. Oleh karenanya perlu penelitian lebih lanjut dengan mengangkat rumusan masalah: (1) bagaimana penerapan asas transparansi dan akuntabilitas dalam administrasi SP2HP Online di Ditreskrimum Polda Kaltim, dan (2) apa saja faktor pendukung dan penghambat serta solusi yang tepat dalam penerapan SP2HP Online di Ditreskrimum Polda Kaltim dalam perspektif Hukum Administrasi Negara. Penelitian ini bertujuan untuk mengetahui dan mengalisis penerapan asas transparansi dan akuntabilitas dalam administrasi SP2HP Online. Penelitian ini menggunakan jenis penelitian yuridis empiris dengan pendekatan sosiolegal. Data primer dan data sekunder yang diperoleh penulis akan dianalisis dengan menggunakan teknik analisis deskriptif kualitatif. Kata Kunci: SP2HP Online, Asas Transparansi, dan Asas Akuntabilitas. ABSTRACT Online inquiry progress report notice (SP2HP) is an administrative part of the police department giving information to the members of the public on the progress of the case enquired by the police. To guarantee transparency and accountability in an inquiry process, an enquirer must issue the SP2HP online to the claimant or the claimant’s family. The public criminal unit Directorate in the regional police, however, needs to be further observed in terms of the way they perform their tasks enquiring into the case, especially regarding whether the online SP2HP has been effectively implemented. Several factors also contribute to the issue such as a lack of human resources and infrastructure and facilities, and these problems affect the administration of public services at the police department. Therefore, observation needs to be carried out to investigate: (1) how are the transparency and accountability principles implemented in the administration of online SP2HP at the unit of the Regional Police of East Kalimantan as mentioned above? 2) what factors contribute to and impede the implementation of online SP2HP at the unit of the Regional Police of East Kalimantan from the perspective of state administrative law and what solution to give? With empirical-juridical methods and a sociolegal approach, this research aims to find out and analyze the implementation of transparency and accountability principles in the administration of SP2HP online.
