Abstract

Kemampuan keuangan daerah dalam mengelola keuangan tercermin dalam Anggaran Pendapatan Belanja Daerah (APBD) yang menggambarkan kemampuan pemerintah daerah dalam membiayai kegiatan tugas pembangunan, serta pemerataan dan keadilan dengan mengembangkan seluruh potensi yang dimiliki oleh masing-masing daerah. Tujuan penelitian untuk mengetahui kemampuan keuangan daerah dan perbandingan tingkat kemampuan keuangan daerah Kota Bitung dan Tomohon periode 2010 – 2014. Metode yang digunakan Deskriptif Komparatif dan teknik pengumpulan data adalah data sekunder. Perhitungan dilakukan menggunakan analisis rasio kemandirian keuangan daerah, rasio derajat desentralisasi fiskal, rasio indeks kemampuan rutin, rasio keserasian, rasio pertumbuhan. Data yang diambil adalah laporan realisasi APBD Kota Bitung dan Tomohon periode 2010-2014. Hasil penelitian menunjukkan Kota Bitung dalam tingkat kemampuan keuangan mengelola rumah tangganya lebih unggul dibandingkan Kota Tomohon. Akan tetapi kedua kota tersebut masih dikategorikan tidak mampu dalam melaksanakan otonomi daerah. Untuk pemerintah daerah Kota Bitung dan Tomohon sebaiknya meningkatkan pendapatan asli daerah dengan cara meningkatkan lagi ketaatan wajib pajak dan membayar retribusi serta pengendalian dan pengawasan atas pemungutan pendapatan asli daerah dengan kualitas, kemudahan, dan ketepatan serta kecepatan pelayanan.   Kata kunci: kemampuan keuangan, kemandirian, desentralisasi fiskal daerah

Abstract

This program aims to provide nutritious food supplements for toddlers through the development of tomato and spinach biscuits (TOMYAM) and to assist *posyandu* (community health post) cadres in monitoring children's nutrition using the E-TingTing application in Aromantai Village. The methodology involved socialization on the importance of toddler nutrition, training in TOMYAM biscuit production, and the use of the E-TingTing application. The program provided tools such as biscuit-making equipment and smartphones for operating the app. The E-TingTing application was designed to digitally record and monitor children’s nutritional status. The results showed that cadres successfully learned how to produce TOMYAM biscuits and use the application effectively, making data recording and monitoring more manageable and enabling timely interventions. The program also increased parental involvement in their children’s nutrition and improved the cadres' skills in both biscuit production and digital health monitoring. In conclusion, the development of TOMYAM biscuits and the E-TingTing application enhanced the capacity of *posyandu* cadres to provide nutritious supplements and monitor children’s nutrition more efficiently. However, the program's sustainability requires continuous support, particularly in overcoming challenges related to technology and internet access in the region.

Abstract

Purpose: This research aims to develop value-added processed products from previously unsellable agricultural produce, namely papaya and bananas, including Papaya-based Abon, Permen (candies), and Selai (jams) or APeS, and Banana-based Keripik (chips), Molen (banana fritters), Permen (candies), and Sale (sugar-coated snacks) or KeMPeS, within the Small and Medium Enterprises (UMKM) sector of Banana Chips in Penantian Village. The research primarily focuses on the utilization of digital marketing strategies as the key tool for marketing these products. Methodology/approach: The research method employed product development experiments and the implementation of digital marketing strategies. Data collection involved surveys, interviews, observations, and market analysis. The results indicate that the developed papaya-based APeS and banana-based KeMPeS products have successfully enhanced the value of previously unsellable agricultural produce. Furthermore, the implementation of digital marketing strategies has proven effective in increasing the visibility and sales of UMKM Banana Chips' products in the digital marketplace. Results/findings: The results indicate that the developed papaya-based APeS and banana-based KeMPeS products have successfully enhanced the value of previously unsellable agricultural produce. Furthermore. Limitation: This research suggest that UMKM in similar regions can leverage similar strategies to develop processed agricultural products and enhance market access through digital platforms. Contribution: This research offers a positive contribution to the development of UMKM in Penantian Village and provides valuable insights into the utilization of digital marketing to support local economic growth.
