Abstract

Public organizations require human resources with adaptive and collaborative capabilities to respond effectively to increasingly complex work demands. Human capital development requires not only the enhancement of knowledge and skills but also learning experiences that strengthen interpersonal competencies and collective organizational capacity. This community engagement program aimed to strengthen human capital and institutional capacity in a public organization through an experiential learning-based outbound program. The activity was conducted in December 2025 and involved employees of the BPS Office of Bulungan Regency. The program employed a participatory approach through individual and group activities designed to develop communication, teamwork, leadership, trust, coordination, problem-solving, and adaptability. Each activity was followed by debriefing and reflection sessions to help participants connect their experiences with workplace situations. Program evaluation was conducted descriptively using questionnaires, observation, and participant reflection. The results indicate that the experiential learning-based outbound activities provided relevant learning experiences for developing interpersonal competencies and encouraged participants to recognize the importance of communication, teamwork, leadership, and problem-solving in achieving organizational goals. The activities also created opportunities for collective learning that may contribute to strengthening institutional capacity. However, long-term impacts on workplace behavior and organizational performance require follow-up evaluation to assess the sustainability and transfer of learning into the workplace.
