Abstract

This article seeks to discuss the economic empowerment of society through the optimalization of BMT’s function of intermediating and financing. Using a descriptive and qualitative approach, this article reveals that the success of economic empowerment should be supported by strategy, tactics and stepping. The program should also be implemented through segmentation and training of clients, providing human resources that understand the vision and mission of empowerment, optimizing BMT’s function of intermediating, and providing a coordinated tool of saving. Intermediation is conducted through developing economic potentials of Muslim community (ummah), improving the quality of human resources, mobilizing societal resources, bridging the relation between the rich and the poor and between the fund owners and users, coaching and balancing in terms of financial support.

Abstract

Abstract: This paper discusses about the progressive regulation of Islamic finance in Indonesia and its relation with the governments political will in shari’ah financial institutions. The progress of shari’ah financial regulation in Indonesia is good enough to solve various demands of operational optimization of shari’ah financial institutions in Indonesia. It shows that shari’ah financial regulation is massive and experiencing good progressive to answer operational problems of shari’ah financial institutions. The situation is also reinforced by the massive of the fatwa of the National Shari’ah Council (DSN). Various development programs of Islamic financial institutions conducted by the government through Bank Indonesia, BAPEPPAM, Financial Services Authority (OJK), and DSN show the existence of political will of the government to shari’ah financial institutions. To give a certain regulation in order to optimize the operational of shari’ah financial institutions, the government has massively issued various regulations. The progressiveness of shari’ah financial regulations prove that the political will of the government is seen in the effort of developing syari’ah financial institutions. Keywords: Progressivity, regulation, syari’ah financial institutions Abstrak: Tulisan ini membahas tentang progresifitas regulasi keuangan syariah di Indonesia dan kaitannya dengan political will pemerintah pada lembaga keuangan syariah. Progres regulasi keuangan syariah di Indonesia cukup bagus untuk menyelesaikan berbagai tuntutan optimalisasi operasional lembaga keuangan syariah di Indonesia. Hal itu menunjukkan bahwa regulasi keuangan syariah cukup masif dan mengalami progresifitas yang baik untuk menjawab persoalan-persoalan operasional lembaga keuangan syariah. Keadaan tersebut diperkuat dengan progres fatwa Dewan Syariah nasional (DSN) yang cukup masif pula. Berbagai program pengembangan lembaga keuangan syariah yang dilakukan oleh pemerintah melalui Bank Indonesia, BAPEPPAM, Otoritas Jasa Keuangan (OJK), dan DSN menunjukkan adanya political will pemerintah terhadap lembaga keuangan syariah. Untuk menjawab kepastian regulasi demi optimalisasi operasional lembaga keuangan syariah, pemerintah secara masif mengeluarkan berbagai regulasi keuangan syariah. Progresifitas regulasi keuangan syariah menjadi bukti bahwa political will pemerintah tampak dalam upaya pengembangan lembaga keuangan syariah. Abstract

Along with the development of the Islamic banking in Indonesia, the need for the development of its products is also increasing and demanding. This is of course aimed to fulfil the Islamic banking market that needs such products. The development of the Islamic banking products must be in line with the market need as well as in accordance with shariah principle and in the form of Fatwa that is produced by National Shariah Council (Dewan Syariah Nasional). Up to now, there are a few Fatwa regarding the products which are constrained to be applied and implemented in the market. There are fatwa regarding saving and deposit and financing or channeling fund and fatwa regarding treasury that must be produced sooner. In short, Product innovation that is able to penetrate the market need as well as in accordance with shariah principle absolutely needed for the Islamic banking to increase its competitiveness domestically, regionally and globally in the era of free market competition and along with the opportunities and challenges.

Abstract

Background. Regarding the behavior of religiosity and compliance with trade tithes by Muslimah entrepreneurs of the Indonesian Muslim Women Entrepreneurs Association (hereinafter referred to as IPEMI) Surabaya is in accordance with the theory, but in the religious behavior variable, namely knowledge about trade zakat. They still do not fully understand the calculation, distribution, and timeliness are still different. -differs in implementation. In addition, indicators of zakat compliance are also not precise in the calculation, distribution, and implementation time. Research Purposes. Knowing and analyzing religiosity behavior which includes belief, experience/practice, appreciation, knowledge, and commitment to IPEMI in compliance with trade tithes. Research Methods. The research design used a qualitative descriptive approach with an inductive mindset. Snowball sampling technique for sampling. Data collection through documentation and interviews with 5 people, including the chairman, and four members of IPEMI East Java who are domiciled in Surabaya, and focused on IPEMI Surabaya entrepreneurs who are members of IPEMI East Java. Findings. Religious behavior which includes belief, experience and practice, appreciation, knowledge, and commitment at IPEMI Surabaya is very good, it's just that there are some members who still lack knowledge and understanding of trade zakat. Conclusion. Religious behavior and commitment at IPEMI Surabaya are very good in terms of knowledge and understanding of trade zakat so that it can be integrated in a complex way between religious knowledge, feelings, and religious actions related to trade zakat.
