Abstract

This study aims to describe the implementation of the Jambi city government's policy regarding the relocation of Angso Duo Market in the perspective of Angso Duo market traders in Jambi City. This study uses a descriptive method with a qualitative approach, data sourced from primary data and secondary data. Data collection was carried out through observation by observing the activities of Angso Duo Market traders, interviews with Jambi city trade officials and traders, and documents in the form of government regulations, literature and other documents that support this research. Data is processed through data presentation, data reduction, drawing conclusions, and recommendations. The results showed that the implementation of the Angso Duo traditional market relocation policy from the perspective of traders, namely: additional costs incurred by traders to rent new kiosks at Angso Duo market with kiosk rental costs being more expensive than before, and costs to pay for the arid transportation costs from Pal 10 (a place for loading and unloading goods in bulk) to the new Angso Duo market location; and nd a decrease in revenue due to a decrease in the number of customers due to the emergence of a buffer market due to the location of the Angso Duo market which is far from the main road, and the difficulty of customers l finding the merchant market

Abstract

Abstrak: Birokrasi menjadi suatu isu utama dalam pemerintahan di Indonesia. Birokrasi yang cepat, efisien dan mudah dalam proses pelayanan menjadi suatu hal yang harus dicapai oleh pemerintahan. Indonesia khususnya ketika pandemi Covid-19 terjadi sudah memiliki perubahan dalam birokrasi, birokrasi harus dan dapat mampu untuk mempermudah masyarakat dalam akses pelayanan publik. kemudahan masyarakat dan kecepatan masyarakat dalam mengurus dokumen di institusi pemerintahan menjadi tolak ukur birokrasi yang berjalan sudah efisien dan efektif. Pandemi menjadi titik pendongkrak sekaligus momentum yang tepat untuk melakukan perubahan dalam birokrasi di tubuh pemerintahan. Penelitian ini bertujuan untuk melihat bagaimana transformasi birokrasi dilakukan pasca pandemic dan bagaimana dampak dari hal tersebut untuk pelayanan kepada masyarakat. Penelitian ini akan bersifat studi kepustakaan dengan membandingkan teori dengan fakta yang terjadi dilapangan dan melalui studi kasus. Data akan dikumpulkan melalui tinjauan literatur dan dokumentasi. Hasil penelitian ini menunjukkan bagaimana teori agile governance berpengaruh terhadap proses transformasi birokrasi yang terjadi. Serta untuk melihat bagaimana transformasi birokrasi hadir di Indonesia dan seperti apa bentuknya secara nyata. Abstract: Bureaucracy has been a main focus issue in Indonesian governance; bureaucracy characteristics should be fast, efficient, and easy on service process to the public. Indonesia, especially during COVID-19, has already transformed in bureaucracy. Bureaucracy should simplify all society's needs in access to public services. The easiness for the people and the ability to proceed with documents quickly in governance institutions are the benchmarks for the value of bureaucracy to define whether they are efficient and effective. The pandemic is the starting point and the right momentum to make a government transformation in bureaucracy. The research intends to see how the bureaucratic transformation was done post-pandemic and how it influenced public services. This research is a literature study to compare the theory and the facts with a case study. The data was collected through a literature review and documentation. The result showed how the theory of agile governance affected the bureaucratic transformation process; also, to see how the bureaucracy transformation in Indonesia and to see what it looks like.
