Abstract

The Covid-19 pandemic has become an urgent issue, not only at the local level but also in the global realm of the world community. For this reason, all elements of society are actively and participatively involved in overcoming this health problem. The initial energy revolved around health issues but has now shifted to socio-economic problems and has even penetrated into the political and legal areas. Handling that must be carried out should be carried out in an active-participatory manner involving all components of the nation's interests, including in this case,Kodim 0501 was involved by the Jakarta Government in decidingthe spread of the Covid-19 outbreak in the Central Jakarta area. The task of the Kodim in dealing with the Covid-19 outbreak is the implementation of Military Operations Other than War (OMSP). This research aims to analyze the role of Kodim 0501/Central Jakarta and the Regional Government in dealing with the spread of the Covid-19 outbreak in the Central Jakarta area. Research findings prove that the handling of the spread of the Covid-19 outbreak in the Central Jakarta area is carried out with the Large-Scale Social Restrictions (PSBB) policy.Enforcement of Community Activity Restrictions (PPKM), and vaccinations. The role of Kodim 0501/Central Jakarta and the Regional Government in stopping the spread of the Covid-19 outbreak, is related to helping secure and supervising activities according to health protocols during vaccination activities, assisting with routine spraying of disinfectants, and helping distribute social assistance directly. The role of Kodim 0501/Central Jakarta and the Regional Government to stop the spread of the Covid-19 outbreak in the Central Jakarta area has been carried out very well.

Abstract

Research on servant leadership is interesting to study, because it involves virtue, ethics, morals and ideal leadership. The results of the discussion of scientists gave birth to the type of leadership in organizational theory that developed. Scholars debate the theory of servant leadership in an organizational context. The main concern is considered suitable, worthy, and valuable for organizational success, because the characteristics of servant leadership focus on listening, empathy, healing, awareness, persuasion, conceptualization, foresight, openness, commitment to growth, and building community, which are prerequisites for organizational progress and success. . The purpose of this study is to identify servant leadership theory based on empirical studies, involving population and sample sizes, the results of which show its influence on organizational goals. The analysis method uses a Systematic Literature Review (SLR) to assess how it works, its implementation and its influence on organizational dynamics and performance. The process of skinning from the population to the end of 35 studies in empirical studies revealed servant leadership theory: generally accepted in the organizational context; able to improve organizational performance; not suitable to be practiced in certain fields; and can contribute to organizational goals and shared success. This study contributes to the methodology of the SLR approach to organization and leadership, highlighting and mapping the influence and workings of servant leadership by looking at new research topics.Penelitian tentang servant leadership menarik dikaji, karena menyangkut pada kebajikan, etika, moral dan kepemimpinan ideal. Hasil diskusi ilmuan melahirkan tipe kepemimpinan dalam teori organisasi yang berkembang. Para ilmuan memperdebatkan teori servant leadership dalam konteks organisasi. Perhatian utama dinilai cocok, layak, dan berharga untuk kesuksesan organisasi, karena karakteristik dari servant leadership fokus pada mendengarkan, empati, penyembuhan, kesadaran, persuasi, konseptualisasi, kejelian, keterbukaan, komitmen untuk pertumbuhan, dan membangun komunitas, menjadi syarat kemajuan dan kesuksesan organisasi. Tujuan penelitian ini mengidentifikasi teori servant leadership berdasarkan studi empiris, melibatkan ukuran populasi dan sampel, hasil yang menunjukkan pengaruhnya terhadap tujuan organisasi. Metode analisis menggunakan Systematic Literature Review (SLR) guna menilai cara kerja, penerapan dan pengaruhnya terhadap dinamika dan kinerja organisasi. Proses skinning dari populasi sampai akhir dari 35 penelitian pada studi empiris diungkapkan teori servant leadership: berlaku umum dalam konteks organisasi,  mampu meningkatkan kinerja organisasi, tidak cocok dipraktikan pada bidang tertentu, dan dapat membantu tujuan organisasi dan kesuksesan bersama. Studi ini berkontribusi pada metodologi dengan pendekatan SLR bidang organisasi dan kepemimpinan, menyoroti dan memetakan pengaruh dan cara kerja servant leadership dengan melihat topik penelitian baru.

Abstract

Radicalism and terrorism have become a world problem including in Indonesia and become a serious threat to the country's defense system, there are need are global cooperation in the handling of radicalism and terrorism. Indonesia based on Law No. 20 of 2003 Article 37 paragraphs (1) and (2) on the National Education System mentions that Citizenship Education must be contained in the basic education curriculum, secondary education, and higher education. This research aims to find out, how is the prevention and handling of radicalism and terrorism in Indonesia and how is the management strategy of Pancasila, and Citizenship Education in the prevention and handling  radicalism and terrorism in Indonesia.  This study uses a combination research method, of digging data with questionnaires distributed through a google form, and links shared through email messaging facilities and WhatsApp in a chain. The survey was conducted to see how Pancasila and Citizenship Education play on radicalism and terrorism and to explore data from various sources, documents, and journals related to the research focus. The results of the study showed that Pancasila and Citizenship Education played a significant role in the prevention and countermeasures of radicalism, terrorism reached 99%.   The results of this study are expected to be one of the input materials for the relevant parties in taking policies on strategies to prevent and deal with radicalism and terrorism. It also encourages the involvement of the world of education and society towards Pancasila and Citizenship education and implements it in the life of the nation and state.

Abstract

The discourse on the development of the military strategy nowdays is inseparable from the globalization. Defense experts are faced with an increasing trend of international system instability and it is increasingly difficult to predict. The presence of new technology also influences the characteristics of modern conflicts where future wars are becoming increasingly complex. In general, wars are planned by the aggressor for a short period of time in order to achieve victory quickly, however, the little ones force long-lasting wars as protracted wars. This study uses a qualitative method with a descriptive design. The purpose of this study is to analyze how far the interopability between the branches of the land arm in the protracted war scheme in Indonesia is. The research was carried out at the Army Headquarters and the Army Education and Training Command. The research data were analyzed in four steps, namely data reduction, presenting data, integrating data and drawing conclusions. The results of the study indicate that it requires strengthening of interopability between dimensions in the protracted war scheme in Indonesia. The conclusion is that in modern warfare, interoperability is absolutely necessary in military operations. Suggestions for the need for further research on interoperability between branches in the Army Forces in a protracted war scheme are more specific in one large island defense area.

Abstract

Penilaian kinerja guru sangat diperlukan untuk mengetahui kualitas guru dalam meningkatkan mutu mutu pendidikan. Surat Permendikbudristek Nomor 63 Tahun 2023 menyebutkan bahwa satu diantara syarat gaji yang dapat dibayarkan dari anggaran BOS adalah tidak mendapatkan tunjuangan profesi guru. Tujuan penelitian ini adalah untuk menganalisa kebijakan pemerintah tentang pemberian dana, kinerja guru bersertifikasi di MA Ma’had Al-Zaytun Gantar, dan pengaruh pemberian dana BOS terhadap kinerja guru bersertifikasi di MA Ma’had Al-Zaytun Gantar Indramayu. Metode yang dilakukan dalam penelitian ini adalah metode kuantitatif dengan menggunakan 40 orang responden. Pengujian hipotesis statistic menggunakan statistik regresi linier sederhana yang dilanjutkan dengan uji parsial (uji t) dan uji determinasi (R2). Hasil penelititan menunjukkan bahwa variable kebijakan pemberian dana BOS berpengaruh secara signifikan sebesar 0,043 terhadap kinerja guru bersertifikasi di MA Ma’had Al-Zaytun. Berdasarkan uji determinasi (R2) menunjukkan angka prosentase sebesar 0,104 terhadap kinerja guru bersertifikasi, yang berarti bahwa kebijakan pemberian dana BOS memberikan pengaruh sebesar 10,4% terhadap kinerja guru bersertifikasi. Berdasarkan penelitian ini, besar harapan pemerintah meninjau ulang dalam memberikan kebijakan pemberian honor kepada guru bersertifikasi sehingga honor guru bersertifikasi non PNS mencapai tingkat UMP yang berlaku didaerah tersebut.

Abstract

This research investigates the impact of technological innovation on the transformation of public administration through the implementation of e-government in Indonesia. The main objective of this research is to analyze the extent to which the implementation of e-government has contributed to efficiency, transparency, and community involvement in the delivery of public services. The research methodology involves a case-study approach to e-government implementation at various levels of government in Indonesia. The results of this research highlight the positive impact of information and communication technology (ICT) innovation in the transformation of public policy, especially in Indonesia. The digitalization of public services, increasing transparency and public participation through social media, efficiency and cost savings through process automation, and efforts to increase data security are key points that support the transformation of public administration. The implementation of e-government in Indonesia, driven by central government policy, reflects efforts to improve services, efficiency, and community involvement. However, challenges such as the digital divide, resistance to change, legal and regulatory issues, and the need for inclusive public participation are things that need to be considered in implementing ICT innovation in public policy. Taking these challenges into account, this research concludes that ICT innovation can be a significant driver in achieving positive transformation in public administration, provided that it is necessary to overcome the obstacles that arise.

Abstract

Bureaucratic reform has become an important agenda in efforts to improve the performance and effectiveness of government institutions in various countries, including Indonesia. The Ministry of Transportation (Kemenhub) has been actively carrying out various organizational transformation efforts to improve its performance and responsiveness to community needs since 2010. This reform process is based on the theory of organizational change, which emphasizes the importance of commitment from all parties involved, support from organizational leadership, and change that carried out gradually and measurably. Analysis of the implementation of bureaucratic reform at the Ministry of Transportation shows that the steps taken have provided positive results in improving operational efficiency and service quality in the transportation sector. Commitment from all levels of employees, led by visionary leaders, is the key to success in implementing these changes. However, there are still several challenges that need to be overcome in continuing bureaucratic reform at the Ministry of Transportation. Effective and efficient budget management remains a major concern, and a clear understanding of the benefits of bureaucratic reform needs to be disseminated more widely. Open and ongoing communication with stakeholders is essential to ensure continued support for the changes being made. By strengthening commitment, developing human resources, and using information technology more effectively, the Ministry of Transportation can continue to improve its performance and services for the community in a continuously developing transportation context.

Abstract

This article discusses the urgency and appropriateness of the Village Literacy Movement in Indonesia, addressing various complex challenges related to education levels, resource access, and infrastructure in rural areas. The research aims to examine how literacy programs can enhance the quality of life and economic opportunities for village communities. Using a qualitative exploratory approach, the study finds that low formal education levels, limited access to reading resources, and a shortage of teachers and educational facilities are major barriers to improving rural literacy. Active participation from local government and communities in supporting literacy programs is crucial for their success. Additionally, tailoring literacy programs to local needs and characteristics is considered essential for their effectiveness. Digital literacy and financial literacy are identified as key aspects in the economic empowerment of villages, enabling communities to better utilize technology and manage finances. The findings of this study indicate that village literacy not only aims to improve reading and writing skills but also to empower village communities to access important information that can enhance their quality of life. With improved literacy, village communities are expected to engage more actively in productive and sustainable economic development. Therefore, collaboration between the government, educational institutions, and local communities is vital to creating an environment that comprehensively supports the enhancement of village literacy.

Abstract

Implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency, there are problems faced, namely the implementation of duties and responsibilities as an EMIS 4.0 operator, collection of student files (diplomas, family cards and certificates), internet network in work investigations, and difficulties in accessing the EMIS 4.0 application due to server errors. This research aims to determine the implementation of the EMIS 4.0 application policy in Madrasah Tsanawiyah Ma`had Al-Zaytun, supporting and inhibiting factors for implementing EMIS 4.0 in Madrasah Tsanawiyah Ma`had Al-Zaytun, and what efforts and strategies will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. The research method uses a qualitative approach with a descriptive-qualitative type. By collecting data through observation, interviews and documentation. The data source was taken using a purposive sampling technique to select 10 informants. The data analysis techniques used are data condensation, data presentation, and drawing conclusions. The results of this research indicate that the implementation of the Education Management Information System 4.0 at Madrasah Tsanawiyah Ma`had Al-Zaytun, Gantar District, Indramayu Regency is quite good. The strategies that will be carried out by Madrasah Tsanawiyah Ma`had Al-Zaytun in implementing EMIS 4.0. In July, namely graduating 9th grade students, raising 7th and 8th grade students, creating groups and inspiring students in groups and creating a new 7th grade EMIS database, July-August which is carried out with Computer-Based National Assessment Data Collection (ANBK) or Minimum Competency Assessment (AKM), August-September namely detailed 7th grade EMIS data entry, October the activity is updating the 9th grade EMIS data based on statement letters and files for Madrasah Examinations as well as PD verification and Madrasah Examination Data Base (PDUM), October-December Finalization of EMIS data, January-March completes data for class 8 and especially class 7, March-April focuses on EMIS class 9 and May-June final checks for class 7 and 8.

Abstract

The Smart Indonesia Program, hereinafter referred to as PIP, is a government cash transfer provided to students whose parents are not and/or less able to afford their education, as a continuation and expansion of the target of the Poor Student Assistance (BSM) program. Problems in implementing the Smart Indonesia Program include disbursement that is too slow so that there are students who have graduated from school and returned to their homes spread across several provinces cannot disburse aid funds, lack of understanding from parents and the PIP disbursement process that requires students to come to the distribution bank resulting in many students permitting and disrupting the learning process. The research was conducted at Madrasah Aliyah Ma'had Al-Zaytun in Agntar District, Indramayu Regency. The purpose of this study is to analyze the Implementation of the Smart Indonesia Program, supporting and inhibiting factors and solutions using the theory of Merilee S. Grindle Implementation. The method used in this study is a descriptive qualitative method. Data were obtained from interviews with the Head of Madrasah, Maadrasah Operator/Treasurer and PIP recipient students. Based on the research results, the implementation of the Smart Indonesia Program in order to improve the quality of education at Madrasah Aliyah Ma'had Al-Zaytun has been optimal so that it can improve the quality of education.
