Abstract

Perum LPPNPI Manado Branch, as a provider of flight navigation services, continues to make efforts to improve flight navigation services provided in accordance with the International Civil Aviation Organization (ICAO) Doc 4444 Chapter 8 Radar Services which explains the use of radar in flight information services. The problem faced by Aeronautical Communication Officer (ACO) personnel is that there is no use of radar monitors as a support for monitoring facilities at the Manado Flight Service Station (FSS) unit. This resulted in the lack of maximum surveillance services provided by Aeronautical Communication Officer (ACO) personnel in conducting traffic scouting and knowing the aircraft's position accurately in the Manado Flight Service Station (FSS) airspace. The purpose of this study is to study the importance of using a radar monitor in the Flight Service Station (FSS) control room as a means of supporting aircraft movement surveillance. In this study, the authors used quantitative methods and distributed questionnaires to 8 Aeronautical Communication Officer (ACO) personnel as respondents. The results of this study are expected to provide an alternative solution to the problem for Perum LPPNPI Manado Branch, namely by adding a radar monitor facility in the Flight Service Station (FSS) control room in order to increase the flight navigation services provided

Abstract

This final project describes the obstacles faced by the author regarding the provision of Flight Information Service in the ATS Reporting Office (ARO) Ambon unit. The problem with the Ambon ATS Reporting Office (ARO) unit is the delay of the Airlines in sending the Flight Plan that is not in accordance with the LOCA between the ATS Reporting Office (ARO) and the Airlines on the Flight Plan delivery, which is a minimum of 24 hours before departure and a maximum of 120 minutes before departure. time estimate off block time (EOBT). The emergence of these obstacles was due to the lack of knowledge of the Airlines regarding the Letter of Coordination Agreement (LOCA). In addition, the lack of coordination from the Airlines unit regarding the delay in sending the Flight Plan also hampered the process of providing navigation services. The results of the data obtained during the author conducting research at the same time as the author conducting On the Job Training, namely on November 02, 2020 to March 17, 2021 at Perum LPPNPI, Pattimura Ambon Branch, are expected to provide input and suggestions so that existing problems can be resolved and service delivery can be achieved. running optimally. These obstacles can be resolved by reviewing the Letter of Coordination Agreement (LOCA) so as to create an effective and efficient service delivery.

Abstract

This Final Project describes the obstacles faced by the author regarding the analysis of the impact of delays in Airlanes Operator sending Slot Delay on air traffic services at Perum LPPNPI Ambon Branch. The emergence of these obstacles is due to the frequent delays of Airlines Operators in sending information regarding changes to slot delays so that the slot delay management process carried out by ACO personnel serving in the ARO Unit will be hampered, the ARO Unit must send a delay message 15 minutes before the EOBT time. The purpose of writing this final project is to facilitate ACO personnel in performing ATS Messages services so as not to interfere with flight safety services. The data analysis method is descriptive quantitative. This research uses data processing in the form of a Likert scale which refers to sources that are relevant and have credibility. The results of this study are expected to provide alternative problem solving so that ACO personnel can provide maximum service
