Abstract

Community empowerment is very important to be carried out by the government. This study aims to determine the role of the government in empowering noken craftsmen in the Fandoi village. This research is descriptive qualitative. Data collection techniques were carried out through observation, interviews, documentation studies, and literature studies. Analysis of the data used is qualitative data analysis. The results showed that there was no government involvement in socializing or providing assistance to community empowerment in Fandoi Village, so the Fandoi Village community built their own business. The community makes a noken bag business without the slightest help from the government. The business of making noken bags has a positive impact, because initially only relying on the husband's income, now they can help and provide additional income.

Abstract

Kepemimpinan menjadi titik pusat adanya perubahan dalam organisasi karena menjadi faktor penentu keberhasilan. Seorang pemimpin dituntut untuk memiliki pengetahuan yang lebih baik dibandingkan dengan bawahannya. Adapun kepala kampung merupakan pemimpin formal di sebuah kampung mempunyai peranan yang sangat penting dalam menumbuhkan, menggerakkan, dan meningkatkan partisipasi masyarakat untuk ikut serta dan aktif dalam kegiatan pembangunan di kampung, oleh karena itu diperlukan kepala kampung yang jujur, bijaksana, dan mempunyai pengetahuan serta keterampilan dalam menyelenggarakan pemerintahan kampung ditambah dengan dukungan perangkat kampung yang berkualitas. Penelitian ini bertujuan untuk mengetahui peran kepemimpinan kepala kampung dalam peningkatan pembangunan pada kampung. Penelitian ini menggunakan jenis penelitian kepustakaan (library search), yaitu serangkaian kegiatan yang berkenaan dengan metode pengumpulan data Pustaka. Berdasarkan hasil penelitian menunjukkan bahwa ada 2 indikator peran kepemimpinan kepala kampung dalam peningkatan pembangunan, senantiasa berusaha untuk melakukan pembinaan kepada masyarakat termasuk senantiasa memberi motivasi kepada masyarakat untuk senantiasa berpartisipasi dalam pembangunan. Disamping itu, senantiasa berusaha melakukan pemberdayaan masyarakat yang dibuktikan dengan program-program yang melibatkan masyarakat.

Abstract

This study aims to analyze the optimization of public services at the East Numfor District Office, Biak Numfor Regency and identify the factors that affect its implementation. The research uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, and documentation. The research informants consisted of district officials, honorary staff, village heads, and community leaders. Data analysis is carried out through data reduction, data presentation, and descriptive conclusion drawing based on five dimensions of service quality, namely reliability, responsiveness, assurance, empathy, and real evidence. The results of the study show that public services at the East Numfor District Office have been optimally pursued through the commitment of the apparatus in providing services to the community. Therefore, it is necessary to strengthen institutional capacity through the provision of adequate service facilities, improve the discipline of the apparatus, and develop a service system that is more adaptive to the characteristics of the archipelago to improve the quality of public services.

Abstract

Digital transformation in governance demands that the Civil State Apparatus (ASN) possess adaptive and technology-based competencies. This condition presents a particular challenge for island regions like Biak Numfor Regency, which face infrastructure limitations and geographical barriers. This study aims to: (1) analyze the actual digital competency conditions of ASN at the Education and Culture Office of Biak Numfor Regency; (2) identify supporting and inhibiting factors in digital competency development; and (3) formulate effective, adaptive, and contextual strategies. Using a descriptive qualitative approach with data collected via in-depth interviews, observation, and documentation, the study reveals that digital competency remains inadequate. A significant gap exists between Baby Boomers/Gen X (57% of total ASN) and Millennials/Gen Z, with only 22% having attended IT training in the last three years. Based on SWOT analysis, 16 alternative strategies and 6 core priorities were formulated, including competency mapping, cross-generational on-the-job training, and tripartite LMS cooperation, divided into short, medium, and long-term action plans tailored for Papua's island logistics.

Abstract

The low literacy culture of children in Biak Numfor Regency is still a challenge in human resource development, even though the government has developed the Reading House Program as a means of non-formal education. This study aims to analyze the implementation of the Reading House Program in improving children's literacy in Biak Numfor Regency. The research uses a qualitative descriptive approach with a pragmatic approach. The research locations include the Ambroben Reading House, the Victory Reading House, and the Kobeoser Reading House. Informants were selected purposively, consisting of officials from the Education and Culture Office, Reading House managers, teachers, parents, and children who use the Reading House. Data was collected through in-depth interviews, observations, documentation, and document review, then analyzed using interactive models through data reduction, data presentation, conclusion drawn, and qualitizing techniques. The results of the study show that the implementation of the Reading House Program has not been running optimally. The main obstacles include weak communication between institutions, limited reading collections and facilities, lack of optimal use of human resources, low bureaucratic commitment in strengthening literacy culture, and lack of a collaborative structure that integrates schools, families, and literacy communities.
