Abstract

Women’s Economic Productivity Improvement is a policy to improve the quality of life of women, such as health care quality improvement, quality of education, as well as the elimination of various forms of violence against women. In Women’s Economic Productivity Improvement, it is required implementation so that the policy can be perceived objectives and benefits. The research objective is to analyze the policy implementation of the Indonesia State Minister for Women Empowerment Number 58 Year 2004 on policies and strategies of Women’s Economic Productivity Improvement, and also to identify the role of each institutions and personal in the village of the Kalawara Gumbasa, District of Sigi. This is a qualitative descriptive research. The data collection was through observations, interviews and documentations. The theory used is Implementation theory of Van Meter and Van Horn. This theory presupposes that the implementation of a policy runs linearly from public policy, public policy implementer and the performance itself. Besides, successful implementation of a policy is determined by several aspect, the aspect according to Van Meter and Van Horn are ; 1) Aspect of basic measures and policy objectives, 2) Aspect of Policy Resources, 3) Aspect of implementation activity and communication between organizations, 4) Aspect of implementors’ characteristics, 5) Aspect of tendency (disposition) implementor, 6) Conditions aspect of economic, social, and political. The results showed that the implementation of the Women’s Economic Productivity Improvement in the village of Kalawara Gumbasa, Sigi District has been accomplished, but not as expected objectives and benefits of the policy, because there are aspect that have not been met. Aspect which have not been fulfilled are: 1) Aspect of Policy Resources and 2) Aspect of implementation activity and communication between organizations. While 1) Aspect of basic measures and policy objectives, 2) Aspect of the implementers’ characteristics, 3) Aspect of tendency, and 4) Aspect of the economic, social and political have been fulfilled.
