Abstract

Segment of the third world's poorest people live in households headed by women, because in these households there is no man who can give income. When female heads of families are in a poor position then their ability to meet food needs for family members bear is also questionable. For the case of West Sumatra, although women are culturally Minangkabau tribe, has a fairly dominant position in the division of inheritance, which means has the advantage economically, but not necessarily female heads of families in West Sumatera is able to create and maintain a stable food security for the household, especially if fosterage family not just the nuclear family only. The power and intervention of ‘mamak’ is very strong in the decision making of high inheritance. This phenomenon indicates that the Minangkabau women actually do not have control over resources, such as land and other high inheritance. Moving on from the facts presented above writer is interested to dig further in research on women's roles Minangkabau tribe who became head of the family for the creation of household food security, with the focus of study in the Eastern District of Padang. Abstract

This article aims to describe the research findings about the local community disaster preparedness based on local values in facing the risk of earthquake and tsunami. The authors describe the disaster preparedness of a community with high level of homegenity, since the activity of disaster preparedness for highly homogenic community is very crucial due to to the high population. Beside that, intervention in highly homogenic community is relatively easier in short term because of their uniformed background. The authors also identify the community’s values that can be used as a basis in strengthening community preparedness. Local values include the following: strengthening the role of ‘niniak mamak’, increasing the attendance in the mosque, prayer and ‘ciloteh Lapau’ (conversations in stalls). The result of this study is expected to become the basis for stakeholders in the city of Padang in formulating comprehensive disaster management policies, particularly pre-disaster management. Abstract

Human resource (HR) is strategic factor for organization including public organization in reaching its purpose. HR as strategic factor thereby must developed with various mechanism and method which can push optimalisation of potency by all officer. Career expansion models in one of mechanism which can be designed by management of organization to push every officer to application at the same time develops its ladder and responsibility. In practical level, human resource potency in this case men and woman in accessing development opportunity of career they well. Construction gender in public organization both for yielded internally (organizational management) and also external reflact situation of social embosoming which certain gender type, especially woman hindered in developing her potency. Condition will affect at organization performance that's not optimal, because HR potency cannot be powered carefully. Therefore, career expansion models based on gender perspective can adopt problems, requirement of men and especially for woman, will become necessary instrument for organization in reaching its purpose effectively.

Abstract

A relocation that was managed by Padang Panjang Municipal Government for culinary market vendors has presented impacts for both the vendors and society. This study examines externality aspect that occurs after the relocation by using a descriptive qualitative approach. Data are obtained through interviews with stakeholders whose either taking role and affected by the relocation, namely: Local Trade Office of Small and Medium Business Cooperatives of Padang Panjang Municipal; the vendors; visitors of the culinary market; and parking attendants. The research findings are majority in line with dimensions of Coase’s Theorems: income distribution, negotiation, and solution. The vendors in the culinary market are becoming the most affected party of the relocation. Although they acquire positive externality by an increased income generating; the vendors also cannot avoid negative externalities that arise from social interaction to fellow vendors and a community around the culinary market.

Abstract

Major studies in emergency decisions are focusing on how techno-rational approaches applied in early warning systems to produce an output; rarely explore its opponent, the naturalistic intervention, or how both paradigms function in a crisis decision process. This research aims to identify the actual process of emergency decision making in the context of natural hazard studies, whether it employs the techno-rational or purely naturalistic approach. A systematic review is adopted to assess papers in the period 2000-2018 within the ‘emergency decision making’ AND “natural disaster” keywords. Research finds a non-techno-rational paradigm that contributes to producing a decision outcome. Instead of categorizing it the naturalistic paradigm as named by the scholars, we labelled it a non-technological paradigm. It consists of two main instruments: individual and institutional interventions, that together with the techno-rational instrument develop an adaptive continuum behavior while operating in uncertainty condition in order to generate an effective evacuation order for vulnerable people.

Abstract

‘Sekolah Keluarga’ (Family School) is a program initiated by the Bukittinggi City Empowerment and Family Welfare Mobilization Team (TP PKK), as an effort to overcome the decline in the quality of families in Bukittinggi City. This program was first implemented in 2018 by targeting families in villages with high social problems. The City Government (Pemko) of Bukittinggi claims that this program is different from conventional school activities or other social problem alleviation efforts in terms of infrastructure, curriculum, and output. Qualitative method with a descriptive approach to examine whether the new program initiated by the Pemko Bukittinggi can be categorized as an innovation. For this reason, the authors interviewed the parties involved in the Family School Program, namely: technical implementers, technical implementing assistants, a team of presenters and participants, in addition to making direct observations of Family School activities and studying documents related to this program. The analysis of the findings shows that the Family School Program initiated by the Pemko Bukittinggi is categorized as an incremental innovation. This program is in line with most of the innovation attributes proposed by Everett M. Rogers. namely relative advantage, complexity, trialability, and observability. However, it does not meet the compatibility indicator because its existence does not replace the previous program. This program should be maintained so that later it can become a solution to overcome social problems that are happening.
