Abstract

This study aims to understand the implementation of Samarinda Mayor Regulation No. 4 of 2022, which amends Mayor Regulation No. 11 of 2022 regarding Guidelines for the Implementation of Community Development and Empowerment Programs (Pro-Bebaya) in Tenun Village, Samarinda Seberang District, Samarinda City. Additionally, the study analyzes the supporting and inhibiting factors related to this implementation. A qualitative descriptive research method was employed, focusing on Edward III's policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. Primary data were obtained through interviews with the Head of Tenun Village as the key informant, along with other informants such as the Village Secretary, the Head of Welfare and Community Empowerment, the Chairman of the Community Group (POKMAS), and local residents. Data collection techniques included observation, interviews, and documentation, with data analysis conducted using the interactive model of Miles and Huberman. The study's findings reveal that communication in the Pro-Bebaya implementation was carried out through community meetings and socialization efforts, while human resources and supporting facilities were adequately available. However, there was a weakness in disposition, specifically the lack of involvement of the Village Community Empowerment Institution (LPM) in the selection of POKMAS members. The bureaucratic structure adhered to the established regulations. Supporting factors for the implementation included high community participation, whereas inhibiting factors were the limited time for program management and insufficient budget allocation compared to community demands. These findings highlight the need for more effective time and budget management in the implementation of the Pro-Bebaya program.

Abstract

This study aims to explore and explain the strengths of social capital elements as reinforcers of local wisdom identity among the fishing community in Muara Badak Ulu Village, Muara Badak District, Kutai Kartanegara Regency. Fishermen, particularly traditional ones, face high risks at sea, with no guarantee of a catch to support their socio-economic needs. The local wisdom, deeply rooted in the fishing culture, is a key component of the social capital within this community. Social capital functions to enhance societal efficiency by facilitating coordinated actions through trust, norms, and networks. This research adopts a qualitative exploratory method, focusing on the core concepts of social capital: trust, norms, and networks. Data analysis is conducted using the interactive model of Miles, Huberman, and Saldana (2014), which involves data collection, data display, and drawing and verifying conclusions. The findings reveal that social capital is crucial in strengthening the local wisdom identity of the fishing community in Muara Badak Ulu. Trust among fishermen is vital, especially when at sea, and extends to local institutions, which provide necessary support such as funding, safety equipment, and boat engines, thereby forming networks. These networks, in turn, help preserve local wisdom traditions. Social norms also play a significant role by imposing social sanctions that prevent deviant behavior within the fishing groups and the broader community, thus reinforcing values like family, cooperation, and mutual aid.

General Background: Cultural preservation is a pressing issue in Indonesia, where traditional heritage faces erosion due to modernization and shifting values. Specific Background: Lung Anai Cultural Village in East Kalimantan, home to the Dayak Kenyah Lepoq Jalan community, embodies rich traditions such as traditional dance, weaving, carving, and ceremonies, yet these practices are declining, particularly among youth. Knowledge Gap: While traditional institutions are recognized for safeguarding culture, limited empirical research examines their operational roles, youth engagement, and contextual challenges at the village level. Aims: This study analyzes the role of the Lung Anai Traditional Institution in preserving cultural heritage, identifying its functions, supporting factors, and obstacles. Results: Using a qualitative descriptive approach with interviews, observation, and documentation, the study reveals the institution’s pivotal role in channeling community aspirations, promoting cultural practices, and mediating with the village government. However, limited youth participation and inadequate training hinder effectiveness, while community solidarity and local leadership provide strong support. Novelty: This research delivers a granular, village-level analysis of how traditional institutions navigate modernization pressures while sustaining intangible heritage. Implications: Findings highlight the necessity for targeted youth engagement and capacity-building programs to strengthen traditional institutions as cultural stewards in rural Indonesia.
